PRS Legislative Research, commonly referred to as PRS, is an Indian non-profit organisation that was established in September 2005 as an independent research institute to make the Indian legislative process better informed, more transparent and participatory. PRS is based in New Delhi.

About LAMP Fellowship 2024-2025

The LAMP Fellowship is not an internship. In their work with MPs, LAMP Fellows work as full-time professionals. From time to time, short-term internship opportunities with PRS are available. Such opportunities will be announced in the Opportunities section of the PRS website.

Roles and Responsibilities

The primary role of a LAMP Fellow is to work closely with their MP, providing individualised research support for the entire duration of the Fellowship. This entails providing research inputs to help them fulfill their parliamentary duties such as asking questions, assessing the performance of ministries, raising matters of public importance, participating in various legislative and policy debates and even drafting private members’ Bills.

A Member of Parliament represents an average of 15 lakh people from his constituency in the parliament. Imagine being a legislative aide to him. Is it possible? Yes, with LAMP Fellowship, it is possible.

LAMP stands for Legislative Assistant to a Member of Parliament, which provides young individuals who are passionate about public policy with the opportunity to work with MPs from across political parties.

It offers young Indians below the age of 25 the chance to get involved in legislative work for approximately 11 months, consisting of the Monsoon session, Winter session, and Budget session. The program usually starts with a month-long training before the Monsoon session and ends by April/May of the following year.

As a legislative aide, in simpler terms, you are expected to make your MP’s life in parliament easier and provide research assistance to them on all issues they may have to deal with.

Qualifications :

The best part about the program is that it encourages fellows from every background. Although students who have studied social science definitely have an advantage in terms of their knowledge, the training part helps other students cope up with the required knowledge. From software engineers to students with a background in physics, all are part of the cohort.

The selection committee doesn’t have any preference for students from tier 1 colleges or strong academic backgrounds, or relevant experience, or those who have written how many research papers, won how many competitions, etc. They are looking for young Indians who can demonstrate their interest and understanding in parliament and legislative work, which is being judged through your selection process.

What LAMP Fellows are expected to do?

There are 543 MPs who sit in both houses of parliament and decide the country’s future, but not every parliamentarian has a dedicated office to provide them technical and research assistance. A Member of Parliament’s office generally doesn’t have staff apart from their PAs and PS. However, certain MPs have exclusive staff recruited by them for research work. The same scenario will be experienced during the fellowship, as some LAMP fellows will be working in offices with other staff, while in some offices, the LAMP Fellow will be the only person apart from regular staff.

The idea of the fellowship is actually to fill the gap with dedicated research staff for MPs in India, which, considering the other commitments of MPs, can’t be handled by one person.

The work involves around three categories.

Parliamentary Work — The work of LAMP fellows revolves around parliamentary interventions, such as question hour, urgent notices, private member bills, and resolutions. You could be asked to make briefs and speeches on different and new bills upcoming in parliament.

In case your MP is part of various parliamentary committees, then you will have to help them with research support on different issues raised in the committee meetings (mostly, all MPs who are assigned are part of any committee).

Constituency Work — Every year, the LAMPs get the chance to visit their MP’s constituency (upon the MP’s discretion) to understand the ground-level problems, how legislative and executive machinery works. You might then have to get involved in any developmental project going on in the constituency. The MP can even ask you to work on the project they aspire to get started or work on the MP Lads scheme.

Other Commitments of MP — Every MP is involved with different civil society organizations, forums, etc., where you also get a chance to accompany him. You will need to provide support as asked. Your MP might be writing regular articles for any newspaper where your support would be necessary. Apart from that, as your focus is to make his life easier, you could propose certain initiatives that you think could be beneficial for him.

Should you apply to it?

If you are a person who is looking for a foundation stone either to switch your career in public policy or starting out fresh in the career, then this Fellowship is the best opportunity to take up in India. It’s one of the Fellowships that exposes you to different domains of policy such as health, technology, or climate, etc., through the practical work at MPs office and training sessions conducted by PRS.

Although those already having their careers in specific policy fields might not gain expertise in any particular sector and are more suited for people who are looking to explore this field.

One other important aspect to consider when deciding whether to apply or not is the stipend. From this year onwards, LAMP Fellowship has increased its stipend to 23k on a monthly basis, which might be a little difficult for outstation students to live in Delhi. You have to decide whether you want to take that opportunity or not.

Experience of LAMP

The LAMP provides you the opportunity to be around people from different sectors, different regions, or states in your cohort, which makes it a great platform to learn. It is one of the non-political prestigious fellowships that provide you access to MPs’ offices, making it unique in itself. The fact that your words might be spoken in the highest institution of policy, i.e., parliament, makes you more dedicated towards the job. It is possible that your suggestions from the youth perspective might help to work and change his public perception.

You might even get a chance to be part of a constituency development issue where you will have to deal with various ministries, government officials, and your work actually translates from paper to reality. Working with an MP will help you connect with different civil society organizations, etc.

And I feel it’s a great opportunity to pursue if you want to be in the policy space. You end up being part of the LAMP network, which is going to help you in different walks of life and help you figure out things which you can’t really decide on your own.

