One can save water by turning off the faucet or by storing rainwater for different uses. Cleaning clothes and dishes only after having a full load can also save water. They will, therefore, depend on other resources for common property. The legal right to such resources is not clearly defined. It means that tree cuts dramatically reduce other forest use opportunities, especially given that the population and economic activities (industrialization and urbanization) have reduced the availability of forests. In addition, forests have been reduced.

In LDCs, environmental problems are serious because technology and institutional changes lag behind resource endowment changes. Resources are becoming increasingly scarce with rapid population growth. Institutions have been slow to develop at the same time to conserve scarce natural resources. Together with these two developments, the common property resources have been severely depleted. This institutional adjustment lag tends to grow in poorer LDCs. This means that poverty is the principal cause of the degradation of the environment.

Powering rural communities due to population pressure is the major factor behind environmental degradation in LDCs. As fertile land supply in traditional agriculture becomes scarce in comparison to the increasing population, poor people are forced to farm fragile land in hills and mountains for subsistence. The incidence of soil erosion is high.

ESCAP seeks a development strategy that focuses on incorporating environmental resilience into development policymaking, in general by converting resource limitations and the changing climate into an economic incentive that creates a double benefit of higher economic growth required to minimise poverty with a smaller environmental effect by enhancing resource production and growing resource quality.

Nevertheless, poverty reduction and decent job production cannot be accomplished without economic development. That is why we need sustainable growth with various economic, social and environmental characteristics, such as high economic fluidity, social inclusion and environmental balance.

About Glacial Lake Outburst Flood: Environment for UPSC

The Uttarakhand incident occurred on a Sunday morning when a glacier burst into the Tapovan region. The landslide also carried muck and rubble to the river.

Glaciers are large masses of steadily flowing ice. So, as the ice retreats, it leaves behind a large impact on the surface, covering it with fresh water and creating a pool. This is defined as a moraine, which can be plundered by a fragile pile of rubble and submerged ice. Moraine dammed reservoirs weaken as the water level increases and the ice recedes. They could collapse under tension from the expanding lake, contributing to major floods. Glacial lakes can vary in size, but can contain millions to tens of millions of cubic metres of water, experts claim. Water outbursts may also occur due to erosion, snow or rock landslide, earthquakes or volcanic eruptions beneath the surface.

The glacial outbursts are also due to global warming. If the temperature rises during the summers, the glaciers melt, leaving behind water-filled, precarious moraine-dammed reservoirs.

Millennium Goal 7 - Ensure Environmental Sustainability

The nature of environmental conflicts in developing nations differs considerably from those in industrialized nations. In the latter, development has already occurred and most environmental conflicts are over how to minimize further resource destruction and how resources can be most efficiently used. But in the former, economic, social and political structures have not yet been widely affected by environmental changes brought about by industrialization. Therefore, what is at stake in developing countries is not only the use of environmental resources, but also the very process of development, and if state, civil society and the market can act cooperatively to create development while protecting the environment.

What one should consider when dealing with environmental conflicts in developing countries, is the fact that many of these countries have different situations within one territory. In Brazil, one can find urban, industrial areas with typical western-style environmental problems. But, in the same country, there are also regions with mixed development standards and areas inhabited by Amerindians, some of which still live in the Neolithic period. While the society in the industrialized southeast of Brazil has the same access to information as North Americans, within the Amazon forest one can find tribes, such as the Yanomami, whose members do not use numbers higher than three, do not have a written language and do not wear clothes.

Therefore, two main issues should be recognized when considering environmental conflicts. One, is that there should not be just one way of dealing with environmental conflicts in developing countries because local differences matter. The other, is that given the vastly different identities which exist in one country, the Western development model is not always appropriate. Nevertheless, market agents and donors financially supporting environmental organizations often do not understand this. As stated by Howell and Pearce (2001), development donors "usually overlook both local initiatives formed along ethnic, kin or clan principles that may play a role in achieving social justice and equality, and the fact that apparently modern organizations may be impregnated with primordial and clientelistic relations."

Western Models

Western development models have created institutional frameworks for negotiating environmental conflicts so they do not interfere with production or international trade. However, the legitimacy of this institutional framework has to be examined. As stated by Maria Dalce, "the great majority of the decision making processes taking place in the COPAM (the Brazilian regional environmental protection council) are controlled by the representatives of private companies". In such negotiations, the needs of local people are often overlooked.

This occurs because in developing countries, environmental problems are influenced by other issues such as social and economic concerns. Typically, these interests are related to the socio-economic structure and conditions under which people live. Thus, these interests sometimes take priority over environmental concerns.

Need for Structural Change

It emerged from the interviews that problems of insufficient education and nutrition, as well as ineffective social services, are dimensions that affect both identities and conflict dynamics. These, in turn, effect environmental issues.

