ವಿಶ್ವ ಅಂಗವಿಕಲರ ದಿನಾಚರಣೆ

ವಿಶ್ವಸಂಸ್ಥೆಯ ಸಾಮಾನ್ಯ ಸಭೆಯ ನಿರ್ಣಯ 47/3 ಮೂಲಕ 1992 ರಲ್ಲಿ ಅಂಗವಿಕಲ ವ್ಯಕ್ತಿಗಳ ಅಂತರಾಷ್ಟ್ರೀಯ ದಿನದ ವಾರ್ಷಿಕ ಆಚರಣೆಯನ್ನು ಘೋಷಿಸಲಾಯಿತು. 

ದಿನದ ಆಚರಣೆಯು ಅಂಗವೈಕಲ್ಯ ಸಮಸ್ಯೆಗಳ ತಿಳುವಳಿಕೆಯನ್ನು ಉತ್ತೇಜಿಸಲು ಮತ್ತು ವಿಕಲಾಂಗ ವ್ಯಕ್ತಿಗಳ ಘನತೆ, ಹಕ್ಕುಗಳು ಮತ್ತು ಯೋಗಕ್ಷೇಮಕ್ಕಾಗಿ ಬೆಂಬಲವನ್ನು ಸಜ್ಜುಗೊಳಿಸುವ ಗುರಿಯನ್ನು ಹೊಂದಿದೆ. 

ಇದು ರಾಜಕೀಯ, ಸಾಮಾಜಿಕ, ಆರ್ಥಿಕ ಮತ್ತು ಸಾಂಸ್ಕೃತಿಕ ಜೀವನದ ಪ್ರತಿಯೊಂದು ಅಂಶಗಳಲ್ಲಿ ವಿಕಲಾಂಗ ವ್ಯಕ್ತಿಗಳ ಏಕೀಕರಣದಿಂದ ಪಡೆಯಬಹುದಾದ ಲಾಭಗಳ ಅರಿವನ್ನು ಹೆಚ್ಚಿಸಲು ಪ್ರಯತ್ನಿಸುತ್ತದೆ.

ಇದು ರಾಜಕೀಯ , ಸಾಮಾಜಿಕ, ಆರ್ಥಿಕ ಮತ್ತು ಸಾಂಸ್ಕೃತಿಕ ಜೀವನದ ಪ್ರತಿಯೊಂದು ಅಂಶಗಳಲ್ಲಿ ವಿಕಲಾಂಗ ವ್ಯಕ್ತಿಗಳ ಏಕೀಕರಣದಿಂದ ಪಡೆಯಬಹುದಾದ ಲಾಭಗಳ ಅರಿವನ್ನು ಹೆಚ್ಚಿಸಲು ಪ್ರಯತ್ನಿಸುತ್ತದೆ . ಇದು ಮೂಲತಃ ಅಂಗವಿಕಲ ವ್ಯಕ್ತಿಗಳು ಅಂತರರಾಷ್ಟ್ರೀಯ ದಿನ 2007 ರಿಂದ ಪ್ರತಿ ವರ್ಷ ವಿಭಿನ್ನ ವಿಷಯದ ಮೇಲೆ ಕೇಂದ್ರೀಕರಿಸುತ್ತದೆ.

ನ್ಯೂಯಾರ್ಕ್‌ನಲ್ಲಿರುವ ಯುಎನ್ ಪ್ರಧಾನ ಕಛೇರಿಯಲ್ಲಿ ವಿಕಲಾಂಗ ವ್ಯಕ್ತಿಗಳ ಅಂತರಾಷ್ಟ್ರೀಯ ದಿನದ ಆಚರಣೆಯ ಮುಖ್ಯ ಕಾರ್ಯಕ್ರಮವು ಉದ್ಘಾಟನೆ, ಫಲಕ ಚರ್ಚೆಗಳು ಮತ್ತು ಸಾಂಸ್ಕೃತಿಕ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ಒಳಗೊಂಡಿರುತ್ತದೆ. ಸದಸ್ಯ ರಾಷ್ಟ್ರಗಳು, ನಾಗರಿಕ ಸಮಾಜ ಸಂಸ್ಥೆಗಳು ಮತ್ತು ಖಾಸಗಿ ವಲಯವು ವಿಶ್ವಾದ್ಯಂತ ವಿಕಲಾಂಗ ವ್ಯಕ್ತಿಗಳ ಹಕ್ಕುಗಳು ಮತ್ತು ದೃಷ್ಟಿಕೋನಗಳನ್ನು ಜಾಗೃತಿ ಮೂಡಿಸಲು ಮತ್ತು ಉತ್ತೇಜಿಸಲು ಅಂತರಾಷ್ಟ್ರೀಯ ದಿನವನ್ನು ಆಚರಿಸಲು ತಮ್ಮದೇ ಆದ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ಆಯೋಜಿಸಲು ಸ್ವಾಗತಾರ್ಹ.