When your whole work revolves around listening to MPs over Sansad TV and sometimes even live, it gives you a good reality check about how legislative work and how hardworking most MPs are. And sometimes when you get to help MPs with their schedule, you get to know how broader politics work. Especially, when the inter-session period is going on, and you get to spend time with him, then you get life lessons, political anecdotes, and how things work behind the curtain.

PRS does a number of training sessions on technical issues like research resources, budget documents, passing of Bills, etc., so that you develop a very good understanding of what’s happening in the Parliament and in the country. The Fellowship develops a habit of reading news consciously.

How to apply for LAMP

The recruitment process consists of three stages:

Essay Submission (Statement of Intent & Policy Essay)

Online Evaluation Test

Interview Stage

First Stage

The Essay Submission stage requires filling basic details about your educational background, work experience, and submitting two essays within a 500-word limit, which forms the major part of your first stage.

The first one is “Why do you want to join LAMP Fellowship?”

For this, you need to have answered why you want to go for the fellowship, what aspect of the policy space interests you, and why you want to engage yourself in parliamentary legislative work.

Policy Essay :

You can select any policy of the Central or State Government, Act, Expected or Pending Bill.

Research, research, research — To write a good essay, you require facts, data, and background regarding the policy. Try to use official government sources like parliamentary reports, ministry websites, or data from reputed organizations like PRS, ORF, NITI Aayog, etc.

Prepare your draft, and you can follow any pattern or technique, for example, PASTEL or (IBC) Introduction, Body, and Conclusion. In the body, you can do an analysis, describe loopholes in the policy.

The different policies or acts that you work upon can have different structures of writing, and try to use your own creativity and decision-making while doing so. Don’t follow anything blindly.

The final essay might be the product of multiple drafts, where afterward you will need to shorten and remove unnecessary points. Don’t plagiarize anything.

Statement of Intent -

This essay will be a testament to your interest in policy space and parliamentary legislative work.

In this, you have to cover “Why you think you are a relevant candidate”? You can start by stating relevant experiences or skills that conform with the job.

Why do you want to join? Talk about why you are interested in parliament, the journey of how you discovered your interest in policy space, and how it led to the decision to apply for this fellowship.

Future Prospects? How the 11-month fellowship would help in achieving long-term career goals. Try to keep this specific and not vague. Don’t exceed the 500-word limit.

Second Stage : Online Evaluation Test

Online Evaluation Test — This stage was introduced to the recruitment process last year, i.e., 2023.

The Online Evaluation Test is an open-book test where a task will be given, which could be regarding any policy issues, suggestions on government sectors, or policy briefs to be completed in a definite time.

One thing to keep in mind is that it is an open-book test, so it’s not about testing your knowledge but about how you utilize your existing knowledge.

At certain times, you need to provide your MP with research support in short deadlines. I feel this test was introduced to check if you are able to provide accurate research within a period of time. You have to write briefly in a concise manner that could be easily understood by the MP.

Please don’t forget to cite the sources.

Third Stage : Interview

Generally, the interviews are conducted in the last week of February or the first week of March.

After you have successfully cleared the previous rounds, the last challenge begins. How to clear the interview?

The interview could be done either online or offline based on your preference and consist of an expert panel of 3–4.

First, you need to be thorough with your Policy Essay and Statement of Intent. They can ask any question from the policy you have chosen, so you need to prepare it word by word, including the new updates. They could ask case study questions based on current issues. (For example, I was asked if my MP asked me about the three major problems with the climate policy in India, what would be your answer).

Based on your Statement of Intent, they may question your intentions of getting to work with an MP, your political views and ideologies, your preference for any political party MP (stay neutral to it).

Majorly, you should be ready with such topics:

Basic (Introduction, WHY LAMP, Why you only?)

Questions from Policy Essay and Statement of Intent

Recent Bills and Acts of Parliament (You can read about interesting anecdotes and facts of parliament to give yourself an edge)

Situation-based questions such as what will you do if you have any difference in opinion and ideology, and don’t accept suggestions.

Aklovya Panwar is a graduate of the Institute of Law, Nirma University, and has recently been selected for the LAMP fellowship. LAMP fellowship is one of its kind in the country where the fellows are provided with the opportunity to be guided by a Member of Parliament and witness various processes of policy decision. In this interview, he talks about the application process/selection criteria for the LAMP fellowship and some do’s and don’ts of legal writing and research. He has been interviewed by EBC/SCC Online Student Ambassador Akshita Totla who is currently pursuing law from ILNU. 

  • Please introduce yourself to our readers.

I am Aklovya Panwar, a graduate of most talked about batch in this Pandemic, Batch-2020. I am from a small lively town of UP named Khurja which is famous for its ceramics (literally, it is quite historical) and Khurchan (a sweet that doesn’t quite agree with my taste). In a family of four including me, my father is a lawyer, a wise-man with abundant humour and my hero; my mother is a housewife, the sweetest person with highest values and my lifeline; my younger brother, an intelligent person and my dearest. These people have taught me to be a good listener, an avid reader, and an ever-ready learner. In sum, I am trying to grow myself as a philomath who seeks to reach close to a polymath.

  • What does LAMP fellowship mean to you and how excited are you to begin this journey?