Power Contests

Some of these dynamics are quite similar to those experienced in industrialized nations. Power contests are still the main reason behind many environmental conflicts. Development organizations, both national and international, have implemented local development projects that try to promote dialogue among stakeholders . However, as stated by Deborah Goldemberg, head of a governmental agency that focuses on small enterprises development, those powerful entrepreneurs don't participate in the projects.

In Brazil and in other developing countries, overall recognition of the importance of the environment resulted in the institution of good legal frameworks. These, however, are not always respected. Nevertheless, they have allowed for dialogue among the state, civil society and private companies, which has helped to change the prevailing image that NGOs were environmentally "good," while private companies were environmentally "bad." 

Negotiation

Nevertheless, some conflicts between companies and civil organizations still persist. The NGO, AMDA has reported that in its dialogue and negotiation processes with Vale do Rio Doce, the main Brazilian mining company, the frequent change of the company's personnel made it difficult for them to develop a continued and stable relationship . Moreover, the non- existence of an environmental management system within Vale do Rio Doce aggravated this problem.

While this is a common strategy of companies to avoid negotiation, in this case it was interpreted by AMDA as pure lack of concern and bureaucratic chaos inside the company. So, in developing countries, it is still possible to find situations in which conflict emerges not because there is manipulation of interests , but just as a consequence of pure administrative chaos. And this may happen even inside in large companies operating in international markets.

Slowness and Complexity of Public Processes

When conflict emerges, other difficulties also take place. Public bureaucracy is probably one of the main sources of conflict in developing countries. The lack of efficient, transparent and accountable public administration makes it very difficult to negotiate with state governments. Frequently, this is because of corruption. To reduce such difficulties, state governmental structures must be reformed to reduce corruption and better meet the needs of local communities. 

Interviewees such as representatives of the BAMCRUS project, AMDA , and the DLIS Forum have all declared that state failure constrains not only the implementation of their programs, but also the resolution of conflicts concerning environmental sustainability. As Maria Dalce from AMDA has stated:

What is needed is a deregulation that is probably going to create more space for these conflicts to be better negotiated, with more time. Mainly because if you are a counselor in the COPAM nowadays, you have to work with lots of papers and documents [...] and a lot of things could be simplified for you to have space there to negotiate more difficult conflicts.

Thus environmental conflict resolution in developing countries is more challenging than it is in industrialized countries. Many more issues are tied up in the environmental concerns. One cannot just address the environmental issues in isolation. One must address them within the greater social, political, and economic structural framework and one must consider the vast diversity present in all of these dimensions.

The thing is that nuclear power is by far the cheapest way of generating energy, and occasionally it is the most optimal solution, especially, if we are speaking about the developing world. Thus, it is necessary to take into consideration socio-economic factors. Another issue, which should not be overlooked, is the availability of natural resources.

In some regions, nuclear power is the only way of solving energy problem. It goes without saying that we must attach primary importance to long-term policies but the transition to ecologically safe technologies may sometimes lead to severe recession and economic crisis, especially in third-world countries. Perhaps, it is of crucial importance to exercise constant supervision over power plants and bring at least gradual improvements, which may eventually make this technology more reliable. Apart from that, there are many cases, which also illustrate this dilemma, for instance, the extraction of oil in the Pacific Ocean. A great number of people protest against such practice. Nevertheless, even they have to admit that in the near future, it will be the only alternative.

It is possible to come up with several suggestions regarding this issue. First and foremost, we need to emphasize the fact that people will exploit the resources of the nature for a certain period of time, after that they will become entirely depleted. Therefore, it is necessary to devise lest expensive and safe means of generating energy. In the meantime, we need to consider socio-economic situation in a particular region, in some cases, financial assistance should rendered to those countries, who cannot, independently, cope with this problem.

There is a widely held opinion among many philosophers and scholars that new technologies affect the development of human society. Overall, it seems that these are two variables that are so closely interwoven, and it is hardly permissible to separate them from one another. Occasionally, it is the society, which gives rise to new technologies, because there is popular demand for them. Sometimes, this process may be reversed. There are several cases, which can illustrate this process. For example, the supporters of the Marxist society may argue that scientific discoveries or inventions may contribute to further stratification of the community. The thesis comes down to the following: a person, who is able to purchase and utilize the achievements of engineers or constructors, will be able to dictate terms to other people. In order to support their argument, they refer to the so-called Industrial Revolution, which began in the United Kingdom in the eighteenth century. The invention of steam engine or spinning machine resulted in the stratification of the then society, because only very few could buy these devices, and subsequently use them for their purposes.

