How to Write a Dissertation in 12 Steps

A dissertation demonstrates mastery in a subject. But how do you write a dissertation? Here are 12 steps to successfully complete a dissertation.

Choose a Topic

It sounds like an easy step, but choosing a topic will play an enormous role in the success of your dissertation. In some fields, your dissertation advisor will recommend a topic. In other fields, you'll develop a topic on your own.

Read recent work in your field to identify areas for additional scholarship. Look for holes in the literature or questions that remain unanswered.

After coming up with a few areas for research or questions, carefully consider what's feasible with your resources. Talk to your faculty advisor about your ideas and incorporate their feedback.

Conduct Preliminary Research

Before starting a dissertation, you'll need to conduct research. Depending on your field, that might mean visiting archives, reviewing scholarly literature , or running lab tests.

Use your preliminary research to hone your question and topic. Take lots of notes, particularly on areas where you can expand your research.

Read Secondary Literature

A dissertation demonstrates your mastery of the field. That means you'll need to read a large amount of scholarship on your topic. Dissertations typically include a literature review section or chapter.

Create a list of books, articles, and other scholarly works early in the process, and continue to add to your list. Refer to the works cited to identify key literature. And take detailed notes to make the writing process easier.

Write a Research Proposal

In most doctoral programs, you'll need to write and defend a research proposal before starting your dissertation.

The length and format of your proposal depend on your field. In many fields, the proposal will run 10-20 pages and include a detailed discussion of the research topic, methodology, and secondary literature.

Your faculty advisor will provide valuable feedback on turning your proposal into a dissertation.

Research, Research, Research

Doctoral dissertations make an original contribution to the field, and your research will be the basis of that contribution.

The form your research takes will depend on your academic discipline. In computer science, you might analyze a complex dataset to understand machine learning. In English, you might read the unpublished papers of a poet or author. In psychology, you might design a study to test stress responses. And in education, you might create surveys to measure student experiences.

Work closely with your faculty advisor as you conduct research. Your advisor can often point you toward useful resources or recommend areas for further exploration.

Look for Dissertation Examples

Writing a dissertation can feel overwhelming. Most graduate students have written seminar papers or a master's thesis. But a dissertation is essentially like writing a book.

Looking at examples of dissertations can help you set realistic expectations and understand what your discipline wants in a successful dissertation. Ask your advisor if the department has recent dissertation examples. Or use a resource like ProQuest Dissertations to find examples.

Doctoral candidates read a lot of monographs and articles, but they often do not read dissertations. Reading polished scholarly work, particularly critical scholarship in your field, can give you an unrealistic standard for writing a dissertation.

Write Your Body Chapters

By the time you sit down to write your dissertation, you've already accomplished a great deal. You've chosen a topic, defended your proposal, and conducted research. Now it's time to organize your work into chapters.

As with research, the format of your dissertation depends on your field. Your department will likely provide dissertation guidelines to structure your work. In many disciplines, dissertations include chapters on the literature review, methodology, and results. In other disciplines, each chapter functions like an article that builds to your overall argument.

Start with the chapter you feel most confident in writing. Expand on the literature review in your proposal to provide an overview of the field. Describe your research process and analyze the results.

Meet With Your Advisor

Throughout the dissertation process, you should meet regularly with your advisor. As you write chapters, send them to your advisor for feedback. Your advisor can help identify issues and suggest ways to strengthen your dissertation.

Staying in close communication with your advisor will also boost your confidence for your dissertation defense. Consider sharing material with other members of your committee as well.

Write Your Introduction and Conclusion

It seems counterintuitive, but it's a good idea to write your introduction and conclusion last . Your introduction should describe the scope of your project and your intervention in the field.

Many doctoral candidates find it useful to return to their dissertation proposal to write the introduction. If your project evolved significantly, you will need to reframe the introduction. Make sure you provide background information to set the scene for your dissertation. And preview your methodology, research aims, and results.

The conclusion is often the shortest section. In your conclusion, sum up what you've demonstrated, and explain how your dissertation contributes to the field.

Edit Your Draft

You've completed a draft of your dissertation. Now, it's time to edit that draft.

For some doctoral candidates, the editing process can feel more challenging than researching or writing the dissertation. Most dissertations run a minimum of 100-200 pages , with some hitting 300 pages or more.

When editing your dissertation, break it down chapter by chapter. Go beyond grammar and spelling to make sure you communicate clearly and efficiently. Identify repetitive areas and shore up weaknesses in your argument.

Incorporate Feedback

Writing a dissertation can feel very isolating. You're focused on one topic for months or years, and you're often working alone. But feedback will strengthen your dissertation.

You will receive feedback as you write your dissertation, both from your advisor and other committee members. In many departments, doctoral candidates also participate in peer review groups to provide feedback.

Outside readers will note confusing sections and recommend changes. Make sure you incorporate the feedback throughout the writing and editing process.

Defend Your Dissertation

Congratulations — you made it to the dissertation defense! Typically, your advisor will not let you schedule the defense unless they believe you will pass. So consider the defense a culmination of your dissertation process rather than a high-stakes examination.

The format of your defense depends on the department. In some fields, you'll present your research. In other fields, the defense will consist of an in-depth discussion with your committee.

Walk into your defense with confidence. You're now an expert in your topic. Answer questions concisely and address any weaknesses in your study. Once you pass the defense, you'll earn your doctorate.

Writing a dissertation isn't easy — only around 55,000 students earned a Ph.D. in 2020, according to the National Center for Science and Engineering Statistics. However, it is possible to successfully complete a dissertation by breaking down the process into smaller steps.

Choosing a dissertation topic is really difficult.

When I had to choose dissertation topic I agonized for weeks.

And I’ve supervised over 50 students’ dissertations across undergraduate, masters and PhD levels. All of my students agonized over their topics, too.

So you’re not alone in your struggle.

The below tips for choosing a dissertation topic are the ones I wish I was given when I was in the process of looking for a suitable topic.

If only I’d known these points, I would have saved a lot of time and stress for myself. So if these tips only help one person out, I’ll be happy.

These tips really work for just about anybody. They’re particularly useful for undergraduate and Masters level students who are writing dissertations. But, I’m sure most doctoral students will also find these points relevant, too. Especially tips 1 – 3.

Here are my tips on how to choose a dissertation topic – I hope they come in handy, and good luck on your research journey!

1. It Doesn’t have to be Unique (Yet).

This is the one piece of advice I wish I had gotten when I was choosing my dissertation topic.

Many students feel like they need to find a unique topic that will blow their markers away.

I was this student.

I thought that I had to choose a topic and idea that was going to make a unique contribution to knowledge. I thought I had to discover something, or, at the very least, choose a topic that no one has ever done before.

So here’s what I wish someone had told me:

It doesn’t matter if other people have done the same topic as you.

Don’t even let it phase you for a moment if someone else has chosen your topic. Just choose whatever topic you want.

Well, because your unique contribution doesn’t come at the start. It comes at the end!

You’ll find a way to make a unique contribution after you have completed your literature review . There is always time and space to find a new angle or different way of doing the topic than other people.

So, don’t choose your topic because it’s unique or different.

Then … how should you choose your topic? Points 2 and 3 give you some tips…

2. Make it Relevant to your Career Goals.

The first thing I recommend to all my students is to consider how their topic can help progress their careers.

When giving guidance to my students, I ask them these three questions:

  • a) What sort of specialization do you want in your career? If you’re studying teaching, your questions might be: do you want to be a specialized literacy teacher? do you want to be an expert on behavior management? Do you want to be specialized in play-based learning ?
  • b) How do you want to differentiate yourself from your competition? Your dissertation topic is going to be the topic you ‘sell’ as your area of expertise in future job interviews. If you want to get a great job, choose a topic that really stands out in the marketplace. Have a think right now for yourself: what areas of your industry are booming? For example, would it be better to specialize in coal or solar panels? Which one would be best to talk about in a job interview in the 21 st Century?
  • c) Do you want to be a research pro? Most of my students don’t want to be researchers as a career. They do their dissertations to prove mastery of their topic – that’s all. The research is a means to an end. But, if you think you want to go on to do the next level degree (a PhD one day?) then you’ll want to focus on having a high quality methodology, not just an interesting topic.

So, have a think now: is there a topic that will help you get to where you plan on going? What expert knowledge do you want to be able to ‘sell’ in a future interview?

3. Ensure it’s Interesting to You.

You’re going to be wedded to your chosen for a long time. And by the end of this journey you’re going to hate it.

To make your life easier, choose a topic you’re interested in.

Here’s two ways of approaching this:

Choose a Topic you Think About a Lot.

Choose a dissertation topic that you find yourself talking about, complaining about or raving about to your parents. Choose something that makes you angry, inspired or intrigued.

For the next week or so, I recommend taking notes whenever you find yourself thinking idly about something. Is that something you’ve thought about a lot?

Or, Choose a Topic by Looking over Past Assessment Tasks.

Another way of approaching the search for an interesting topic is to look over past assignments.

What assessment task have you done in the past few years that gripped you? Which one did you enjoy the most when you were studying it?

Zoom in on that topic and see if you can turn it into a dissertation.

Bonus tip: If you found a topic that was based on a previous assessment task, see if you can convince the person who taught that subject to be your dissertation supervisor.

4. Keep it Simple.

Too often, students want to choose a topic that is complex and complicated. They come up with a long, detailed research question (usually with the help of their professor) that, really, is hard to understand!