Handicapped people are people with disabilities or deformations in memory, limbs, senses, body etc. which causes a significant reduction in their efficiency and working. People often mistake handicapped as inefficient and weaklings. But the truth is that they are just some special people.

Though they might not have one gift of god but they are special and unique in their own ways. God has gifted them with special powers so as to overcome their disability and live their lives in the world happily.   

Handicapped people don’t need any of your sympathy. What they need is love, affection, trust, responsibility and acceptability. They should not be alienated from the society just because they are especially abled. Their hands should be held and they should be given all the love in the world.

Shunning them out is not the correct way. Accept them as they are and make friends with them. What has happened to empathetic and sympathetic minds is beyond my understanding. I hate it that even they are children of the god and yet they are not acknowledged in the society.

I know it feels bad and sorrowful to have a deformity in your own flesh and blood. But their child needs their support. Without the support of parents, the children cannot battle the society. The society will continue to raise questioning and accusing fingers. But it is our duty to answer or to dodge them carefully.   

The disability in a handicap person can be from birth or can arise in the later stages of life due to some accident or medical condition. Generally, babies who are born with difficulties are very difficult to cure. But as science says, it has the cure for everything. But the cure is costly.

It is only affordable to the upper rich class of the society, what to think of the middle and lower strata. Even the infrastructure available at our hospitals is not enough to deal with such deformities. But the people who acquire deformities in later stages of life can overcome their condition at some point in their life. At times, there is some cure but it’s efficiency has always been ruled out.   

There are many examples of handicapped people who made it big in their lives. They do not need your sympathy but what they do need is your incessant support. Government has reserved seats for them in all colleges and government jobs. It is actually right to help them on whatever way we can.

Handicapped people are storehouses of talent and they can achieve and are achieving their goals. They are capable of doing all the tasks we do; it is just that they have their own way of doing it. Their capabilities should not be undermined in any way. With the correct advice and guidance by mentors, even they can prove that they are more competent in comparison to some of the other students.   

This world has lived to see many examples of great legends who despite being handicapped were a great gift to the mankind. For e.g. the father of modern science, Stephen Hawking. He is one of the greatest scientists the world has ever known. It is actually very astonishing for a man to be paralyzed and wheel-chair rider and being called a one of the greatest scientists of all times.

He even devised a machine to help himself out of his situation. But that device only eased his condition and allowed him to see better and hear in a more concentrated manner. The greatest Dancer, the inspiration of all times, Sudha Chandran is a living example of how one can overcome their disability.

But this lady was determined. She learned to dance on Jaipur foot bits by bits. It is so inspiring to see people like her do wonders in their life. Participants in the Paralympics for handicaps participate together to win the medal.

Even after being handicap, they take part in some very dangerous sports which even some common men fear to venture in. Such is their determination. Such is their will power.    

I also remember a story about the world’s fastest typewriter. But the strange part is that he was blind by birth. He must be gifted with some unique senses to overcome the deficiency of another. But it is still very astonishing to know that he could type even faster then all the humans with eyes can do.   

Handicapped people are a product of our own minds. That is, the word ‘handicapped’ has a lot of meanings but we fail to acknowledge some of them. A person might not be deformed and his thought process and beliefs might be defective. Society shares the psychologically handicapped without any questions. This is the problem in today’s society; it is more degrading than uplifting.  

As a citizen and human, it is our duty to accept and love the handicapped. They should be provided with state of the art treatment. Government should also invent venues for them from where they can work and earn some money. We should try and make friendships with them.

Every year world day disabled is observed on 3rd of December all over the State.