It is a moment of absolute delight for me that I am going to be a LAMP fellow. I heard about the fellowship in my 2nd year, and it fascinated me right away. It is a perfect platform to explore yourself post your college if you are interested in research and public policy. You work under a Member of Parliament (MP) and aid them in drafting bills, speeches, etc. with your research. Whole law-making process is in front of you. You carefully observe the public policy process out of the textbook, and you will be guided by ‘THE PRS’ (see their work, you will understand the feeling) – it is a bumper package of learning, re-learning and honing your skills. Considering all these reasons, I am very excited to begin this journey.

  • Tell us about the LAMP fellowship. What are the eligibility criteria and advantages of this fellowship? What type of work a LAMP fellow is expected to perform?

LAMP Fellows are mentored by an MP and work full-time with the assigned MP during a given year. The primary role the Fellow is to provide extensive research support to her/his MP for their parliamentary work. This includes drafting parliamentary questions for the MP, preparing the MP’s speeches for zero hour debates, raising matters of public importance, drafting private members’ bills etc. It is open to candidates (Indian citizen) who are 25 years of age or below and have at least a Bachelor’s degree in any academic discipline.A Fellow’s primarily provides research support to the MP to whom they have been assigned. The research undertaken by the Fellow will be related to Parliament, such as inputs for bills, parliamentary questions, policy discussions and standing committee meetings, research for the conferences and media events MPs attend in their official capacity.

  • How should an aspiring student go about the application process? Is previous work experience in policy-making or internships necessary? What according to you made your application stand out from other applicants?

The application process involves two stages. In the first stage, the applicant has to submit a Statement of Purpose (SOP) and an Essay analysing any policy or law which will be reviewed by the experts from PRS. When you clear the first stage, the second stage of the interview follows.

I sat four hours before the application deadline and started with my SOP (disclaimer: it is not at all suggested to stretch it to the end moment). In my case, I had the clarity of one thing as how LAMP fits in the puzzle of my career, considering my interest in research and public policy. Hence, I knew what I was writing. It was nothing superficial, nothing out of plan. It was just sheer logic which I put into words. It might be due to the previous experience in policy projects or research-based internships that gave me a clear picture of what to write, but it is not the only reason. If you are interested in policy-making and see yourself as a LAMP fellow, you can become one.

I answered two questions in my SOP – Why LAMP is perfect for me? And why I am a perfect candidate for it? [As I told before – the puzzle]Similarly, for my essay, I chose the topic constitutional challenge of Artificial Intelligence (AI) on which I was researching upon from quite some time. As soon as both my writing pieces were ready, I got them reviewed from my senior aka roommate aka brother, Vatsalya Vishal – my go-to editor and guide. I passed the first stage, and as soon as I got the confirmation for it, I called our alumni Mr Sarthak Sonwalkar who was a former LAMP fellow. He gave an overview of the working of LAMP fellow, his experience, and some tips for the interview. I started to read on the functioning of Parliament, the constitutional provisions, etc. One day before the interview, my peer and friend, Ms Ashwini Gehlot, helped me with the mock interview which saved the day. The questions of the interview were primarily based on what I wrote in the SOP and essay. You have to ace them to ace the interview.

There are specific‘what not to’ and ‘what to’ as I experienced in the whole process.

What not to –

  • Don’t write your application on the day of the deadline. It blurs your thinking and imagination.
  • Don’t write anything (have sympathy for your readers and be genuine).
  • Choose your topic pre-hand and patiently research upon it as you have to suffice it in 500 words.
  • Don’t hesitate before the interview. Whatever you have prepared is enough, if you can demonstrate it.
  • Get it reviewed (What you think is right, does not make it right).
  • Prepare questions and give mock interviews. It gives clarity.
  • Have a strategy.

I seriously don’t have an answer on how my application stands out – you can call it luck, strategy, the help of people around or the blend of all – I prepared a strategy and was lucky enough to have people (there are many) who helped me with it.

  • As LAMP fellows are mentored by a Member of Parliament, who is your preferred choice for the mentor, and why?

My preferred choice for the mentor was Ms Meenakashi Lekhi as she is a lawyer and heading the Joint Parliamentary Committee (JPC) studying the Personal Data Protection Bill, 2019. I am very much interested in Technology, Media and Telecommunications Law (TMT Law) and want to work upon the legal implications of future technologies like AI, Blockchain, etc. It would be a privilege to work under someone who is leading the drafting of that law you are in love with. (My MP is not final yet, fingers crossed)

  • The fellowship usually starts in June with 1-month training. Has there been any arrangement for your training considering the current situation?

This year, due to the pandemic, there have been changes to the working of fellowship.  The fellowship will begin from mid-July, and there could be a shift to work from home for the initial training. The form of engagement with Members of Parliament may also change depending upon the trajectory of new norms over the year.

  • You were the head of Student Research Council (SRC)and Centre for AI and Law (CAIL) at ILNU and you have also published articles in reputed journals like Oxford. So, tell us how a law student should go about legal writing and research?