The best strategy is to come up with a topic that is really, really straightforward. At least, the topic should start as simple and straightforward.

Your topic is going to grow and expand into a monster. It’ll be hard to tame and control. You’ll be following random tangents down rabbit holes that end up being dead-ends. You’ll research aspects of the topic and realize it was a completely pointless exercise.

The way to minimize the crazy growth of your research project is to simplify it right from the start. Make it a really simple idea.

For example, I had a student who wanted to research:

“How big is the gap in mathematics outcomes between children from middle-class and working-class backgrounds by age 16?”

I would think that this topic may be achievable by a top academic with a sizeable research grant, but my student was completing a 10,000 word dissertation for graduating her Bachelor of Arts with Honours.

After several agonizing research meetings, we peeled it back over and again until we ended up with something much simpler and more specific:

“What are teachers’ opinions of the impact of poverty on learning?”

Why is this simpler and more specific?

Well, with the second study, my student has a clear focus group (teachers) and an achievable methodology (interviews). This will be far simpler than somehow conducting tests on 16-year old children, getting a significant amount of children to participate in the study, and then dissecting their mathematics test results by income level.

Instead, we aimed small and simple to ensure the task itself was achievable.

We’re not here to win a Nobel prize. You can do that with your multi-million-dollar post-doctoral research grant. Get your degree first.

5. Ensure it’s Achievable.

This piece of advice builds on the previous advice, to “keep it simple”.

Keeping it simple means making sure you have a clear, small-scale focus.

Esuring the project is achievable means choosing a methodology that won’t break you.

Small Scale Qualitative Studies are Achievable for Anyone

I always suggest to my Undergraduate and Masters level students to aim for a small scale study with no more than 20 research participants.

Now, I know there will be many of you out there who want to do quantitative research studies. And in reality, you can do a quantitative study with a small group of students. These usually involve quantitative action research case studies.

If you’re set on a quantitative study, that’s fine. But find a supervisor with the right experience.

Personally, I usually recommend a qualitative focus group analysis for anyone doing their first dissertation.

The biggest mistake you can make is biting off more than you can chew.

Small scale qualitative studies are the easiest option . They can be achieved within your time frame. And you can certainly still get a very high grade.

So, let’s take the example of the previous research question, which we changed from:

For the first study, you will have to develop skills in quantitative data analysis , find a sizeable cohort of students, get permission from their parents, get special permission to study children you’re your university ethics committee, develop a quality testing mechanism, pilot the test, conduct the test, analyze the data, then interpret it.

For the second study, you will not have to develop complex mathematical skills, bother with getting permission to research children, or deal with the rigor of quantitative analysis.

In other words, you will be able to bypass many hurdles you may face.

That’s the benefit of a small-scale qualitative study. It’s a nice easy first dissertation methodology. You can do it and do it well.

I know my position is controversial, but hey … I’m here to tell you how to avoid problems, not to stand on a soapbox.

Consider Textual Analysis, Semiotic Analysis or Secondary Research

Finding people to interview, survey or participate in your study in any way at all can be intimidating.

I find it interesting and really fulfilling. But I understand if you think it’s too much for you at this point in time.

If you don’t want to have to go out and find research participants for your study, I recommend one of these types of study:

  • Textual Analysis : you can look at policy documents or newspaper articles and analyze their ideological positioning , for example;
  • Semiotic Analysis : The quintessential semiotic analysis is the analysis of advertising images or movies and the examination of the ways they depict people of different races, social classes or genders;
  • Secondary Research: Look over other people’s research and try to identify themes across a range of research studies.

Now, these three different methodologies are far outside of the scope of this discussion, but consult with your dissertation supervisor if you’re overwhelmed by the idea of conducting research with real human beings. One of these three methodologies may help you bypass that process, and make the dissertation feel more achievable for you.

6. Search Online for Inspiration

If you’re still struggling to choose a dissertation topic,  go online to get inspiration!

There’s a few ways you can do this. Here’s a few good ones:

a) Google Previous Dissertation Topics

Many universities upload their students’ dissertations onto an online repository. This means there are a ton of open, free to access databases of previous students’ dissertations all over the internet.

Simply google “Dissertation” + “pdf” + a topic you’re interested in. If you’re a masters student, you can do “masters dissertation” + “pdf” + the topic; and if you’re an undegrad, then simply do “undergraduate dissertation” + “pdf” + the topic;. Simple!

Up will pop a ton of dissertations that you can instantly download to check out previous students’ successful dissertation topics.

Another benefit of doing this is that you’ll be able to view and model the structure that previous students have used as well. This can be super beneficial for you early on!

b) Look at Recent Articles Published in Journals focused on your Topic

If you scroll through the recent issues of journals in your topic, you’ll find a range of research topic ideas.

To get access to top journals in your topic, simply google “Scholarly Journal” + your topic. For example, I am a professor in education. So I’d google “Scholarly journal” + “Education”.

The homepages for a ton of journals will pop up in the Google search. Quickly scan through the recent issues of those journals to see if any ideas will pop up that interest you!

7. Trust your Dissertation Supervisor

Your dissertation supervisor will have walked many students just like you through the research process before.

Look, I know many dissertation supervisors can be disappointingly aloof and disconnected from your research. And relationships can get very frosty with your supervisors indeed.

Trust your supervisor. They make recommendations for a reason. They know how to navigate the dissertation writing process. If your supervisor makes a recommendation, strong – very strongly – consider it.

Your supervisor also has expertise in one area of research or another. Take advantage of their expertise. Be flexible and let them sway you down certain paths. You need a knowledgeable partner in the research process.

So, trust your supervisor. You need their expertise more than you know.

8. Come up with 3-5 Ideas and Bring them to your Supervisor for Feedback

Your initial dissertation topic ideas will probably need a lot of refinement.

The person who will help you to refine your topic will be your dissertation supervisor. Their main job, unfortunately, is to curb your enthusiasm. It’s to show you what problems you’ll face if you follow certain paths and recommend alterations to ensure your topic is achievable.

So, approach your supervisor with your 3-5 top ideas and watch them do their magic. They should advise you on how to turn your ideas into reality.

Your ideas can be specific or broad – really, it doesn’t matter because you’ll walk out of your supervision meeting with a lot of changed ideas. It doesn’t need to be set in stone.

You could, for example, go up to your supervisor and say something like:

  • “I’m interested in Erikson’s theory of development. Do you have any suggestions of how I can use Erikson’s ideas for a dissertation?”
  • “I’m really into conservative politics. What ideas do you have for an achievable topic?”
  • Any other ideas…

They’ll help you shape and mold your topic into something achievable.

9. Lastly, Stick to your Choice

When I did my dissertation, I questioned my topic daily: I’d always be thinking up new, better ideas for my dissertation!

But once you’re locked in, it’s hard to change your mind. You’re going to get ethics permission to conduct your study, not anyone else’s!

So, my advice is simple:

Once you’ve chosen your topic, commit.

If you’re desperate to do another topic, fine, do another degree. If you’re doing your Master’s right now, bank those other ideas for a potential PhD down the track.

But once you’ve made your choice, really … you’ve got to commit, block out all your regrets and dig in.

Don’t worry about your friends who chose a dissertation topic that is better than yours. Stay in your lane, be content with your topic, and create a great product.

Writing a dissertation is an exercise in being practical more than anything. That start from the very first choice: choosing a dissertation topic that’s achievable and good for your career, and will also put you on the path for top marks.

Within the context of PhD programs, there are a number of different approaches when selecting your dissertation topic. To offer you some direct insight, we asked four alumni of Walden’s online graduate degree programs to share their experiences and provide helpful tips you can follow during the process.

  • Develop a topic that will hold your interest.  Determine what resources you have available—time, money, people—and choose a topic that isn’t too resource-intensive. You’ll be spending at least a year on a dissertation (or any large research project), so it has to be compelling enough to keep your attention.
  • Read everything you can on the subject.  Go outside of your required class readings and you might just run across something that helps you develop the framework for your research.
  • Find a theoretical basis to support your topic.  Do some research to find theories that fit your study perfectly.
  • Look for a niche in which you can make a difference.  Be sure you’re really offering something new to the field. You can’t change the world with one dissertation, so focus on the crux of what you want to explore and add something new to the field.
  • Let yourself shift gears.  Frequently, the topic you start with deviates from your original plan as it evolves.
  • Fine-tune your topic based on input from others.  Take every opportunity to seek constructive feedback and incorporate advice from experts.

  • Study your passion.  Start with a subject you’re passionate about and then look into the existing research conducted to help determine the next logical step.
  • Find available data.  Use a previously conducted study to capture comparative data and develop good working relationships with the people who are in charge of that data. You may also need a written legal agreement—so sort through those details first.
  • Build a good committee.  Interview your committee members first to ensure they understand and are passionate about your goals. After all, it would be impossible to do the work alone. With the support of your committee, you’ll have a great team on your side.
  • Only ask questions that can be answered.  Use your rich, powerful data to your full advantage, and stick within its confines. Also, determine early on if there are any biases in the data. Your goal is to create an airtight study.
  • Think about your work as part of an international dialogue.  What else is published on your topic? Understand your data in a broader context and be actively engaged.

  • Take advantage of the resources available.  Use the resources offered by your university to help with your decision-making. This might include your research center or applicable seminars.
  • Tap into your peers.  Meet with each of your cohorts and ask them to weigh in on your topic and plans for research.
  • Consult your mentor.  A good and experienced mentor can be your best resource for providing straightforward advice and direction for moving forward.