Public Awareness Programme

Under this programme posters, Broachers will be distributed to create the awareness among the public above disability.

Counseling and Information Center

This center provides information to persons with disabilities about the facilities and the schemes available under the State and the Central Govt. The institutions providing special education. Vocational training and also information about procuring quality aids and appliances.

Schemes for Promotion of Cultural Activities and Sports

Prathibhe aims at promoting disabled artists. The schemes provide financial assistance to the disabled artists. Under ‘SADAHANE’ the disabled sportsmen get financial assistance to participate in National & International Games.

Identity Cards to Persons with Disabilities

Under this scheme, Identity cards are issued to disabled persons. The budget allocation is Rs. 0.50 lakhs. Identity Cards will be issued in different colours to different categories of disabled.

The state has announced concessional bus passes for 1.00 lakh disabled persons to travel 100 KMs from their living places. Here the disabled persons have to pay 15% of the total cost.

State Awards

The Govt. of Karnataka has instituted awards for the best work done for the cause of disabled for one institution and 6 individuals and 5 special teachers awards for the best teachers who serve in the special schools every year.

Disability makes a person’s life even more difficult than it normally is. But still there are people who do not allow their disabling conditions to become a roadblock in their lives. These disabled people have self-confidence as their biggest strength and their courage gets them success and fame.

1. Abhishek Bachchan

Nature of Disability: Dyslexia

Life and Achievement: Abhishek Bachchan is an Indian actor and film producer. He faced difficulties due to dyslexia since he was a child. He was diagnosed with dyslexia at the age of nine. Abhishek got stardom when he began to work in Bollywood as an actor. His work in movies like Yuv a (2004), Sarkar (2005), and Kabhi Alvida Naa Kehna (2006) was critically acclaimed.

Abhishek has, so far, won three Filmfare Awards for Best Supporting Actor. He also won the National Film Award for Best Feature Film in Hindi for producing the movie Paa (2009).

2. Ira Singhal

Nature of Disability: Scoliosis

Life and Achievement: Ira Singhal is an IAS officer who topped the UPSC exam in 2014. Ira was born on 31 August 1983 in Meerut. She graduated in computer science and did dual MBA in Marketing & Finance from Faculty of Management Studies, University of Delhi.

3. Lalit Kumar ‘Samyak Lalit’

Nature of Disability: Both legs affected with polio, walks with crutches.

Life and Achievement: Lalit Kumar , also known as Samyak Lalit , is a polio survivor who run Dashamlav YouTube channel . With more than 1,75,000 viewers , Lalit is highly recognized among persons with disabilities in India. He is a well-known disability rights activist and the Chairperson of Evara Foundation . Lalit is the author of Vitamin Zindagi , one of the best inspirational books ever written in Hindi , wherein he has described his life with polio in India. He is a National Award (Role Model) winner for Persons with Disabilities and has featured in numerous instances on national television, radio, newspapers, magazines and websites.

4. Jyoti Amge

Nature of Disability: Dwarfism

Life and Achievements: Jyoti has a Guinness World Record for being the world’s smallest living woman. She has appeared in many TV shows. Her restricted height is due to a genetic disorder called achondroplasia.

5. Suresh H. Advani

Nature of Disability: Legs affected with polio, wheelchair user

Life and Achievements: Dr. Suresh H. Advani is a reputed oncologist who is credited to pioneer the hematopoietic stem cell transplantation in India. A Padma Bhushan awardee , Dr. Advani became affected with Polio at the age of eight years. He went on to study at the Grant Medical College, Mumbai where he earned the degrees of MBBS and MD.

Dr. Advani is also a recipient of Dr. B. C. Roy National Award by Medical Council of India (2005).

6. Bharat Kumar

Nature of Disability: Born without left arm

Life and Achievements: Bharat is a para-swimmer who has won 2 international titles and more than 50 medals . He has participated in tournaments in countries around the world, including England, Ireland, Holland, Malaysia and China. Bharat is a son of a daily wager and despite challenged posed by poverty and disability, he has managed to etch his name through glorious achievements.

7. Preethi Srinivasan

Nature of Disability: Quadriplegic

Life and Achievements: Preethi was the captain of the under-19 Tamil Nadu women’s cricket team. She captained her team in the national championships in 1997. At that time she was only 17 years! What’s more, Preethi was also a champion swimmer. She had won a state-level gold in 50 meters breaststroke.