I was blessed enough that our Dean, Ms Purvi Pokhariyal had shown faith in me and gave me enough responsibilities that pushed me towards the understanding of research. Before SRC and CAIL, and during my time as the secretary of Nirma Institute of Law Student Activity Association (NILSAA), the student body for managing college activities, she gave me opportunities to work upon call for research proposals and to work with research centres closely. With all these opportunities and my personal writings efforts, I can suggest that:

  • One should always keep trying as perseverance is the key in research.
  • Keep reading incessantly.
  • Target a well-known journal for publication and give it your dedicated time because it is not just about getting published, but to create a literature that can contribute to the existing knowledge.
  • Do a pre-emption check of your writing. You have to check whether the paper is repeated; if there is literature available on the same issue you are dealing with, it will have fewer chances of publishing, let alone contributing.
  • Take the help of the experts, ask the faculties to review your paper. Also search for people on google scholar, academia and LinkedIn who can guide you with the reviewing of paper. Try to reach them (only when you have given enough time to your paper and seek final comments on it) because a good review is a key for an excellent publication.

8.What are your plans as a LAMP fellow during this year? What opportunities are available after this fellowship and what are your future plans?

These are uncertain times, and I am waiting for the fellowship to start. I am not planning anything yet and wish to use this time for exploring such a fantastic opportunity.

Over the years, the LAMP fellows have impactful careers in the World Bank, Foreign Embassies and top public policy organisations. Some have joined the civil service as Indian Administrative Service (IAS) and Indian Foreign Service (IFS) officers.  Many have also pursued advanced degrees from institutions like Harvard, Yale, Columbia, Oxford, London School of Economics, etc. Some have continued to work with their MP, political parties or other political consulting organisations.  I have not planned anything yet; I have kept a lot of options open for me and will choose whatever time will permit.

  • Your journey at Nirma has come to an end. Tell us about your experience at ILNU.

My college has taken me from rock bottoms to sky highs. I was fortunate enough to experience and endure all these phases, which helped me grow. During the five years of college, I have been blessed with opportunities that enable me to be a better version of myself, found the most exceptional people who are family now and have the best memories that always put a smile on my face. In short, it was all worth it.

Personally, these five years are like a storybook which you write for yourself and can feel all the good and bad moments by looking inside, and that’s what is special about it, you engrave these memories within you – within your heart and soul.

  • Based on your 5 years of experience, any key piece of advice you would like to give to law students?

It is okay to fall, but do not forget to rise. It is okay to falter, but do not forget to revive. It is okay to fail, but do not forget to survive. At last, it is okay to paraphrase but never plagiarise.

LAMP Fellowship Applications: The Legislative Assistants to Members of Parliament (LAMP) Fellowship is an opportunity given to young Indians to learn about lawmaking as well as public policy.

PRS legislative research conceptualized the initiative. This fellowship provides great opportunity and exposure to the students and works as a launch pad for future careers in journalism, management, law, and public policy.

LAMP Fellowship 2023-24:Applications Open

Lamp fellows work full-time for a year, beginning with the monsoon session of Parliament and ending with the budget session, under the supervision of a Member of Parliament (MP).

The role of the fellow in this fellowship includes providing extensive research support to his/her MP for their parliamentary work, which includes drafting parliamentary questions for the MP, preparing the MP speeches for Zero Hour debates, raising matters of public importance, and drafting private members' bills.Candidates should note that the last date to fill out the application form for LAMP 2023-24 is December 29, 2022.

When Parliament is not in session, LAMP Fellows engage with policy makers, experts from various think-tanks, academicians from several leading universities, and leaders from diverse public policy institutions through participation in workshops on important policy and development issues.

LAMP Fellows also participate in field visits during the inter-session period for a practical exposure to governance at the ground level.

The Legislative Assistants to Members of Parliament (LAMP) Fellowship gives an opportunity to the young Indians to learn law-making and public policy.

It’s an initiative conceptualized by PRS Legislative Research. The Fellowship provides invaluable exposure and serves as a launch pad for future careers in management, law, public policy, journalism. Each LAMP Fellow will be assigned to a Member of Parliament, and will support the MP in his or her Parliamentary duties.

How Does It Work?

The fellows of LAMP are mentored by a Member of Parliament (MP) and they work full-time with the assigned MP during a given year, starting from the Monsoon session of Parliament till the end of the Budget session.

The primary role of a LAMP Fellow is to provide extensive research support to her/his MP for their parliamentary work. This includes:

  • Drafting parliamentary questions for the MP,
  • Preparing the MP’s speeches for zero hour debates,
  • Raising matters of public importance,
  • Drafting private members’ bills etc.

When  Parliament is not in session , LAMP Fellows  engage with policymakers, experts  from various think-tanks, academicians from several leading universities, and leaders from diverse public policy institutions through participation in  workshops  on important policy and development issues.

LAMP Fellows also  participate in field visits during the inter-session period  for practical exposure to governance at the ground level.

Role of a LAMP Fellow

  • Providing research support to the Member of Parliament (MP) that she/he is assigned to.
  • LAMP Fellows are also required to provide background research for the conferences and media events MPs attend in their official capacity.

The LAMP Fellowship is one of the few initiatives of its kind in the country. We recognize the decision to participate in the Fellowship is an important one for you and that you might have some questions that arise in the process. We hope to provide answers to some of those questions and clarify any doubts you may have regarding the nature of your role and the scope of the Fellowship.

About the Fellowship

I am looking for an internship. is the lamp fellowship suitable for me.