How do I decide on a dissertation topic?

A simple way to begin choosing a topic for your dissertation is to go back through your assignments and lectures. Was there a topic that stood out to you? Was there an idea that wasn’t fully explored? If the answer to either of these questions is yes, then you have a great starting point! If not, then consider one of your more personal interests. Use Google Scholar to explore studies and journals on your topic to find any areas that could go into more detail or explore a more niche topic within your personal interest. 

Keep track of all publications

It’s important to keep track of all the publications that you use while you research. You can use this in your literature review.

You need to keep track of:

  • The title of the study/research paper/book/journal
  • Who wrote/took part in the study/research paper
  • Chapter title
  • Page number(s)

The more research you do, the more you should be able to narrow down your topic and find an interesting area to focus on. You’ll also be able to write about everything you find in your literature review which will make your proposal stronger.

While doing your research, consider the following:

  • When was your source published? Is the information outdated? Has new information come to light since?
  • Can you determine if any of the methodologies could have been carried out more efficiently? Are there any errors or gaps?
  • Are there any ethical concerns that should be considered in future studies on the same topic?
  • Could anything external (for example new events happening) have influenced the research?

How long should the dissertation proposal be?

There is usually no set length for a dissertation proposal, but you should aim for 1,000 words or more. Your dissertation proposal will give an outline of the topic of your dissertation, some of the questions you hope to answer with your research, what sort of studies and type of data you aim to employ in your research, and the sort of analysis you will carry out.

Different courses may have different requirements for things like length and the specific information to include, as well as what structure is preferred, so be sure to check what special requirements your course has.

2. What should I include in a dissertation proposal?

Your dissertation proposal should have several key aspects regardless of the structure. The introduction, the methodology, aims and objectives, the literature review, and the constraints of your research all need to be included to ensure that you provide your supervisor with a comprehensive proposal. But what are they? Here's a checklist to get you started.

  • Introduction

The introduction will state your central research question and give background on the subject, as well as relating it contextually to any broader issues surrounding it. 

The dissertation proposal introduction should outline exactly what you intend to investigate in your final research project.

Make sure you outline the structure of the dissertation proposal in your introduction, i.e. part one covers methodology, part two covers a literature review, part three covers research limitations, and so forth.

Your introduction should also include the working title for your dissertation – although don't worry if you want to change this at a later stage as your supervisors will not expect this to be set in stone.

Dissertation methodology

The dissertation methodology will break down what sources you aim to use for your research and what sort of data you will collect from it, either quantitative or qualitative. You may also want to include how you will analyse the data you gather and what, if any, bias there may be in your chosen methods.

Depending on the level of detail that your specific course requires, you may also want to explain why your chosen approaches to gathering data are more appropriate to your research than others.

Consider and explain how you will conduct empirical research. For example, will you use interviews? Surveys? Observation? Lab experiments?

In your dissertation methodology, outline the variables that you will measure in your research and how you will select your data or participant sample to ensure valid results.

Finally, are there any specific tools that you will use for your methodology? If so, make sure you provide this information in the methodology section of your dissertation proposal.

  • Aims and objectives

Your aim should not be too broad but should equally not be too specific.

An example of a dissertation aim could be: ‘To examine the key content features and social contexts that construct successful viral marketing content distribution on X’.

In comparison, an example of a dissertation aim that is perhaps too broad would be: ‘To investigate how things go viral on X’.

The aim of your dissertation proposal should relate directly to your research question.

  • Literature review

The literature review will list the books and materials that you will be using to do your research. This is where you can list materials that gave you more background on your topic, or contain research carried out previously that you referred to in your own studies. 

The literature review is also a good place to demonstrate how your research connects to previous academic studies and how your methods may differ from or build upon those used by other researchers. While it’s important to give enough information about the materials to show that you have read and understood them, don’t forget to include your analysis of their value to your work.

Where there are shortfalls in other pieces of academic work, identify these and address how you will overcome these shortcomings in your own research.

Constraints and limitations of your research

Lastly, you will also need to include the constraints of your research. Many topics will have broad links to numerous larger and more complex issues, so by clearly stating the constraints of your research, you are displaying your understanding and acknowledgment of these larger issues, and the role they play by focusing your research on just one section or part of the subject.

In this section it is important to Include examples of possible limitations, for example, issues with sample size, participant drop out, lack of existing research on the topic, time constraints, and other factors that may affect your study.

  • Ethical considerations

Confidentiality and ethical concerns are an important part of any research.

Ethics are key, as your dissertation will need to undergo ethical approval if you are working with participants. This means that it’s important to allow for and explain ethical considerations in your dissertation proposal.

Keep confidentiality in mind and keep your participants informed, so they are aware of how the data provided is being used and are assured that all personal information is being kept confidential.

Consider how involved your patients will be with your research, this will help you think about what ethical considerations to take and discuss them fully in your dissertation proposal. For example, face-to-face participant interview methods could require more ethical measures and confidentiality considerations than methods that do not require participants, such as corpus data (a collection of existing written texts) analysis.

You may also want to consider including a title. Writing a title for your proposal will help you make sure that your topic is narrow enough, as well as help keep your writing focused and on topic.

One example of a dissertation proposal structure is using the following headings, either broken up into sections or chapters depending on the required word count:

  • Methodology
  • Research constraints

In any dissertation proposal example, you’ll want to make it clear why you’re doing the research and what positives could come from your contribution.

Objectives

List out the goals that you are hoping to achieve through your research project.

Literature review

Titles and URLs of proposed texts and websites that you are planning to use in your research project.

Constraints & limitations

Clearly state the potential limitations of your research project, eg sample size, time constraints, etc.

Ethical considerations

If your dissertation involves using participants, it will need to undergo ethical approval – explain any ethical considerations in the dissertation proposal.

  • Social relevance means that the research can advance our understanding of society and inform social change.
  • Practical relevance means that the research can be applied to solve concrete problems or improve real-life processes.

The easiest way to make sure your research is relevant is to choose a topic that is clearly connected to current issues or debates, either in society at large or in your academic discipline. The relevance must be clearly stated when you define your research problem .

Before you make a final decision on your topic, consider again the length of your dissertation, the timeframe in which you have to complete it, and the practicalities of conducting the research.

Will you have enough time to read all the most important academic literature on this topic? If there’s too much information to tackle, consider narrowing your focus even more.

Will you be able to find enough sources or gather enough data to fulfil the requirements of the dissertation? If you think you might struggle to find information, consider broadening or shifting your focus.

Do you have to go to a specific location to gather data on the topic? Make sure that you have enough funding and practical access.

Last but not least, will the topic hold your interest for the length of the research process? To stay motivated, it’s important to choose something you’re enthusiastic about!

A Central Resource for Crafting Your Dissertation

A dissertation is the culminating, integrative, scholarly experience of doctoral study. The purpose of the dissertation research is to: (a) make an original contribution to knowledge in the candidate’s field of specialization, (b) demonstrate an advanced command of research skills, and (c) demonstrate an advanced ability to communicate findings.

The stated information applies to all GSEHD doctoral degree programs, but each doctoral program may also have additional considerations. Please be sure to contact your program faculty for additional program-specific information.

Please note: The posted due dates below are driven by the university’s ProQuest submission deadlines (the date by which the university requires you to submit the final, approved version of your dissertation in order to graduate). The date of your ProQuest submission determines your graduation semester, regardless of when you defend.

   Summer 2024 Due Dates at a Glance

The following pathways apply for the summer 2024 semester only, and exceptions or extensions will not be granted.

  • View a list of all required materials >
  • July 19 : Last day to defend for a summer 2024 graduation
  • In order to graduate this semester, all final steps must be completed and your final document must be uploaded to ProQuest by August 15 at 5pm. Please be aware this is a fixed deadline, so you will have less time to make your final edits if you choose a later defense date.
  • If you do not submit your final dissertation before the ETD deadline, you will have to wait until the next semester to graduate.
  • August 15 : Last day to hold a defense during the summer semester (materials due 30 days in advance)

A student who is unable to meet the deadline for summer graduation may still submit materials and/or defend later in the summer semester as a fall 2024 graduate.

Any student submitting materials between July 20 and August 15, and/or defending between July 20 and August 15, will be a fall 2024 graduate and eligible to enroll in Continuous Enrollment (CE), a zero-credit, no-cost option, for the fall 2024 semester. This option is designed to allow students greater financial flexibility as they plan their defense timelines. ( Please note: international students living in the US are not eligible for CE; instead, they may take a reduced course load.)

You are not required to follow timeline 2 in order to graduate in fall 2024, unless you wish to enroll in CE (or for international students, a reduced course load). A student who submits materials after August 15 can still defend and graduate in the fall 2024 semester, but will enroll in and pay for normal dissertation research credits.

Steps for Dissertation Research

 step 1: assemble dissertation committee.

The dissertation committee guides the candidate in development of the dissertation research proposal, makes final judgments about the adequacy of the proposal, is available for consultation during the research work, guides the candidate in preparation of the dissertation document, and decides when the dissertation is ready for defense. It is the student’s responsibility to maintain regular contact with their chair and meet deadlines for drafts or deliverables.

  • The three-member dissertation committee includes a dissertation chair and two additional committee members.
  • The committee is formally constituted when all three members have signed a Dissertation Committee Membership form and submitted it to the Office of Student Life.
  • Prior to the dissertation defense, two additional examiners join the committee.