However, it may happen vice versa as well. The development of science and technology may be motivated by the demand of the community. For instance, at the end of the nineteenth century, there was a necessity to develop more effective means of communication. It stands to reason; there was an immediate response to this demand, namely the advent of telephone and radio.

It is extremely difficult to predict how these relations between the society and technology will develop in the near future. In this respect, we need to discuss the concept of technocracy. Traditionally, it is defined as a political system according to which engineers or scientists take control of the state. It seems that there is a slightly different scenario. Perhaps, the helm will be taken not by scientists, engineers or the inventors of new technologies, but by those ones who hire them. There is sufficient evidence, indicating that this prognosis is not something unrealistic. Big corporations have always attracted the attention of the public, but this issue still requires thorough examination, because for a considerable amount of time the government took somewhat laisser-faire approach to new technologies and economy. Consequently, leading companies (there is no need to name them in this essay) have transformed into de facto or real rulers of many countries. It may seem that new technologies only aggravate the situation, but one should take into consideration that science, itself, is always impartial, it is supposed to work for the sake of all members of the community. Thus, the government must ensure that new technology does not turn into a means of control. Perhaps, some changes in the legislation are needed, especially, concerning, the anti-monopolistic laws, which still allow corporations to control the market and subsequently the world.

Therefore, it is quite possible for us to arrive at the conclusion that new technologies and society can be considered as two interdependent variables, their development is a two-sided process. It is not quite appropriate to presume that only new scientific achievements influence the community. Yet, it has to be admitted that the situation, which has recently emerged, suggests that very soon people, possessing new technologies will come to power, which means that the rest of the world will become completely dependant on them. In order to avoid this disaster, it is necessary to review already-existing legislation, which enables this organization to achieve dominant positions.

Case Study - 28: Environment v/s Development

Industrial chemicals are produced on a big scale by a conglomerate. It suggested establishing a second unit. Due to its negative impact on the environment, many states rejected this proposal. But one state government acceded to the request and permitted the unit close to a city, brushing aside all opposition. Further, the unit was set up 10 years ago and was in full swing till recently. The pollution caused by the industrial effluents was affecting the land, water, and crops in the area. It was also causing serious health problems to human beings and animals. This gave rise to a series of agitations demanding the closure of the plant. In a recent agitation, thousands of people took part, creating a law-and-order problem necessitating stern police action. Following the public outcry, the State government ordered the closure of the factory. The closure of the factory resulted in the unemployment of not only those workers who were engaged in the factory but also those who were working in the ancillary units. It also very badly affected those industries which depended on the chemicals manufactured by it.

As a senior officer entrusted with the responsibility of handling these issues, how are you going to address it?

Introduction

• The case involves the conflict between public health and environment safety v/s livelihood of people. It requires proper balance between environmental ethics and developmental ethics.
• Me as a senior officer who is responsible to solve this case,
• People living in the area,
• Employee of the closed factory,
• Ancillary units,
• State government which gave permission to set up industrial unit,
• MLA/MP of the area
• Emotional Intelligence: It would help senior officer in handling the difficult situation arising from the above case.
• Empathy: It is an awareness of the needs and feelings of others both individually and in groups and being able to see things from the point of view of others.
• Environmental responsibility v/s development: There is a conflict between development and saving nature from degradation due to setting up of industrial unit.
• I would firstly visit the factory to analyze what were the issues that led to the factory closure. I would try to see if the factory could be modified with advance equipment that does not harm the nearby environment.
• If the conditions are good for modification, I would request for a special group of experts who can look for solutions for developing the factory under acceptable conditions.
• When the plans of modification worked well and environmental degradation is reduced, then I would need to convince the people for their approval for this project to go ahead. I would then provide them with proof so that they trust the administration.
• The factory administration would need to make the changes according to the environmental standards. If the factory does not have any funds, I would consider providing them with necessary resources in short term as a loan so that they can go ahead with the approved plan.
• In a scenario where no modification can be undertaken, then I would brainstorm alternative plans, so that people do not suffer. This can be done through setting up of another industry that is less polluting.
• If no such industry is set up, I would have to take steps that can allow the job losers to attain financial security. This can be done through transferring them to other industries as per their requirements and further, supporting them with self-employment opportunities by providing them with loans to set up small cooperative industries or small business.
• I would be conducting an investigation to find out whether environmental rules were flouted while giving permission to set up factory ten years back or there are any loopholes in the state’s Environmental Impact Assessment norms which were used by company. At the same time the inspection should be done to find out that other companies are not flouting norms and polluting the environment.
• However, this option is not viable and best course for action.

Thus, my final course of action would be combination of the first and second option where both people’s employment and environmental pollution are given focus. Further, if both the issues are addressed then I would consider this a successful operation.