However, an accident at the age of 18 left Preethi quadriplegic — totally paralyzed below neck. But the champion in Preethi remained a champion. She founded Soulfree — an organization that restores, rehabilitates, and re-integrates people suffering lethal spinal cord injuries. Soulfree also works for spreading awareness on the prevention of such injuries in Indian youth.

8. H. Boniface Prabhu

Life and Achievements: H. Boniface Prabhu is a Padma Shree awardee wheelchair tennis player from India. He was born on 14 May 1972 in Bangalore. At the age of four, a blotched lumbar tumor made him quadriplegic. He began his sporting career with shot put and javelin throw. Prabhu went on to win gold medal in shot put and silver medal in discus throw at the 1996 World Wheelchair Games, UK. He is the first Indian to win a medal in the International Paralympic Games.

Then he shifted his focus to wheelchair tennis and he won a medal in 1998 World Championship. He has reached a career best world ranking of 17 in singles and 19 in doubles.

9. Sudha Chandran

Nature of Disability: Amputation in right leg .

Life and Achievements: Sudha is an Indian film and television actress and an accomplished Bharatanatyam dancer. Sudha Chandran was born on 27 September 1965. At the age of 16 years she met a car accident in May 1981. As a consequence, her right leg had to be amputated. She is started her film career with a Telugu film ‘ Mayuri ‘, which was based on her own life. The film was later dubbed in Tamil and Malayalam.

Later in 1986, ‘Mayuri’ was remade in Hindi with title ‘ Nache Mayuri ‘. The story of Nache Mayuri depicts how Mayuri, the protagonist, received a Jaipur Foot and eventually learned to dance again.

10. Arunima Sinha

Nature of Disability: Below knee amputation in left leg.

Life and Achievements: Arunima Sinha is the first female amputee to climb Mount Everest. She was born on 20 July 1988. She was interested in sports and became a national level volleyball player. On 12 April 2011, Arunima took a train. But she was pushed out of a general coach of the train by robbers wanting to snatch her bag and gold chain. As a result, her left leg had to be amputated below the knee.

Arunima reached the summit of Mount Everest at 10:55 am on 21 May 2013. She has been awarded with Padma Shri and Tenzing Norgay National Adventure Award (2016) and the First Lady award (2018).

11. Ravindra Jain

Nature of Disability: Blind since birth

Life and Achievements: Ravindra Jain (28 February 1944 – 9 October 2015) was a veteran Indian music composer, lyricist and singer. He gave music in hundreds of Hindi films and TV serials. His music in films like Ram Teri Ganga Maili , Chitchor , Ankhiyon Ke Jharokhon Se , Henna , Geet Gata Chal ; and TV serials like Ramayana is still very popular.

Ravindra Jain received basic training under Pandit G.L. Jain, Pandit Janardhan Sharma, and Pandit Nathu Ram. He was awarded with Padma Shri and Filmfare Award for Best Music Director.

12. Ajit Jogi

Nature of Disability: All four limbs paralyzed due to whiplash injury to the neck and serious damage to the spinal cord.

Life and Achievements: Ajit Jogi (29 April 1946 – 29 May 2020) got selected in the Indian Administrative Services (IAS) in 1971 batch. In 1986, he joined the Congress party and became the first Chief Minister of Chhattisgarh in the year 2000. In April 2004, Jogi met with a road accident and became paralyzed. This severely hampered his political career but he still became the Member of Parliament from 2004 to 2008 from Mahasamund seat in Chhattisgarh.

In 2013, on his 68th birthday, Jogi received the Rex Bionic “e-legs” — a robotic apparatus which helps paralyzed people to walk.

13. S Jaipal Reddy

Nature of Disability: Polio since the age of 18 months.

Life and Achievements: S Jaipal Reddy (16 January 1942 – 28 July 2019) was an Indian politician who became India’s Union Minister. At various points of time he held the Ministries of Information and Broadcasting; Urban Development; Petroleum and Natural Gas; Earth Sciences; and Ministry of Science and Technology.