Your primary advisor might serve as chair of the committee, or another faculty member may assume that position. The chair does not vote at the time of oral defense.

The role of the dissertation committee chair is to :

  • Guide the candidate in the preparation of the dissertation proposal, including specification of the research problem, the literature review that helps point the way toward the research, the questions or hypotheses for investigation, and the methodology.
  • Guide the candidate in selection of two additional committee members.
  • Establish procedures regarding proposal development and dissertation draft review.
  • Provide guidance on the research proposal structure and content and set clear expectations for timely completion of the proposal.
  • Provide guidance on the dissertation structure and content and set clear expectations for high quality writing.
  • Set clear expectations for timely completion and guide the candidate toward achieving a high level of quality (technical and ethical) in the dissertation research and document.
  • In consultation with the candidate, select additional examiners (i.e., readers) for the oral defense of the dissertation.
  • Prepare the candidate for the oral defense process.
  • Encourage the candidate to publish their dissertation after successful completion.

The dissertation committee chair must have the following qualifications:

  • Hold an earned academic doctorate.
  • Hold a GSEHD regular faculty appointment, either full- or part-time (visiting faculty not permitted). Selection of dissertation chairs who do not hold a regular faculty appointment or are outside the program area require approval by the Dean’s Office. In this case, a member of the candidate’s program faculty must participate as a member of either the research committee or the examining committee at the point of defense.
  • Have expertise that matches the candidate’s topic area.
  • Have an active research agenda as characterized by the departmental personnel guidelines.
  • Either (a) have experience serving as a member in no fewer than two dissertation committees, including the defense of the dissertation, or (b) in the absence of such experience, be mentored by an experienced GSEHD dissertation chair selected by the faculty member’s department chair.

What happens if your chair retires or departs GSEHD?

Emeritus and departing faculty may continue to serve as the dissertation chair for a period of two years, if the student has an approved proposal at the time of their departure. After two years, the student must reconstitute the dissertation committee by selecting a new chair.

The role of the two other dissertation committee members is to guide the candidate, in conjunction with the chair, through development of their independent research and the achievement of a high-quality product and oral defense. Both are voting members at the time of oral defense.

These committee members must have the following qualifications:

  • Hold an earned academic doctorate, or an earned terminal degree, and a faculty appointment for at least one year prior to joining the committee.
  • Have expertise that matches the candidate’s topic area and research.
  • Among the chair and the two committee members, at least one is to be knowledgeable about the methodology to be used in the dissertation research and designated as taking responsibility for guiding the research methodology.
  • It is strongly recommended that one committee member come from outside the candidate’s home program; he or she may also come from outside of GSEHD and even outside of GW. Check with your program to see their requirements for committee membership.
  • Committee members must not have a relationship with the candidate that poses a potential conflict of interest (for example, serving as the candidate’s job supervisor, friend, or colleague).
  • If not a current GW regular-status member, a copy of the committee member’s curriculum vitae must be submitted to the Office of Student Life.

If you need to substitute a committee member:

To make a change in committee membership after it has been formally constituted via the Dissertation Committee Membership form , the chair, the candidate, and the committee members being dropped and added should sign a memorandum indicating their concurrence with the requested change and send the memorandum to the Office of Student Life.

Please note that committee members generally require a reasonable amount of time to review drafts and provide feedback, particularly if they receive a draft during certain times of the year. With that in mind, please discuss deadlines and schedules with your committee in advance.

Two additional examiners (voting) are selected by the dissertation chair on the basis of their expertise and interest in the candidate's topic area, and must:

  • Hold a doctorate for at least one year prior to the defense.
  • Have a professional background and experience that is relevant to the candidate's topic area.
  • Not have a relationship with the candidate that might pose a conflict of interest.
  • If not a current GW faculty member, a copy of their curriculum vitae must be submitted to the Office of Student Life.

  Step 2: Draft and Defend Your Dissertation Proposal

Your dissertation proposal forms a working plan that is used by you and the committee to guide the research, evaluate progress, and provide ongoing feedback.

  • Your dissertation committee will provide guidance/approval to proceed with research following a dissertation proposal defense, as detailed below.
  • Please note: You will not collect data during this phase. As noted by the GW Office of Human Research policies, you may not begin actual data collection until you have all the necessary written approvals following the proposal defense . Noncompliance may result in a prohibition against the use of the data in your dissertation and possibly misconduct charges.

   The GSEHD Dissertation Content and Style Guide provides an in-depth description of each section included within a dissertation. Please note, these are guidelines only and alternative formats may be allowed, with permission .

Content : The dissertation proposal should include those elements normally found in Chapters 1 to 3 and the References of the dissertation. It should state the research questions, position the expected research in the existing literature, indicate expected results, outline the structure of the dissertation, and indicate the time frame for carrying out the research tasks. Under certain circumstances, the Associate Dean of Doctoral Studies may allow approval of a proposal with less information with a formal request .

Style/Formatting : The proposal should be prepared according to a recognized scholarly format, usually the Publication Manual of the American Psychological Association (Seventh Edition). University Formatting Requirements apply to the font type and size, page margins, page numbering, page order and line spacing for the entire document and to the content and formatting of the front pages. The chair of your dissertation committee and the instructor of your Pre-Dissertation Seminar (8998) will also provide guidelines for the proposal.

Styles for formatting bibliographies, footnotes, and/or endnotes should be consistent with the chosen style used to format the body of your document. The GW Libraries provide free access to RefWorks , a cloud-based tool for organizing your research and creating bibliographies.

Proposal Approval Process

First: defend dissertation proposal.

Before conducting dissertation research, your research proposal must be reviewed in an open forum (the proposal defense) and approved by your dissertation committee.

The committee has a responsibility to review the proposal and ensure that it will produce worthwhile and high-quality research.

The proposal defense is an informal proceeding, and the format is at the discretion of the dissertation chair. Please ask your chair for a briefing on the format.

During the defense, you may be asked about your rationale for certain aspects of the proposal, asked for more details about the literature or the proposed methods, or challenged about the appropriateness of proposed procedures. Your competency with the research methods will be assessed. During this consultation, the committee might suggest, and sometimes require, changes to improve the research. Those changes may be reviewed by the full committee or just the chair, depending on their feedback and directions.

Please work with your dissertation chair to schedule your proposal defense, as each program has different policies regarding when and how proposal defenses take place.

Note: Students must be enrolled in courses in the semester in which they defend their proposal.

Formal approval is indicated by committee members’ signatures on the Dissertation Proposal Approval form . This form, along with the CV of any committee member who is not on the GSEHD faculty, must be submitted to the Office of Student Life ( [email protected] ) to become an official part of your academic record.

Next: Obtain Permission to Collect Data after the Proposal Defense

Following an approved proposal defense, you must determine if your study requires Office of Human Research (OHR) / Institutional Review Board (IRB) review and seek appropriate approval to proceed with research.

The Office of Human Research assesses whether (a) the proposed research will expose human participants to risks, (b) practical precautions have been taken to minimize and inform the participants of those risks, and (c) the remaining risks are justified by the potential benefits of the research.

You are not authorized to collect data for your dissertation until you have received OHR/IRB approval.

This section outlines the IRB process. Before submitting a proposal to the IRB, the student (and chair or whoever is acting as the PI for the study) must complete Collaborative Institutional Training Initiative (CITI) online training .

Step 1 Signed Dissertation Proposal Approval Form is submitted to [email protected]

Step 2 Determine if your study requires IRB approval (see below)

Step 3 If IRB approval is needed, work with dissertation chair to submit forms via the online GW iRIS system

Step 4 Dissertation chair, and then departmental rep review and approve via GW iRIS system

Step 5 OHR reviews and approves via GW iRIS system

Note: You will use the online GW iRIS system to submit all required documentation to get your study approved by IRB.

To determine if your study requires IRB review, submit a Human Research Determination form in the GW iRIS system.

  • If it is determined that your research does not warrant IRB oversight, complete the Certification of Research Exclusion form and submit it to IRB.
  • If your study requires IRB approval, please work with your dissertation chair to prepare and submit your electronic IRB approval forms via the GW iRIS system.

The Office of Human Research may communicate directly with you to ask for further clarifications or additional protections for human participants.

If you do not receive approval , you should consult with your dissertation committee chair about how to proceed.

If you need to make changes to your study after it has been approved, you must file a request with the IRB to modify your study. No modifications can be made until you receive approval.

Students who have an IRB designation of “expedited” or “full review” must submit a Continuing Review form to the Office of Human Research every 12 months.

  Step 3: Enter the Research Phase

Once you have received approval from your dissertation committee and OHR/IRB, you may enter the research/data collection phase of the project.

Candidates will enroll in CNSL, CPED, EDUC, HOL, SEHD, or SPED 8999 while conducting dissertation research. Candidates will take a minimum of 12 and maximum of 24 credits of 8999 , at a rate of three or six credit hours each fall and spring semester, until they successfully defend their dissertation or reach a total of 24 credits. Summer registration is optional.

After completing 24 credit hours of 8999, candidates can register for one credit hour of Continuing Doctoral Research (CNSL, CPED, EDUC, HOL, SEHD, or SPED 0940) each fall and spring semester until they defend their dissertations. Registration in 0940 for dissertation research is not permitted until you have completed 24 credits of 8999.