The LAMP Fellowship is not an internship. In their work with MPs, LAMP Fellows work as full-time professionals with MPs for the entire duration of the Fellowship. From time to time, short-term internship opportunities with PRS are available. Such opportunities are announced on the Careers page of the PRS website.

I am graduating in the summer. Am I eligible to be a LAMP Fellow?

Candidates are required to have at least a Bachelor's degree to be eligible for the LAMP Fellowship. This means that candidates must have finished their Bachelor's degree examinations before the Fellowship begins. No leave of absence will be granted to complete any examinations once the Fellowship has begun.

What opportunities are available to me after the Fellowship?

Some LAMP Fellows have pursued advanced degrees in prestigious institutions like Harvard, Yale, Columbia, Oxford, London School of Economics, SciencesPo, IIMs, ISB, XLRI, JNU etc. Some have continued to work with Members of Parliament, political parties or other political consulting organizations. A few have joined multilateral institutions like the World Bank, Foreign Embassies or leading public policy organizations such as NIPFP, CEEW, CSF or chosen a career in the corporate sector including consulting, investment banking and e-commerce. A few have joined the civil service as Indian Administrative Service (IAS) and Indian Foreign Service (IFS) officers. 

I am not well-versed with the legal or political system in India. Will I be provided with any training?

Deep knowledge of the legal system is not a pre-requisite for the Fellowship. PRS conducts intensive training during the initial month, where LAMP Fellows will be familiarised with basics of the Indian Constitution, basics of Economics, parliamentary procedures, information sources and research tools. Attendance is mandatory for the entire training period. LAMP Fellows will also have an opportunity to learn more about public policy in India through various policy workshops organized by PRS during the course of the Fellowship. 

As a LAMP Fellow can I pursue any other professional or academic engagement?

LAMP Fellows are expected to commit to a full-time engagement with the Fellowship. The Fellows cannot pursue any additional academic or professional assignments during their engagement as a LAMP Fellow.

What is the exact duration of the fellowship?

The Fellowship starts from the middle of June with a rigorous 1-month long training. The Fellows will be assigned to their respective Member of Parliament during the Monsoon session of Parliament and will continue to work with the MP till the end of the Budget session the following year.

What is the average number of working hours I need to put in?

The role of a LAMP Fellow requires full-time commitment. The periods when Parliament is in session will be the busiest time of the year for anyone working with Parliamentarians. MPs are usually in Parliament between 10 AM and 6 PM. MPs typically meet with their Fellows and assign work either before they go to Parliament or after they return. During the session LAMP Fellows may have to brief their MPs on short notice on any matter. Hence, the workload will be high while Parliament is in session and the LAMP Fellow must be open to flexible working hours. The work of each LAMP Fellow will therefore differ greatly, depending on the work and requirements of their respective MPs.

Selection Process

What is the selection process for the lamp fellowship.

Along with their application, the applicants are required to submit two essays. One is a statement of purpose justifying their candidature for the Fellowship. The second is an essay analysing any issue and the related policy implications. 

What are the application dates for the Fellowship?

Applications for the LAMP Fellowship 2024-25 are now closed. 

What are the criteria for selection of LAMP Fellows?

Candidates from all academic backgrounds are encouraged to apply. Candidates must have at least a Bachelor’s degree in any academic discipline and should be 25 years of age or below (date of birth on or after June 1, 1998).  Previous LAMP Fellows come from diverse academic backgrounds with Bachelor's or Master’s degrees in Engineering, Law, Economics, Pure Sciences, Literature, Journalism, Political Science, Commerce, architecture etc.

I am not an Indian citizen, but I hold a PIO/OCI card. Am I eligible for the LAMP Fellowship?

The Fellowship is open to Indian citizens only. "Indian citizen" implies someone holding an Indian passport or eligible to hold one. Individuals holding PIO/OCI cards are not eligible for the LAMP Fellowship.

Is work experience desirable to be a LAMP Fellow?

Work experience is not an essential criteria to become a LAMP Fellow. However, due to the nature of work a LAMP Fellow undertakes, previous work experience and exposure to a professional work environment might equip LAMP Fellows better to work more effectively with an MP.

Are candidates with Master's degrees preferred?

The only essential criteria is that candidates must have a Bachelor's degree in any academic discipline. Candidates with Master's degrees are welcome to apply, but will not have an advantage over other candidates during the selection process. 

Roles and Responsibilities of the LAMP Fellow

What work will i be engaged in when the parliament is not in session.

Between Parliament sessions, Fellows will continue to support their MPs on any research work that is requested of them. This may include, among other things, research for standing committee meetings and preparation for the next Parliament session. In addition, PRS will conduct workshops on policy issues where Fellows can interact with experts and policy makers. This year, workshops were conducted on a wide range of public policy related subjects such as Health, Education, Agriculture, Climate Change, Technology policy, Budgets & Public Finances.

What is the nature of tasks I am expected to perform as a LAMP Fellow?

The primary role of a LAMP Fellow is to work closely with their MP, providing individualised research support for the entire duration of the Fellowship. This entails providing research inputs to help them fulfill their parliamentary duties such as asking questions, assessing the performance of ministries, raising matters of public importance, participating in various legislative and policy debates and drafting private members' Bills.

Working with the Member of Parliament

Which mp will i be working with.