Jaipal Reddy was elected to the Lok Sabha five times in the following years:

• 08th Lok Sabha in 1984
• 12th Lok Sabha in 1998
• 13th Lok Sabha in 1999
• 14th Lok Sabha in 2004
• 15th Lok Sabha in 2009

He was also an MLA of Kalwakurthy between 1969 and 1984, a constituency in Andhra Pradesh for four terms.

Jaipal Reddy was awarded the Outstanding Parliamentarian Award in 1998. He was the first from South India and the youngest parliamentarian to get this award.

14. Javed Abidi

Nature of Disability: Spina bifida

Life and Achievements: Javed Abidi (11 June 1965 – 04 March 2018) was a noted disability activist in India. He served as the director of National Centre for Promotion of Employment for Disabled People (NCPEDP) and set up the disability wing of the Rajiv Gandhi Foundation.

In his early days, Abidi’s family moved to the United States and he received care at the Boston Children’s Hospital and the Rehabilitation Institute of Chicago. At the age of fifteen, he became a wheelchair-user. Abidi, despite difficulties, studied at Wright State University, and in 1989, moved to India seeking a career in journalism.

ಸಾರ್ವಜನಿಕ ಜೀವನದಲ್ಲಿ ಎಲ್ಲರಂತೆ ಇವರ ಜೀವನವನ್ನು ಕಟ್ಟಿಕೊಡಬೇಕಿದೆ. ಸಾಮಾನ್ಯ ಜನರಿಗಿಂತ ಇವರೇನೂ ಭಿನ್ನರಲ್ಲ. ಸಾಧನೆಯ ಹಾದಿಯಲ್ಲಿ ಇವರಿಗೆ ತಮ್ಮ ವೈಕಲ್ಯ ಎಂದಿಗೂ ಅಡ್ಡಿ ಆಗುವುದಿಲ್ಲ. ಆದರೆ, ಇವರಲ್ಲಿ ಮನೋಬಲವನ್ನು ಹೆಚ್ಚಿಸಬೇಕಿದೆ.

ವಿಕಲಚೇತನರಲ್ಲಿ ಜೀವನೋತ್ಸಾಹವನ್ನು ಬೆಳಸಲು ಎಲ್ಲರೂ ಕೈ ಜೋಡಿಸಬೇಕಿದೆ. ಇದು ಕೇವಲ ಭಾರತವಷ್ಟೇ ಅಲ್ಲ. ಇಡೀ ವಿಶ್ವವೇ ವಿಕಲಚೇತರನ ಶ್ರೇಯೋಭಿವೃದ್ಧಿಗಾಗಿ ಹಲವು ಯೋಜನೆ, ಕಾನೂನುಗಳನ್ನು ಜಾರಿಗೊಳಿಸಿದೆ. ಈ ಕುರಿತು ತಿಳಿದುಕೊಳ್ಳುವ ಸಮಯ ಬಂದಿದೆ. ಇಂದು ಅಂತಾರಾಷ್ಟ್ರೀಯ ವಿಕಲಚೇತರನ ದಿನವನ್ನು ಆಚರಿಸುತ್ತಿರುವ ಉದ್ದೇಶ ಎಲ್ಲರಿಗೂ ತಲುಪಬೇಕಿದೆ.

ಇದೊಂದು ವರ್ಷ ವಿಕಲಚೇತನರಿಗೆ ಮೀಸಲು

ವಿಶ್ವಸಂಸ್ಥೆಯ ಸಾಮಾನ್ಯ ಸಭೆಯಲ್ಲಿ 1981ರ ವರ್ಷವನ್ನು ವಿಕಲಚೇತನರ ವರ್ಷ ಎಂದು ಘೋಷಣೆಯನ್ನು ಹೊರಡಿಸಲಾಯಿತು. ಈ ಸಾಲಿನಲ್ಲಿ ವಿಕಲಚೇತನರ ಅನುಕೂಲಕ್ಕಾಗಿ ವಿಶೇಷ ಯೋಜನೆಗಳನ್ನು ಜಾರಿಗೊಳಿಸುವುದು, ಸಾರ್ವಜನಿಕ ಜೀವನದಲ್ಲಿ ಸಮಾನ ಅವಕಾಶ ಕಲ್ಪಿಸುವ ಬಗ್ಗೆ ವಿಶ್ವದ ಎಲ್ಲ ರಾಷ್ಟ್ರಗಳಿಗೆ ಸೂಚನೆ ನೀಡಲಾಯಿತು.