Half- or Full-Time Certification : GSEHD can certify students as half- or full-time while they are enrolled in Dissertation Research using a Half-Time/Full-Time Certification Form . For most forms of financial assistance, this will make you eligible to either receive aid or defer previous loans. Please work with the Financial Aid Office to confirm that this applies to your situation. GSEHD can also certify international students as full-time for visa purposes while they are enrolled in Dissertation Research; please reach out to the International Services Office for more information.

  • Enroll in CNSL, CPED, EDUC, HOL, SEHD, or SPED 8999
  • Submit Half-Time/Full-Time Certification Form if needed
  • Conduct Research

  Step 4: Complete Written Dissertation

Continue building on your dissertation proposal, using the same template and formatting ( as detailed again below ).

  • Please note, these are guidelines only and alternative formats are permitted, with permission. Write the body of the manuscript (chapters, bibliography and appendices) in a style appropriate for your field of study or GSEHD's school-specific guidelines.
  • University formatting requirements apply to the font type and size, page margins, page numbering, page order and line spacing for the entire document and to the content and formatting of the front pages.
  • Ensure that your document is accessible for everyone, including people with disabilities, by following standard guidelines. Learn more about creating an accessible dissertation >

In addition, you are required to use a recognized scholarly format for the dissertation, typically the Publication Manual of the American Psychological Association (Seventh Edition).

When planning a thesis defense, keep in mind university ProQuest submission deadlines , the time that the examining committee requires to read the thesis, as well as time needed after the defense for revisions. You'll want to begin planning with your committee to determine the timeline for review/approval in order to meet your desired graduation date and the associated deadlines.

Start with your final deadline and back up from there to determine a deadline for each step. Work with your chair/committee to determine availability and feasibility and set firm dates.

  • Start with the ProQuest submission deadline for the semester you plan to graduate. We strongly recommend that you upload your dissertation at least one week prior to the deadline to allow sufficient time to make any required formatting changes to your document.
  • Work with your committee to schedule the date for your oral examination ( note the "last day to defend" deadline ), ensuring there is enough time to make any needed edits before the ProQuest deadline. ( If you do not submit your final dissertation before this deadline, you will have to wait until the next semester to graduate .)
  • The final dissertation and Request for Dissertation Defense Form must be submitted at least 30 days prior to the desired defense date .
  • The committee must review and approve the written dissertation document before you can submit the request form. You'll want to allow at least 30 days for the committee to review your proposed final draft, provide their feedback, make needed edits, and complete the cycle as needed.
  • This timeline should provide the date that you need to have your finalized draft completed. You might work with your chair to set milestones and deadlines throughout the writing process as well.

If your dissertation includes extended quotations, published scales or tests, or other material owned by others, be sure to seek permission from the author(s) or publisher ( view sample letter ).

If you intend to use your own previous or future publications , including co-authored works, the publisher must grant you permission, and it may impact your ETD publishing options.

It is recommended that you begin considering several publication issues, such as copyrighting your work and copyright compliance, creative commons licenses, publishing options, etc., before you are ready to submit your final draft.

Because obtaining copyright permissions takes time, start this process long before you are ready to submit your manuscript to the ProQuest ETD Administrator. For guidance on copyright, direct your questions to the Libraries’ Compliance Officer.

  Step 5: Defend Your Dissertation in an Oral Examination

Once your dissertation document is completed and approved by your committee, you will complete an Oral Examination (AKA Oral Defense or Dissertation Defense). This is a formal presentation and examination of your research and findings to a five-member committee. You will demonstrate your competency and understanding of the subject matter and the significance of your research contribution, as well as your ability to think critically, respond to questions, and engage in scholarly discourse with experts in the field. The committee will determine if the dissertation is acceptable and whether you satisfactorily defended it.

In order to defend, students must:

Submit all dissertation materials at least 30 days in advance of the defense and by the posted deadlines .

Have completed all program requirements, including at least 12 credits of dissertation research (8999), and successfully defended their proposal (IPGs in 0940, 8998, and 8999 are permitted).

Be registered and in good academic standing in the semester of defense.

Students will usually be registered in 8999 or 0940 during their defense. They may also occasionally be registered in Continuous Enrollment (CE), a zero-credit, zero-cost option.

Not have an active academic standing or time limit hold on their account. If students do have one of these holds, they must appeal to PMAC to either resolve the academic standing issue or receive a time extension before becoming eligible to defend.

Receive approval from their chair and committee that the dissertation document is ready to defend.

Step 1 : If you have met the above requirements and your committee has approved your written dissertation document, you must submit the Request for Dissertation Oral Examination .

  • Dissertation Approval Form
  • CVs of any committee members who are not current GW faculty members, if not previously submitted
  • Once the dissertation is submitted to the Office of Student Life, no changes can be made to the document before the oral examination.
  • Please note, these materials must be submitted in full at least 30 days before your dissertation defense. Partial submissions cannot be accepted.
  • -OR- For students following timeline 2, submit a Continuous Enrollment Form for the following semester to [email protected] , then submit the application to graduate by that semester's deadline.

Students can choose between two formats to defend their dissertation:

A virtual defense, which will be conducted via a scheduled Webex meeting.

An in-person defense, which will be conducted on either the Foggy Bottom or VSTC campus.

During an in-person defense, no more than one committee member may participate virtually, and the candidate and the chair must be present at the site of the examination.

The dissertation oral examination is in an open meeting that is publicly announced ( see the calendar below ). Guests may attend, and you may wish to attend another student’s defense before your own to familiarize yourself with the format. Please notify the candidate if you plan to attend a defense.

The dissertation oral examination committee includes five members:

The dissertation committee chair (nonvoting)

The two other committee members

Two additional examiners (The dissertation chair contacts and secures the additional examiners.)

If desired, the student can ask an additional GSEHD faculty member to participate as a nonvoting, non-questioning presider. Students may choose to do so if there is a faculty member who they would like to be involved without taking on official committee duties.

All committee members and examiners must agree on a date, time, and format (in-person or virtual) for the defense.

See the " committee " section above for additional details and requirements.

Presider : One of the committee members, other than the chair, will serve as the presider. The presider directs the defense using the instructions set forth in the Presider Memo (linked below).

The committee member serving as presider may be an active examiner, participating in the questioning of the candidate and the votes.

-OR- The presider may not be a member of the examining committee and are present solely to moderate. (They do not have a voting or examining role.)

The presider must be a GSEHD faculty member (tenure track, contract, or visiting).

Chair Responsibilities :

Assist candidate in completing and submitting the following forms to the Office of Student Life at least 30 calendar days in advance of the dissertation defense and in agreement with all specified deadlines .

Request for Dissertation Oral Examination form (online form)

Dissertation Approval Form (submitted through online form above). Before signing the Dissertation Approval Form, committee members should be satisfied that the document is ready to defend. Once the dissertation is submitted to the Office of Student Life, no changes can be made to the document before the oral examination.

The chair, usually in collaboration with the candidate, is to arrange for additional examiners to join the committee and arrange a date and time for the oral examination. These steps are indicated on the Request for Dissertation Oral Examination form.

Doctoral Candidate Responsibilities :

Submit all materials via the Request for Dissertation Oral Examination form online at least 30 calendar days in advance of your dissertation defense and in agreement with all specified deadlines . ( see "eligibility" section above for more information )

Distribute copies of the final dissertation to the members of the examining committee at least 30 days before the scheduled date of the oral examination.

Office of Student Life Responsibilities :

Review the student’s academic history and report any discrepancies to the student. Any remaining grades of “IPG” in 8998, 8999, or 0940 will be converted to grades of “credit” as part of the review process.

Review the membership of the proposed dissertation oral examination committee for compliance with GSEHD regulations.

Make logistical arrangements for the defense by reserving the physical room or creating the virtual meeting.

Set-up of the room

Candidate and chairperson at one end of table, presider at other end, examiners along sides, any observers along walls.

Examination Session

Open the examination by indicating name of the candidate and degree

Statement of the purpose of the examination, which is to determine whether the dissertation is acceptable and whether the candidate satisfactorily defends it.

These decisions will be made at the conclusion of the examination by the four examiners. (The chair is present but does not participate in the examination or the decision.)

Permit the candidate to make a brief introductory statement

Keep the statement to about five minutes (optional). It is not necessary to summarize the content of the dissertation. Tell the examiners anything that may be helpful to them in understanding the research, your background, or the relationship between the two.

Each examiner will be given an opportunity to introduce questions. Once a question has been introduced, any other examiner who is interested in the same general area may feel free to enter the questioning at that point.

It is hoped that the initial questioning will proceed expeditiously enough that there will be an opportunity for a second round.

Decision Period

The candidate and all observers will leave the room, or enter a breakout room if the defense is being conducted virtually, while the committee considers the acceptability of the dissertation document.

The committee will discuss their decision. There will be a motion, and when that motion is seconded, a vote will take place. Two negative votes defeat a motion.

After decision is made – bring the candidate and guests back into the room and announce the results.

At the conclusion of the examination phase of the defense, the candidate and all observers are asked to leave the room while the committee considers the acceptability of both the dissertation defense and the dissertation document.

Possible decisions:

Accept : All errors are corrected, and recommendations which had consensus in the course of the examination are incorporated. The examiners delegate to the chairperson the responsibility for seeing that this is done.

Accept conditionally : Any examiner who cares to do so may withhold his or her approval until the revised document has been submitted to him or her and is approved.

Reject conditionally : The examiners establish conditions under which the dissertation may be reconsidered and accepted. This may or may not include another oral exam.