The MPs who will be part of this Fellowship are those who are actively engaged in Parliament. MPs will be from both the Treasury and the Opposition, across major parties, and from both Houses of Parliament. The assigning of LAMP Fellows to the MPs will be done on a random basis; no consideration will be given to the LAMP Fellow's political leanings, educational background or ideology.

Fellowship Logistics

Will i receive a stipend during the fellowship.

Yes. LAMP Fellows will receive a stipend of Rs. 23,000 per month during the course of the Fellowship.

Will I have office space to work out of?

Since each LAMP Fellow will be working directly with the assigned MP, the designated work space will depend on the arrangement that the MP and LAMP Fellow arrive at. MPs do not have formal office spaces in Delhi. Most interaction, including professional or business meetings, happen in designated spaces within their residences. It will depend on a case by case basis whether the MP will want the LAMP Fellow to work out of the office space at his/her residence, or make other arrangements for office space. It is important that the MP be able to contact the LAMP Fellow for any research work at all reasonable hours even if they do not share office space.

Will I have access to any office equipment I would need to complete my tasks?

LAMP Fellows will not be provided with any office equipment under the Fellowship. LAMP Fellows will be expected to use their own computers or internet connections.

Will I be required to travel for work?

The role requires the LAMP Fellow to be based in Delhi. The work of the LAMP Fellow will focus on assisting the MP in undertaking his/her duties in Parliament. Thus, the role may require minimal or no travel outside of Delhi. In addition, PRS may arrange, as part of its training efforts, field visits to other places, which may be outside Delhi and will be compulsory for all LAMP Fellows. If the LAMP Fellow and the MP mutually agree, the MP may arrange a visit to his/her constituency.

What procedure am I required to follow to apply for leave?

LAMP Fellows are allowed 2 days leave every month through the duration of the Fellowship. However, any such need to take leave must be first brought to PRS for approval and then approved by the assigned MP. LAMP Fellows are discouraged from taking leave during Parliamentary sessions. PRS will also inform LAMP Fellows of any other scheduled leave periods during the programme. Absence without approved leave will be considered serious violation of the terms of Fellowship.

May I approach PRS for any questions or challenges I face while undertaking a given task?

Aside from the weekly review, a designated member of the PRS team can be contacted for any issues or questions the LAMP Fellow would like to discuss.

Who will I report to about the tasks I have completed?

Reporting to the MP: On a day-to-day basis, the LAMP Fellows need to report to their assigned MPs. This entails checking with them for any tasks that have been assigned, presenting the completed work, briefing the MP, suggesting any issues that the MP might want to raise, etc.

Reporting to PRS: PRS will conduct weekly review meetings with all LAMP Fellows. This meeting will involve taking stock of the progress of the LAMP Fellows, resolving any issues and clarifying doubts. Each LAMP Fellow needs to strictly maintain a log of tasks undertaken.

I am an outstation candidate. Will any facilities for accommodation be provided to me under this programme?

The responsibility of arranging accommodation in Delhi rests with the LAMP Fellow.

What will be the location of the Fellowship?

Fellows are required to be in New Delhi for the duration of the Fellowship. 

In addition to the above, from time to time, PRS may specify other rules and regulations applicable to LAMP Fellows which, in its view, is necessary for smooth functioning of the Fellowship program.

Sonakshi Kapoor graduated in BBA.LL.B from Symbiosis Law School, Pune in 2013. She had joined as a Junior Associate at A. U. Khan & Associates and had mainly worked in litigation matters. How would you describe your childhood and pre – college life as well as educational background? Did you have lawyers in your family who motivated you to pursue a career in legal field?

I spent a substantial part of my school life in a boarding school in Mussoorie. The day I declared to my parents that I had decided to study law (I was still in the 10th Grade) they were left confused and quickly dismissed it as a phase. We had no lawyers in my family, except a first cousin of my father, but growing up in a boarding school ensured a very limited interaction with my extended family. So there was no one toinspire me or eventually guide me through a legal career.  It was altogether a scary thought for my parents especially when I decided to go all the way to Pune from Noida to get a degree in law.

What inclined you towards the field of legal education? Do you reckon any specific incident that made you choose law as a career?

Growing up in a boarding school, my access to the internet or the TV was so limited that it was almost non-existent. Books were the only source of recreation and inspiration for me. By the time I was 15 and meddling with the possibilities for my future (even contemplated being an astronaut or an archaeologist), I had already drowned myself in dozens of writings and books on women rights, particularly in the Middle East. The fact that a law alone could prescribe or curtail the freedom of an individual and influence life had struck me hard and was pushing me to pursue a career that would simply empower me. Hence, Law.

Tell us about your law school life, how instrumental was Symbiosis Law School, Pune in shaping up your legal career? Did you grow an interest towards policy making in law school itself?

Moving to Pune defined a very important phase in my life and my five years in that city have been instrumental in shaping the kind of person I am today. Symbiosis Law School, despite its small campus (the college has a bigger campus now), did manage to offer an education befitting a good law school of our country. We had defined hours and a plethora of subjects to study. This not only ensured that we read and understood almost all important central legislations but we also had ample time to participate in extracurricular activities.