1992ರಂದು ವಿಶ್ವಸಂಸ್ಥೆಯಲ್ಲಿ ಅಂತಾರಾಷ್ಟ್ರೀಯ ವಿಕಲಚೇತನ ದಿನಾಚರಣೆಯನ್ನು ಆರಂಭಿಸಲಾಯಿತು. ಅಂದಿನಿಂದ ಇಂದಿನವರೆಗೂ ಡಿಸೆಂಬರ್.03ರನ್ನು ಅಂತಾರಾಷ್ಟ್ರೀಯ ವಿಕಲಚೇತನರ ದಿನಾಚರಣೆ ಎಂದು ಆಚರಿಸಲಾಗುತ್ತದೆ. ವಿಕಲಚೇತನರನ್ನು ಸಾಮಾನ್ಯರಂತೆ ಒಪ್ಪಿಕೊಳ್ಳುವುದು, ಸಹಾನುಭೂತಿ ತೋರುವುದು, ಬೆಂಬಲಿಸುವ ಮೂಲಕ ಅವರಲ್ಲಿ ಆತ್ಮಸ್ಥೈರ್ಯ ತುಂಬುವ ಬಗ್ಗೆ ಈ ದಿನ ಎಲ್ಲರಲ್ಲೂ ಅರಿವು ಮೂಡಿಸುವ ಕೆಲಸ ಮಾಡಲಾಗುತ್ತಿದೆ.

ವಿಕಲಚೇತನರ ಅಭಿವೃದ್ಧಿಗೆ ಕಾರ್ಯಯೋಜನೆ

ವಿಶ್ವಸಂಸ್ಥೆಯ ಸೂಚನೆ ನಂತರ ರಾಷ್ಟ್ರದ ಬಹುತೇಕ ಸರ್ಕಾರಗಳು ವಿಕಲಚೇತನರ ಅಭಿವೃದ್ಧಿಗೆ ಯೋಜನೆಗಳನ್ನು ಜಾರಿಗೊಳಿಸಿದವು. ಅದರಲ್ಲೂ ಇಂಗ್ಲೆಂಡ್ ನಲ್ಲಿ ಕಳೆದ 2012 ರಿಂದ ದೇಶದ ಎಲ್ಲ ವಿಕಲಚೇತನರಿಗೆ ಕಡ್ಡಾಯವಾಗಿ ಸರ್ಕಾರಿ ಉದ್ಯೋಗ ನೀಡುವುದಾಗಿ ಘೋಷಿಸಿತು. ಆ ಮೂಲಕ ಅವರ ಜೀವನಸ್ತರವನ್ನು ಅಭಿವೃದ್ಧಿಗೊಳಿಸಲಾಗುವುದು ಎಂದು ಹೇಳಿತು. ವಿಶ್ವಸಂಸ್ಥೆಯ 27/2 ಕಲಂನ ಪ್ರಕಾರ ಕಡ್ಡಾಯ ಸರ್ಕಾರಿ ಉದ್ಯೋಗವು ವಿಕಲಚೇತನರ ಮೂಲಭೂತ ಹಕ್ಕು ಎಂದು ಹೇಳುತ್ತದೆ.

The current study aimed to adapt and validate the speech handicap index into the Kannada language, and also to investigate its psychometric properties in Kannada speaking individuals with oral and oropharyngeal cancers. This is a cross-sectional study and it was carried out in two phases. The first phase dealt with the translation of the English version of SHI into the Kannada language, and its validation on 95 healthy individuals and 25 individuals with oral or oropharyngeal cancer. The second phase dealt with the investigation of speech-related quality of life among 50 Kannada speaking individuals with oral and oropharyngeal cancers. The SHI-K has very good internal consistency (Cronbach's Alpha is 0.98) and exhibited good test–retest reliability (ICC = 0.94). The mean scores of the disordered group, for the psychosocial scores (t (118)  = 25.87, p  < 0.01), for speech scores (t (118)  = 19.74, p  < 0.01), for total SHI scores (t (188)  = 26.45, p  < 0.01), for overall rating (t (118)  = 16.81, p  < 0.01) were statistically significant and greater than the healthy group ( p  < 0.01). A statistically significant association was found between clinical-stage, total SHI scores, and rating [χ2 (4, N = 50) = 3.82, p  = 0.02], but not for sex, tumor site, and type of treatment received. SHI-K is a valid and reliable tool to assess the speech-related quality of life of individuals with speech disorders. This tool can allow clinicians to plan better rehabilitation, and it can be used as an outcome tool for any treatment studies. The findings of the study emphasize the importance of considering patient priorities before commencing surgical or therapeutic interventions.