Reject : The dissertation is judged totally unacceptable. The candidate has no alternative except to produce a new study, if permitted to continue.

If the dissertation defense is successful , the student must make any required edits and submit the final version of the document to ProQuest before the ETD deadline . ( see " final steps " section below for more information ).

A student who is unable to make the required revisions before the deadline may enroll in Continuous Enrollment (CE)* in the subsequent semester to finish and submit the revisions. If the revisions are accepted, the student will graduate that semester. A student who does not have final committee approval for the dissertation within two semesters will be terminated from the doctoral program.

*Please note: CE status, a zero-credit option, is limited to two semesters. International students living in the US are not eligible for CE and should enroll in 0940 if they require an additional semester to make edits to their dissertation document.

If the dissertation document is acceptable but the oral defense is unsuccessful , the student may request a second oral defense. On the second attempt, a student must pass the oral defense and have the dissertation voted acceptable by the committee. If the student fails both oral defenses, the student is automatically removed from the doctoral program, and must appeal to the Post-Master’s Appeals Committee for reinstatement if interested in continuing.

  • Enroll in 8999 or 0940 course or CE for semester
  • Receive approval from chair/committee to proceed with defense via Dissertation Approval Form
  • Submit Request for Dissertation Oral Examination and all required documentation and distribute copies of final dissertation to examining committee (at least 30 days before defense)
  • Submit Application for Graduation -or- Continuous Enrollment Form for next semester

 Scheduled Dissertation Defenses

  • Once a defense has been scheduled, it will be placed on the calendar below.
  • Guests may attend, but please notify the candidate if you plan to attend a defense.

 Step 6: Final Steps Following Dissertation Oral Exam

Once you have successfully completed the oral defense, you must:

  • Work with chair to make edits : Make any final edits to the document based on your committee’s feedback, and, if necessary, obtain approval/signatures from committee members.
  • Decide whether you want to copyright your work : GW generally discourages students from copyrighting their dissertation unless the research has some commercial value. Please see the GW Electronic Thesis and Dissertation (ETD) Best Practices for more information regarding open access vs. traditional publishing and copyright. Direct questions to the Libraries’ Compliance Officer. ProQuest will assess a $95 fee for open access publishing.
  • Submit Electronic Thesis and Dissertation (ETD) Approval Form : After your chair/committee approves the final draft, both you and your chair must sign the ETD Approval Form and submit it to [email protected] . If you do not yet have an ETD submission number when you are filling out the form, you may leave that item blank.
  • Doctoral Candidates Only, Complete the Certification Page (this replaces the signature page in the electronic document): Insert it in the electronic dissertation immediately after the title page ( view sample ). Fill in the date of your dissertation defense and the names and professorial titles of the members of your committee (Only include your dissertation director(s) and the two readers who are members of the core research proposal committee).
  • A dissertation or thesis should only be uploaded AFTER the faculty adviser has signed off on the final, approved version of the thesis or dissertation.
  • The Steps in ETD Submission website will guide you through the process of electronically submitting your dissertation to ProQuest.
  • The document must be converted to a PDF before uploading. Be sure to check your PDF page by page to make sure the conversion worked correctly with no missing pages, errors in images or fonts, etc. Refer to ProQuest's tips on preparing manuscripts , including how to embed fonts in your document.
  • Submit the completed ETD Access Approval Form to [email protected] when you have uploaded your dissertation to ProQuest.
  • We strongly recommend that you upload your thesis or dissertation at least one week prior to the ETD Approval Deadline to allow sufficient time to make any required formatting changes to your document. (Note: a single formatting review takes about 2 business days to complete. If you have substantial formatting edits to make, this approval process can take several business days.)

  • To check the status of your submission, log into your ETD Account and click on the tab labeled My ETDs. The status is displayed as a hyperlink next to the Status field.
  • Submit Survey of Earned Doctorates : The University requires students to submit the Survey of Earned Doctorates (SED) before clearing you for graduation. Please complete the questionnaire online and send your certificate of completion to [email protected] .
  • Finalize IRB logistics : If required, complete the Study Closure Form to terminate your research and submit it to the Principal Investigator (PI) for signature. Exempt studies do not require a closure form. You should submit this form through the iRIS system and reach out to the IRB office directly with any questions at 202-994-2715 or [email protected] .
  • Finalize GSEHD logistics : Notify GSEHD’s Office of Student Life ( [email protected] ) if the title of your dissertation has changed, or if you have any questions about the process. Otherwise, you will receive your graduation clearance from us after Gelman Library accepts your submission.

Former President Donald Trump will speak at the Republican National Convention on Thursday after he formally clinched the party’s nomination , bringing renewed attention to Project 2025, a conservative think tank’s wide-ranging blueprint for a potential second Trump term that covers everything from recruiting like-minded personnel to eliminating entire agencies—a platform assembled partly by ex-Trump staffers, though the former president has tried to distance himself.

Project 2025, spearheaded by the Heritage Foundation with help from more than 100 other conservative groups , is a multi-part plan for the next conservative administration—namely a Trump presidency—which includes a LinkedIn-style database for presidential personnel hopefuls, training programs for executive branch positions and an as-yet-unreleased “playbook” laying out what Trump should do in his first 180 days.

Though the project is led by the Heritage Foundation and other private third-party groups and is not formally tied to Trump, who has tried to distance himself from the operation, its proposals were developed in part by former members of his administration and other Trump allies, and the ex-president has previously praised Heritage for its policy work.

The project has drawn the most attention for its “Mandate for Leadership,” a 900-page proposed policy agenda that describes itself as a “plan to unite the conservative movement and the American people against elite rule and woke culture warriors,” laying out plans for all aspects of the executive branch.

Personnel: Project 2025 broadly proposes to insert far more political appointees who are ideologically aligned with the president into the executive branch—replacing many of the nonpartisan career civil servants who serve in it now—proposing an executive order that would put political appointees into any “confidential, policy-determining, policymaking, or policy-advocating positions” (which Trump previously did at the end of his presidency, but President Joe Biden then overturned it).

Federal Agencies: It proposes a scaled-down federal government, including the abolishment of multiple agencies—including the Department of Education, Department of Homeland Security, National Oceanic and Atmospheric Administration and Consumer Financial Protection Bureau—whose remaining departments would be folded into other agencies or privatized, including the Transportation Security Administration.

Transgender Rights: Transgender rights and gender identity beyond biological sex are roundly rejected, with such steps as reinstating the ban on transgender Americans serving in the military, prohibiting public school educators from referring to students by anything other than their birth name and pronouns without parental permission, and ensuring no federal funds are used to provide gender-affirming care.

DEI and LGBTQ Rights: Project 2025 seeks to eliminate diversity, equity and inclusion programs from throughout the federal government and in universities, and while it doesn’t outlaw same-sex marriage, it supports “nuclear families” that include a “married mother, father, and their children,” and calls for restricting laws that bar discrimination on the basis of sex to exclude sexual orientation and gender identity.

Climate Change: The proposal would undo much of the federal government’s climate work, including by leaving the Paris Climate Agreement, overhauling the Department of Energy to promote oil and natural gas and deemphasize green energy sources, removing the Department of Agriculture’s focus on sustainability and curtailing climate research.

Abortion: While Project 2025 doesn’t explicitly call for an abortion ban, it would take many steps to restrict the procedure, including directing the Food and Drug Administration to revoke its approval of abortion drug mifepristone, using the Comstock Act to block any abortion equipment or medication from being mailed—which abortion rights advocates have said would be a “backdoor” way to ban abortion—barring federal funds being used to provide healthcare coverage for abortion and requiring states to report all abortions that take place there to the federal government.

Education: Project 2025 emphasizes a “school choice” policy that directs public funds to be used for students to attend private or religious schools, bars “critical race theory” from being taught in federally funded schools and advocates for legislation that would allow parents to sue schools they feel have acted improperly—such as by teaching controversial subjects or requiring students to disclose information about their religious beliefs.

Student Loans: Student loan relief efforts would come to an end—including the public service loan forgiveness program and income-driven repayment plans—as the proposal states “borrowers should be expected to repay their loans.”

Big Tech: TikTok would be banned, and the proposal calls for reforming Section 230 —which shields tech companies and social media networks from being sued over content on their platforms—and allowing laws like those passed in Florida and Texas that seek to punish social media companies who ban or suspend users based on their “viewpoints.”

Justice Department: Project 2025 calls for a “top-to-bottom overhaul” of the DOJ and FBI that gets rid of what it calls an “unaccountable bureaucratic managerial class and radical Left ideologues,” proposing an agency that would be more focused on violent crime and filing litigation that’s “consistent with the President’s agenda” and filled with far more political appointees; it also proposes prohibiting the FBI from investigating misinformation or making “politically motivated” moves against U.S. citizens.

Taxes: Project 2025 would seek to get rid of current tax rates and most deductions and credits, instead proposing a 15% rate for anyone under the Social Security wage base ( $168,000 in 2024) and 30% for taxpayers earning more than that—which means the lowest-income taxpayers will now pay more and some higher earners will pay less, and it would also lower the corporate income tax rate to 18%.

Federal Reserve: The project seeks to reform the Federal Reserve by “tak[ing] the monetary steering wheel out of [its] hands and return[ing] it to the people,” which the authors propose could be done by getting rid of the government’s control over the nation’s money entirely—instead leaving it up to banks—or returning to the gold standard, in which the dollar’s value would be tied to a specific weight of gold.