It was through a pamphlet on the college notice board that I read about the LAMP fellowship and how it offered a platform for young aspirants to participate in the policy making process. I applied for it in 2013 itself, however due to the recent Lok Sabha Elections the fellowship was deferred. My professors in college, who were also helping me with my LAMP application, helped me list out other similar career options that I could apply to. But I decided to practise law and apply for the fellowship a year later.

You have worked with Senior Advocates and at National Commissions including the NHRC. Any remarkable internship experience which shaped up your career? How would you recommend students to go about choosing their internships?

Every internship gave me an opportunity to experience something absolutely different. And I am grateful for all experiences, especially the bad ones for they helped me decide on what not to pursue, for instance from my internship at Bajaj, I knew I was not the right fit for a desk job at a corporate house. During my internship with a senior advocate, I was star struck. I learnt a lot but also gathered from my peers and seniors on how difficult a successful career in litigation was especially when you don’t come from a family of lawyers. However litigation is, without doubt, the more exciting career path and even as a LAMP fellow, I sometimes do miss attending courts (even though my practise lasted a year). As a law student, one should not hesitate to intern anywhere and everywhere. It is equally important to intern in a law firm or a company as it is to intern in a district court. However it would be helpful to achieve some clarity during the last two years of your law school, so you can only focus on the work that you would want to eventually do.

Being a LAMP (Legislative Assistants to Members of Parliament) fellow is a great achievement indeed – you were selected over 1200 applications that were received this year. What all did you have to do in order to get selected?

The selection process involves filing out an application form with a Statement of Purpose and a brief note on a recent policy or law. While I breezed through my Statement of Purpose, my biggest challenge was the policy synopsis.  I analysed the 2013 legislation on food security and had a tough time battling with the 500 word limit for there was much to say. The Food Security Act is a very controversial law with very conflicting opinions on its implementation and success. However multiple revisions later, I was happy with my note and submitted my application a day before the actual deadline. I was lucky enough to be called in for an interview at the PRS office (PRS also conducts interviews via skype for outstation applicants). The Panel interviewed me on the basis of my resume and my policy note and to adjudge my interest in public policy, my understanding of the fellowship, and my future goals. I was able to aptly respond to almost all the questions except a few to which I admitted having no knowledge of. Overall the interview did go well and I eventually received a mail admitting me to the Fellowship.

How does one apply for the LAMP fellowship? What are your suggestions to people who aspire to become a LAMP fellow?

The application process generally begins by April and the deadlines are also released. The general information on the fellowship such as eligibility criteria, selection process, stipend etc., is available on http://lamp.prsindia.org/thefellowship . The Application form is also available on the website and clearly specifies the procedure for filling and submitting the form. If you wish to apply for the fellowship, then you should start keeping a tab on the everyday working of the Parliament including the bills which are introduced or eventually enacted and issues which are discussed (for instance the crisis of black money was recently debated). Once the deadlines are released, start working on your policy note by listing at least 2-3 topics that you would want to analyse and eventually decide on the policy synopsis that you would want to submit. While writing your statement of purpose, try to put down concise information relevant to your achievements and your interest in public policy and the fellowship. Do submit your application few days before the actual deadline for you may face a lot of issues with the website at the eleventh hour, with many applicants trying to submit their applications.

LAMP fellowship provides an excellent opportunity to interact with Legislators at a personal level, and to understand the policy process. What have you learned in your stint as an LAMP fellow?

As a law student and then as a lawyer, my most basic achievement was understanding our legal and political structure and as a LAMP fellow, I have continued this learning process. I have dedicated my time and potential to the cause of a Member of Parliament by contributing towards his policy and legislative debates and other Parliamentary interventions (including drafting a bill) which I know will have an impact –in a small way – on the laws and policies of tomorrow. The magnitude of this responsibility alone has been the biggest learning experience for me.

Please tell us about the kind of work a LAMP Fellow is required to do in a typical workday.

A typical work day (when the Parliament is in session) involves framing and submitting Parliamentary Questions, Matters of Urgent Public importance that my MP would want to raise in the Parliament and working on supplementary interventions. The biggest task is meeting all the deadlines set out by the Parliamentary Secretariat and complying with its procedural requirements which are very similar to the filing process in courts. The interventions and questions often revolve on issues related to the constituency of my MP. It’s a small contribution to my MP’s work but it keeps his mind free and helps him take up larger issues.

When the Parliament is not in session, work generally revolves around preparing for the next session, drafting private member bills, working on speeches that my MP is required to deliver on various platforms, and attending workshops and training sessions organised by PRS.

Do you have any interesting experience whilst being a LAMP fellow which you would like to share?

As a LAMP fellow everyday offers a different experience. Even though I function within the confines of a schedule and various deadlines, no two days are alike. However rather than an interesting experience, I would like to share an important moment as a fellow which was when my MP raised an issue drafted by me, for the very first time, in the Parliament. It was an intervention (supplementary question) on preserving the language and culture of tribes in Kerala and it taught me the magnitude of my responsibility and of the consequences.

Do you have any plans to pursue higher education in the future?

I do wish to pursue a Masters in Public Administration and I am in the middle of shortlisting colleges and universities abroad for my higher education. In the coming months, I will begin with my application process including taking the necessary tests. I would want to eventually work as a forerunner in the framing and implementation of policies and projects that resolve important societal problems.