ಭಾರತಕ್ಕೆ 1947ರಲ್ಲಿ ಸ್ವಾತಂತ್ರ್ಯ ಸಿಕ್ಕರೂ ಇಂದಿಗೂ ಜಾತಿ, ಧರ್ಮ, ಪಂಥದ ತಾರತಮ್ಯದಿಂದ ಸಂಪೂರ್ಣ ಸ್ವಾತಂತ್ರ್ಯ ಪಡೆಯಲು ಸಾಧ್ಯವಾಗಿಲ್ಲ.

ದೇಶದ ಕೆಲವು ಭಾಗಗಳಲ್ಲಿ ಸಮಾಜದ ಕೆಳವರ್ಗದ ಜನರಿಗೆ ಮೂಲಭೂತ ಹಕ್ಕುಗಳನ್ನು ಹೇಗೆ ನಿರಾಕರಿಸಲಾಗಿದೆ ಎಂಬುದನ್ನು ನೋಡುವುದು ನಾಚಿಕೆಗೇಡಿನ ಸಂಗತಿಯಾಗಿದೆ.

ಆದಾಗ್ಯೂ, ಅವರ ಹಕ್ಕುಗಳಿಗಾಗಿ ಮಾತನಾಡುವ ಮತ್ತು ಈ ದಬ್ಬಾಳಿಕೆಯನ್ನು ವಿರೋಧಿಸಲು ಸಹಾಯ ಮಾಡುವ ವಿವಿಧ ಸಾಮಾಜಿಕ ಗುಂಪುಗಳಿವೆ. ಅಲ್ಲದೆ, ಯಾವುದೇ ರೀತಿಯ ತಾರತಮ್ಯ ಇಲ್ಲದ ಭಾರತದ ಕನಸು ಕಾಣುತ್ತಿದ್ದೇನೆ.

ರಾಷ್ಟ್ರದ ಬೆಳವಣಿಗೆಗೆ ಅಡ್ಡಿಯಾಗುತ್ತಿರುವ ಪ್ರಮುಖ ಕಾರಣಗಳಲ್ಲಿ ಭ್ರಷ್ಟಾಚಾರವೂ ಒಂದು. ಅಧಿಕಾರಿಗಳು ಮತ್ತು ರಾಜಕಾರಣಿಗಳು ದೇಶದ ಬೆಳವಣಿಗೆಗೆ ಸೇವೆ ಸಲ್ಲಿಸುವ ಬದಲು ತಮ್ಮ ಜೇಬು ತುಂಬಿಸಿಕೊಳ್ಳುವುದರಲ್ಲಿ ನಿರತರಾಗಿದ್ದಾರೆ.

ಹಾಗಾಗಿ, ಸಚಿವರು ಮತ್ತು ಅಧಿಕಾರಿಗಳು ತಮ್ಮ ಕೆಲಸಕ್ಕೆ ಮತ್ತು ಸಂಪೂರ್ಣವಾಗಿ ದೇಶದ ಅಭಿವೃದ್ಧಿಗೆ ಸಮರ್ಪಿತರಾಗಿರುವ ಭಾರತದ ಕನಸು ಕಾಣುತ್ತಿದ್ದೇನೆ.

ಉತ್ತಮ ಮೂಲಸೌಕರ್ಯ ಮತ್ತು ನೈರ್ಮಲ್ಯ

ಉತ್ತಮ ಮೂಲಸೌಕರ್ಯ ಮತ್ತು ನೈರ್ಮಲ್ಯವನ್ನು ಹೊಂದಿರುವ ಭಾರತದ ಬಗ್ಗೆ ನಾನು ಕನಸು ಕಾಣುತ್ತೇನೆ. ಕಳಪೆ ನೈರ್ಮಲ್ಯ ಮತ್ತು ಮೂಲಸೌಕರ್ಯ ಕೊರತೆಯಿರುವ ಹಲವು ಗ್ರಾಮಗಳಿವೆ.