Foreign Relations: Project 2025 emphasizes opposing China, which it describes as “a totalitarian enemy of the United States,” and directs the U.S. to pull out of international organizations when they don’t serve the administration’s interests, including the World Health Organization and various United Nations agencies.

Healthcare: Project 2025 does not seek to overturn the Affordable Care Act, but would make significant cuts to Medicaid and impose work requirements to receive coverage, as well as reform Medicare—including by making Medicare Advantage, a paid supplement to Medicare, the default option for patients.

Is Trump Involved With Project 2025?

Trump has denied any connection to Project 2025, claiming on Truth Social last week that he has “nothing to do with them,” has “no idea” who’s behind the plan and finds some of its ideas “absolutely ridiculous and abysmal.” But many aren’t buying his claims: The team behind Project 2025 includes 140 people who worked for Trump in his administration, according to CNN , including six former Cabinet secretaries and four people he nominated as ambassadors. The ex-president has also seemingly endorsed the project in the past, saying at a 2022 dinner for the Heritage Foundation that the group was “going to lay the groundwork and detail plans for exactly what our movement will do … when the American people give us a colossal mandate.”

What Impact Could Project 2025’s Policies Have?

Experts have warned Project 2025’s proposals could have seismic impacts on how the federal government operates if carried out. In an article for Justia , criminal defense attorney and former prosecutor John May suggested Project 2025’s language endorsing the executive branch being able to “restrain the excesses” of the judicial branch and Congress means “if the President wants to, the President can defy any decision of the Supreme Court, any legislation by Congress, maybe even the act of impeachment and removal from office.”

Who’s Behind Project 2025?

The main team behind Project 2025 includes Heritage Foundation director Paul Gans and former Trump White House personnel leaders Spencer Chretien (who also served as Trump’s special assistant) and Troup Hemenway, according to the project’s website. Other groups listed as participating in the project include ex-Trump adviser Stephen Miller’s America First Legal, legal group Alliance Defending Freedom, Liberty University, Susan B. Anthony Pro-Life America and Turning Point USA. The 900-page policy agenda was co-authored by a series of conservative figures, with chapters penned by such Trump allies as former Housing Secretary Dr. Ben Carson, former Deputy Homeland Security Secretary Ken Cuccinelli, former HHS Civil Rights Director Roger Severino and former Trump advisor Peter Navarro, who went to prison in March for contempt of Congress.

Will Trump Have To Follow Project 2025’s Plans?

Trump will not be under any obligation to follow Project 2025’s proposals if he wins the presidency, though history suggests he’ll listen to at least some of them. The Heritage Foundation made a similar policy proposal for Trump ahead of his presidency in 2016, and boasted two years into his tenure that Trump had already followed 64% of its recommendations, CBS News notes .

Would Project 2025 Change Social Security?

One area that Project 2025 doesn’t touch on is Social Security benefits and any potential cuts to the program, even as proposals outline changes to numerous other government “entitlements.” Changing Social Security and making cuts to its spending has been a priority for the GOP for decades, though the American public has long opposed slashing benefits. Republicans’ efforts have waned under Trump, however, and the ex-president publicly claimed in March he “will never do anything that will jeopardize or hurt Social Security or Medicare,” after he came under fire for suggesting otherwise in an interview with CNBC.

Surprising Fact

While much of Project 2025’s policy agenda concerns federal agencies, the proposal has also gotten attention for its call to outlaw all pornography, which it claims is tied to “the omnipresent propagation of transgender ideology and sexualization of children” and is not protected under the First Amendment. Project 2025 calls not only for pornography to be made illegal, but also for anyone involved with its production and distribution to be imprisoned, for any librarians or educators who “purvey it” to be registered as sex offenders and for telecommunications and technology firms that facilitate its distribution to be shut down.

Key Background

The Heritage Foundation’s practice of laying out a policy roadmap for a future Republican administration actually dates back to the Reagan era, founder Edwin J. Feulner noted in the afterword of the 2025 edition. The organization first laid out a blueprint in 1981 that President Ronald Reagan ultimately adopted, fulfilling half of its recommendations by the end of his first year in office. The Heritage Foundation has continued to come out with blueprints for potential conservative presidents each election since, it notes, and its 2025 Mandate for Leadership was published in 2023. While it came out last year, Project 2025 gained new attention in the past week since Trump disavowed it—sparking a wave of reports highlighting his ties to the figures behind the project that debunk his claims. Democrats have also used the controversial proposal as a key talking point and argument for why the left should unite behind President Joe Biden and focus on defeating Trump, particularly as Biden’s candidacy has come under widespread scrutiny in the wake of the president’s poor debate performance in June.

How To Write A Research Proposal

A Straightforward How-To Guide (With Examples)

Writing up a strong research proposal for a dissertation or thesis is much like a marriage proposal. It’s a task that calls on you to win somebody over and persuade them that what you’re planning is a great idea. An idea they’re happy to say ‘yes’ to. This means that your dissertation proposal needs to be   persuasive ,   attractive   and well-planned. In this post, I’ll show you how to write a winning dissertation proposal, from scratch.

Before you start:

– Understand exactly what a research proposal is – Ask yourself these 4 questions

The 5 essential ingredients:

  • The title/topic
  • The introduction chapter
  • The scope/delimitations
  • Preliminary literature review
  • Design/ methodology
  • Practical considerations and risks 

What Is A Research Proposal?

The research proposal is literally that: a written document that communicates what you propose to research, in a concise format. It’s where you put all that stuff that’s spinning around in your head down on to paper, in a logical, convincing fashion.

Convincing   is the keyword here, as your research proposal needs to convince the assessor that your research is   clearly articulated   (i.e., a clear research question) ,   worth doing   (i.e., is unique and valuable enough to justify the effort), and   doable   within the restrictions you’ll face (time limits, budget, skill limits, etc.). If your proposal does not address these three criteria, your research won’t be approved, no matter how “exciting” the research idea might be.

How do I know I’m ready?

Before starting the writing process, you need to   ask yourself 4 important questions .  If you can’t answer them succinctly and confidently, you’re not ready – you need to go back and think more deeply about your dissertation topic .

You should be able to answer the following 4 questions before starting your dissertation or thesis research proposal:

  • WHAT is my main research question? (the topic)
  • WHO cares and why is this important? (the justification)
  • WHAT data would I need to answer this question, and how will I analyse it? (the research design)
  • HOW will I manage the completion of this research, within the given timelines? (project and risk management)

If you can’t answer these questions clearly and concisely,   you’re not yet ready   to write your research proposal – revisit our   post on choosing a topic .

If you can, that’s great – it’s time to start writing up your dissertation proposal. Next, I’ll discuss what needs to go into your research proposal, and how to structure it all into an intuitive, convincing document with a linear narrative.

The 5 Essential Ingredients

Research proposals can vary in style between institutions and disciplines, but here I’ll share with you a   handy 5-section structure   you can use. These 5 sections directly address the core questions we spoke about earlier, ensuring that you present a convincing proposal. If your institution already provides a proposal template, there will likely be substantial overlap with this, so you’ll still get value from reading on.

For each section discussed below, make sure you use headers and sub-headers (ideally, numbered headers) to help the reader navigate through your document, and to support them when they need to revisit a previous section. Don’t just present an endless wall of text, paragraph after paragraph after paragraph…

Top Tip:   Use MS Word Styles to format headings. This will allow you to be clear about whether a sub-heading is level 2, 3, or 4. Additionally, you can view your document in ‘outline view’ which will show you only your headings. This makes it much easier to check your structure, shift things around and make decisions about where a section needs to sit. You can also generate a 100% accurate table of contents using Word’s automatic functionality.

Ingredient #1 – Topic/Title Header

Your research proposal’s title should be your main research question in its simplest form, possibly with a sub-heading providing basic details on the specifics of the study. For example:

“Compliance with equality legislation in the charity sector: a study of the ‘reasonable adjustments’ made in three London care homes”

As you can see, this title provides a clear indication of what the research is about, in broad terms. It paints a high-level picture for the first-time reader, which gives them a taste of what to expect.   Always aim for a clear, concise title . Don’t feel the need to capture every detail of your research in your title – your proposal will fill in the gaps.

Ingredient #2 – Introduction

In this section of your research proposal, you’ll expand on what you’ve communicated in the title, by providing a few paragraphs which offer more detail about your research topic. Importantly, the focus here is the   topic   – what will you research and why is that worth researching? This is not the place to discuss methodology, practicalities, etc. – you’ll do that later.

You should cover the following:

  • An overview of the   broad area   you’ll be researching – introduce the reader to key concepts and language
  • An explanation of the   specific (narrower) area   you’ll be focusing, and why you’ll be focusing there
  • Your research   aims   and   objectives
  • Your   research question (s) and sub-questions (if applicable)

Importantly, you should aim to use short sentences and plain language – don’t babble on with extensive jargon, acronyms and complex language. Assume that the reader is an intelligent layman – not a subject area specialist (even if they are). Remember that the   best writing is writing that can be easily understood   and digested. Keep it simple.

The introduction section serves to expand on the  research topic – what will you study and why is that worth dedicating time and effort to?

Note that some universities may want some extra bits and pieces in your introduction section. For example, personal development objectives, a structural outline, etc. Check your brief to see if there are any other details they expect in your proposal, and make sure you find a place for these.