Is there any message you would like to share with our readers?

You should be strong and stubborn in what you want to pursue despite all resistance. Even if it is a different career path, don’t hesitate to explore it but have the courage to make mistakes for they are inevitable and sometimes the best teacher. Studying law can be tedious and monotonous mostly but it is indeed an exciting career option so be strong willed and work hard but don’t forget to have fun along the way.

Applications for the LAMP Fellowship (Legislative Assistants to Members of Parliament) for 2021-22, for young Indians, to learn law-making and public policy, have now opened!

The Legislative Assistants to Members of Parliament (LAMP) Fellowship gives an opportunity to the young Indians to learn law-making and public policy.

It’s an initiative conceptualized by PRS Legislative Research. The Fellowship provides invaluable exposure and serves as a launch pad for future careers in management, law, public policy, journalism. Each LAMP Fellow will be assigned to a Member of Parliament, and will support the MP in his or her Parliamentary duties.

How Does It Work?

The fellows of LAMP are mentored by a Member of Parliament (MP) and they work full-time with the assigned MP during a given year, starting from the Monsoon session of Parliament till the end of the Budget session.

The primary role of a LAMP Fellow is to provide extensive research support to her/his MP for their parliamentary work. This includes:

  • Drafting parliamentary questions for the MP,
  • Preparing the MP’s speeches for zero hour debates,
  • Raising matters of public importance,
  • Drafting private members’ bills etc.

When Parliament is not in session , LAMP Fellows engage with policymakers, experts from various think-tanks, academicians from several leading universities, and leaders from diverse public policy institutions through participation in workshops on important policy and development issues.

LAMP Fellows also participate in field visits during the inter-session period for practical exposure to governance at the ground level.

Role of a LAMP Fellow

  • Providing research support to the Member of Parliament (MP) that she/he is assigned to.
  • LAMP Fellows are also required to provide background research for the conferences and media events MPs attend in their official capacity.

Legislative Assistants to Members of Parliament ( LAMP ) fellowship is a highly coveted and unique opportunity for students pursuing research in law-making, Indian politics, public policy development, Indian bureaucracy, etc. It provides suitable candidates with practical exposure to everyday affairs at the parliament.

This fellowship assigns students to work under a serving MP for the duration starting from the current monsoon session of parliament till the formal budget announcement happens in the country.

The selected fellows get a wonderful opportunity to assist the MP in preparing his zero hour discussion notes, various questions to be presented in front of the sessions, debates, raising concerns on current issues, etc.

Eligibility Criteria for LAMP Fellowship 2024

All candidates who wish to make an online application for applying to this scholarship must go through and qualify for these conditions:

  • All Indian citizens are eligible to apply.
  • All candidates must be less than 25 years old.
  • The minimum academic qualification needed is a bachelor’s degree in any stream/course.

How to Apply for LAMP Fellowship?

The application process for applying to the LAMP fellowship shall be open in the online portal only during the stipulated time announced. After the deadline is crossed, applications shall not be accessible to candidates. The application process is explained in detail below:

  • All applicants have to follow the ONLINE MODE of application only.
  • The reason/intention behind the candidate’s application is very important in selecting candidates for this fellowship. So, a letter of intent needs to be presented.
  • Essays on two different topics should be written within 500 words each.

Selection Process

All applications shall be subject to a tough scrutinising process, following which they would be accepted/ rejected. In this section, we throw some light on the selection process:

  • The applications of candidates act as the first metric of selection.
  • After experts choose selective applications, a recommended panel shall review the essays they submit.
  • Students who are successful in this round, too, shall move to the last round, the personal interview.
  • Later, shortlisted candidates shall be informed.

Terms and Conditions

  • All LAMP fellows shall be assigned professional duties under an MP for a period of almost 11 months. This period cannot be further extended.
  • The fellowship tenure includes a various study and field trips across various constituencies of the country.
  • Participation in workshops, seminars, discussions, presentations and debates are part of the LAMP fellowship offered.
  • This fellowship is open to graduates of any stream.
  • Every LAMP fellow is bound to have different experience compared to his peers.

2. Is the LAMP fellowship equivalent to an internship? Answer: No. Internship is quite different. LAMP fellowship expects select candidates to work for full time with the MP.

LAMP Fellowship 2023-24: LAMP fellowship, which is an abbreviation for Legislative Assistants to Members of Parliament (LAMP) fellowship, is a program that provides students an opportunity to learn about law-making and public policy. The LAMP fellows are directly mentored by an MP (Member of Parliament).

Selected candidates will work full time with the MPs, assisting them with research support, drafting materials for zero hour debates, framing parliamentary questions, and raising matters of public importance. The tenure of the fellowship usually begins from the Monsoon season until the end of the Budget session.

LAMP Fellowship Eligibility Criteria

The following are the minimum criteria required to be deemed eligible under this scholarship.

  • Candidates must not be more than 25 years of age
  • Candidates must possess a Bachelor’s degree in any academic discipline
  • Candidates must be Indian citizens

LAMP Fellowship Dates

For the year 2023-24, the application window has ended. Lamp Fellowship last date was 26th January 2020). The next application window is expected to begin from January (tentative). The Fellowship starts from the middle of June every year and concludes in the following April – May (subject to the Parliamentary calendar).