ಭಾರತ ಸರ್ಕಾರವು ಇವುಗಳ ಮೇಲೆ ಕೆಲಸ ಮಾಡಬೇಕಾಗಿದೆ, ಆದ್ದರಿಂದ ಜನರು ಅರ್ಹವಾದದ್ದನ್ನು ಪಡೆಯುತ್ತಾರೆ. ಸಾಕಷ್ಟು ನೈರ್ಮಲ್ಯ ಬಹಳ ಮುಖ್ಯ;

ಇದು ಹಳ್ಳಿಯ ಜನರಿಗೆ, ವಿಶೇಷವಾಗಿ ಮಹಿಳೆಯರಿಗೆ, ತೆರೆದ ಸ್ಥಳಗಳಿಗೆ ಹೋಗುವುದನ್ನು ತಪ್ಪಿಸಲು ಮತ್ತು ಆರೋಗ್ಯ ಸಮಸ್ಯೆಗಳನ್ನು ಎದುರಿಸಲು ಸಹಾಯ ಮಾಡುತ್ತದೆ.

ಕೊನೆಯಲ್ಲಿ, ನನ್ನ ಕನಸಿನ ಭಾರತವು ಪ್ರತಿಯೊಬ್ಬ ಪ್ರಜೆಯೂ ಸಮಾನವಾಗಿರುವ ಆದರ್ಶ ದೇಶವಾಗಿರುತ್ತದೆ. ಅಲ್ಲದೆ, ಯಾವುದೇ ರೀತಿಯ ತಾರತಮ್ಯವಿಲ್ಲ.

ಜತೆಗೆ ಹೆಣ್ಣನ್ನು ಪುರುಷರಿಗೆ ಸಮಾನವಾಗಿ ಕಾಣುವ ಹಾಗೂ ಸಮಾನವಾಗಿ ಗೌರವಿಸುವ ತಾಣವಾಗಲಿದೆ. ನನ್ನ ಕನಸಿನ ಭಾರತ ಆದರ್ಶ ದೇಶವಾಗಬೇಕು, ನಾನು ಹೆಮ್ಮೆಪಡಬಹುದು ಮತ್ತು ಆತ್ಮವಿಶ್ವಾಸದಿಂದ ಬದುಕಬಹುದು.

ಮುಂಬರುವ ಪೀಳಿಗೆಯು ಉತ್ತಮ ಜೀವನವನ್ನು ಹೊಂದಲು ಮತ್ತು ಈ ದೇಶದಲ್ಲಿ ವಾಸಿಸಲು ಅರ್ಹವಾದ ಎಲ್ಲವನ್ನೂ ಪಡೆಯಬೇಕೆಂದು ನಾನು ಬಯಸುತ್ತೇನೆ

ಭಾರತಕ್ಕಾಗಿ ಗಾಂಧೀಜಿಯವರ ಕನಸು ದೇಶದಲ್ಲಿ ಸ್ವರಾಜ್ಯವನ್ನು ತರುತ್ತಿತ್ತು. ಗಾಂಧೀಜಿಯವರ ಪ್ರಕಾರ, ಭಾರತದ ಸ್ವಾತಂತ್ರ್ಯವು ಶಾಂತಿ ಮತ್ತು ಯುದ್ಧದ ಬಗ್ಗೆ ಪ್ರಪಂಚದ ದೃಷ್ಟಿಕೋನವನ್ನು ಕ್ರಾಂತಿಗೊಳಿಸಬೇಕು. ಗಾಂಧೀಜಿಯವರು ಭಾರತದಲ್ಲಿ ಹಿಂದೆ ಪ್ರಚಲಿತದಲ್ಲಿದ್ದ ಅಸ್ಪೃಶ್ಯತೆ ಮತ್ತು ಬಾಲ್ಯವಿವಾಹ ಪದ್ಧತಿಯನ್ನು ಹೋಗಲಾಡಿಸಲು ಬಯಸಿದ್ದರು.