Ecocriticism is the study of literature and environment from an interdisciplinary point of view where all sciences come together to analyze the environment and brainstorm possible solutions for the correction of the contemporary environmental situation. Ecocriticism was officially heralded by the publication of two seminal works, both published in the mid-1990s: The Ecocriticism Reader , edited by Cheryll Glotfelty and Harold Fromm , and The Environmental Imagination, by Lawrence Buell.

Ecocriticism investigates the relation between humans and the natural world in literature. It deals with how environmental issues, cultural issues concerning the environment and attitudes towards nature are presented and analyzed. One of the main goals in ecocriticism is to study how individuals in society behave and react in relation to nature and ecological aspects. This form of criticism has gained a lot of attention during recent years due to higher social emphasis on environmental destruction and increased technology. It is hence a fresh way of analyzing and interpreting literary texts, which brings new dimensions to the field of literary and theoritical studies. Ecocriticism is an intentionally broad approach that is known by a number of other designations, including “green (cultural) studies”, “ecopoetics”, and “environmental literary criticism.”

Western thought has often held a more or less utilitarian attitude to nature —nature is for serving human needs. However, after the eighteenth century, there emerged many voices that demanded a revaluation of the relationship between man and environment, and man’s view of nature. Arne Naess , a Norwegian philosopher, developed the notion of “Deep Ecology” which emphasizes the basic interconnectedness of all life forms and natural features, and presents a symbiotic and holistic world-view rather than an anthropocentric one.

Earlier theories in literary and cultural studies focussed on issue of class, race, gender, region are criteria and “subjects”of critical analysis. The late twentieth century has woken up to a new threat: ecological disaster. The most important environmental problems that humankind faces as a whole are: nuclear war, depletion of valuable natural resources, population explosion, proliferation of exploitative technologies, conquest of space preliminary to using it as a garbage dump, pollution, extinction of species (though not a human problem) among others. In such a context, literary and cultural theory has begun to address the issue as a part of academic discourse. Numerous green movements have sprung up all over the world, and some have even gained representations in the governments.

Large scale debates over “dumping,” North versus South environmentalism (the necessary differences between the en-vironmentalism of the developed and technologically advanced richer nations—the North, and the poorer, subsistence environmentalism of the developing or “Third World”—the South). Donald Worster ‘s Nature’s Economy (1977) became a textbook for the study of ecological thought down the ages. The historian Arnold Toynbee recorded the effect of human civilisation upon the land and nature in his monumental, Mankind and Mother Earth (1976). Environmental issues and landscape use were also the concern of the Annales School of historians , especially Braudel and Febvre. The work of environmental historians has been pathbreaking too. Rich-ard Grove et al’s massive Nature and the Orient (1998), David Arnold and Ramachandra Guha’s Nature, Culture, Imperialism (1995) have been significant work in the environmental history of India and Southeast Asia. Ramachandra Guha is of course the most important environmental historian writing from India today.

Various versions of environmentalism developed.Deep ecology and ecofeminism were two important developments. These new ideas questioned the notion of “development” and “modernity,” and argued that all Western notions in science, philosophy, politics were “anthropocentric” (human-centred) and “androcentric”(Man/male-centred). Technology, medical science with its animal testing, the cosmetic and fashion industry all came in for scrutiny from environmentalists. Deep ecology, for instance, stressed on a “biocentric” view (as seen in the name of the environmentalist group, “ Earth First! !”).

Ecocriticism is the result of this new consciousness: that very soon, there will be nothing beautiful (or safe) in nature to discourse about, unless we are very careful.

Ecocritics ask questions such as: (1) How is nature represented in the novel/poem/play ? (2) What role does the physical-geographical setting play in the structure of the novel? (3) How do our metaphors of the land influence the way we treat it? That is, what is the link between pedagogic or creative practice and actual political, sociocultural and ethical behaviour towards the land and other non-human life forms? (4) How is science —in the form of genetic engineering, technologies of reproduction, sexualities—open to critical scrutiny terms of the effects of science upon the land?

The essential assumptions, ideas and methods of ecocritics may be summed up as follows. (1) Ecocritics believe that human culture is related to the physical world. (2) Ecocriticism assumes that all life forms are interlinked. Ecocriticism expands the notion of “the world” to include the entire ecosphere. (3) Moreover, there is a definite link between nature and culture, where the literary treatment, representation and “thematisation” of land and nature influence actions on the land. (4) Joseph Meeker in an early work, The Comedy of Survival: Studies in Literary Ecology (1972) used the term “literary ecology” to refer to “the study of biological themes and relationships which appear in literary works. It is simultaneously an attempt to discover what roles have been played by literature in the ecology of the human species.” (5) William Rueckert is believed to have coined the term “ecocriticism” in 1978, which he defines as “the application of ecology and ecological concepts to the study of literature.”