Ingredient #3 – Scope

Next, you’ll need to specify what the scope of your research will be – this is also known as the delimitations . In other words, you need to make it clear what you will be covering and, more importantly, what you won’t be covering in your research. Simply put, this is about ring fencing your research topic so that you have a laser-sharp focus.

All too often, students feel the need to go broad and try to address as many issues as possible, in the interest of producing comprehensive research. Whilst this is admirable, it’s a mistake. By tightly refining your scope, you’ll enable yourself to   go deep   with your research, which is what you need to earn good marks. If your scope is too broad, you’re likely going to land up with superficial research (which won’t earn marks), so don’t be afraid to narrow things down.

Ingredient #4 – Literature Review

In this section of your research proposal, you need to provide a (relatively) brief discussion of the existing literature. Naturally, this will not be as comprehensive as the literature review in your actual dissertation, but it will lay the foundation for that. In fact, if you put in the effort at this stage, you’ll make your life a lot easier when it’s time to write your actual literature review chapter.

There are a few things you need to achieve in this section:

  • Demonstrate that you’ve done your reading and are   familiar with the current state of the research   in your topic area.
  • Show that   there’s a clear gap   for your specific research – i.e., show that your topic is sufficiently unique and will add value to the existing research.
  • Show how the existing research has shaped your thinking regarding   research design . For example, you might use scales or questionnaires from previous studies.

When you write up your literature review, keep these three objectives front of mind, especially number two (revealing the gap in the literature), so that your literature review has a   clear purpose and direction . Everything you write should be contributing towards one (or more) of these objectives in some way. If it doesn’t, you need to ask yourself whether it’s truly needed.

Top Tip:  Don’t fall into the trap of just describing the main pieces of literature, for example, “A says this, B says that, C also says that…” and so on. Merely describing the literature provides no value. Instead, you need to   synthesise   it, and use it to address the three objectives above.

 If you put in the effort at the proposal stage, you’ll make your life a lot easier when its time to write your actual literature review chapter.

Ingredient #5 – Research Methodology

Now that you’ve clearly explained both your intended research topic (in the introduction) and the existing research it will draw on (in the literature review section), it’s time to get practical and explain exactly how you’ll be carrying out your own research. In other words, your research methodology.

In this section, you’ll need to   answer two critical questions :

  • How   will you design your research? I.e., what research methodology will you adopt, what will your sample be, how will you collect data, etc.
  • Why   have you chosen this design? I.e., why does this approach suit your specific research aims, objectives and questions?

In other words, this is not just about explaining WHAT you’ll be doing, it’s also about explaining WHY. In fact, the   justification is the most important part , because that justification is how you demonstrate a good understanding of research design (which is what assessors want to see).

Some essential design choices you need to cover in your research proposal include:

  • Your intended research philosophy (e.g., positivism, interpretivism or pragmatism )
  • What methodological approach you’ll be taking (e.g., qualitative , quantitative or mixed )
  • The details of your sample (e.g., sample size, who they are, who they represent, etc.)
  • What data you plan to collect (i.e. data about what, in what form?)
  • How you plan to collect it (e.g., surveys , interviews , focus groups, etc.)
  • How you plan to analyse it (e.g., regression analysis, thematic analysis , etc.)
  • Ethical adherence (i.e., does this research satisfy all ethical requirements of your institution, or does it need further approval?)

This list is not exhaustive – these are just some core attributes of research design. Check with your institution what level of detail they expect. The “ research onion ” by Saunders et al (2009) provides a good summary of the various design choices you ultimately need to make – you can   read more about that here .

Don’t forget the practicalities…

In addition to the technical aspects, you will need to address the   practical   side of the project. In other words, you need to explain   what resources you’ll need   (e.g., time, money, access to equipment or software, etc.) and how you intend to secure these resources. You need to show that your project is feasible, so any “make or break” type resources need to already be secured. The success or failure of your project cannot depend on some resource which you’re not yet sure you have access to.

Another part of the practicalities discussion is   project and risk management . In other words, you need to show that you have a clear project plan to tackle your research with. Some key questions to address:

  • What are the timelines for each phase of your project?
  • Are the time allocations reasonable?
  • What happens if something takes longer than anticipated (risk management)?
  • What happens if you don’t get the response rate you expect?

A good way to demonstrate that you’ve thought this through is to include a Gantt chart and a risk register (in the appendix if word count is a problem). With these two tools, you can show that you’ve got a clear, feasible plan, and you’ve thought about and accounted for the potential risks.

Tip – Be honest about the potential difficulties – but show that you are anticipating solutions and workarounds. This is much more impressive to an assessor than an unrealistically optimistic proposal which does not anticipate any challenges whatsoever.

Final Touches: Read And Simplify

The final step is to edit and proofread your proposal – very carefully. It sounds obvious, but all too often poor editing and proofreading ruin a good proposal. Nothing is more off-putting for an assessor than a poorly edited, typo-strewn document. It sends the message that you either do not pay attention to detail, or just don’t care. Neither of these are good messages. Put the effort into editing and proofreading your proposal (or pay someone to do it for you) – it will pay dividends.

When you’re editing, watch out for ‘academese’. Many students can speak simply, passionately and clearly about their dissertation topic – but become incomprehensible the moment they turn the laptop on. You are not required to write in any kind of special, formal, complex language when you write academic work. Sure, there may be technical terms, jargon specific to your discipline, shorthand terms and so on. But, apart from those,   keep your written language very close to natural spoken language   – just as you would speak in the classroom. Imagine that you are explaining your project plans to your classmates or a family member. Remember, write for the intelligent layman, not the subject matter experts. Plain-language, concise writing is what wins hearts and minds – and marks!

Nursing aide turned sniper: Thomas Crooks' mysterious plot to kill Trump

BUTLER, Pa. – Donald Trump and would-be assassin Thomas Crooks started on their violent collision course long before the former president's political rally ended in gunshots and death.

Crooks, 20, was a one-time registered Republican, a nursing home worker with no criminal record, shy in school, and living in a decent middle-class neighborhood in suburban Pennsylvania with his parents. Trump, 78, was eyeing Crooks' state as a key battleground – but not in the way that anyone envisioned on Saturday.

Riding high on polls showing that he's got a strong chance of toppling President Joe Biden, the former president had been campaigning for reelection in swing states, and Pennsylvania is a key prize. Trump won the state in 2016 but lost it four years later.

And on July 3, Trump's campaign announced he would hold a rally at the Butler Farm Show grounds, about 30 miles north of Pittsburgh.

"Pennsylvania has been ravaged by monumental surges in violent crime as a direct result of Biden’s and Democrats’ pro-criminal policies," Trump's campaign said in announcing the event, noting that when he's elected, he'll "re-establish law and order in Pennsylvania!"

The Saturday attack on Trump turned the heated rhetoric of the 2024 presidential campaign freshly violent. Authorities said bullets fired from Crooks' AR-15 style rifle about 150 yards away grazed Trump's ear, killed a rally attendee as he dove to protect his family, and critically wounded two others. Secret Service agents killed Crooks moments later.

Attack planned well in advance

Investigators are still seeking Crooks' motive – despite his Republican leanings, he had donated recently to a progressive voter-turnout campaign in 2021 – but indicated he'd planned the attack well in advance.

The shooting marks the first assassination attempt against a former or current U.S. president since President Ronald Reagan was injured in a March 1981 shooting at a Washington, D.C., hotel. 

There are many questions about why Crooks turned into a would-be presidential assassin, firing indiscriminately into hordes of political supporters.

FBI special agent Kevin Rojek said on a call with media that law enforcement located "a suspicious device" when they searched Crooks' vehicle and that it's being analyzed at the FBI crime lab.

"As far as the actions of the shooter immediately prior to the event and any interaction that he may have had with law enforcement, we're still trying to flesh out those details now," Rojek said.

None of Crooks' shocked neighbors or high school classmates described him as violent or that he in any way signaled he was intent on harming Trump. Sunday morning, reporters and curious locals swarmed the leafy streets of the home where Crooks lived with his parents in Bethel Park, about 50 miles from the shooting scene.

Those who knew him described a quiet young man who often walked to work at a nearby nursing home. One classmate said he was bullied and often ate alone in high school.

Sunday morning, neighbor Cathy Caplan, 45, extended her morning walk about a quarter mile to glimpse what was happening outside Crooks’ home.“It came on the morning news and I was like ‘I know that street,’” said Caplan, who works for the local school district. "It feels like something out of a movie.”

Dietary aide turned deadly killer

Authorities say they are examining Crooks' phone, social media and online activity for motivation. They said he carried no identification and his body had to be identified via DNA and biometric confirmation.

Although no possible motive has yet been released, Crooks nevertheless embodies the achingly familiar profile of an American mass shooter: a young white man, isolated from peers and armed with a high-powered rifle. His attack was one of at least 59 shootings in the United States on Saturday, according to the Gun Violence Archive.

According to records and online posts of the ceremony, Crooks graduated from Bethel Park High School, about 42 miles from Butler County, on June 3, 2022. That same day, Trump met briefly with investigators at his Mar-a-Lago club in Florida as they examined whether he improperly took classified documents with him when he left the White House.

A classmate remembered Crooks as a frequent target of bullies. Kids picked on him for wearing camouflage to class and his quiet demeanor, Jason Kohler, 21, said. Crooks usually ate lunch alone, Kohler said.

Crooks worked as a dietary aide at the Bethel Park Skilled Nursing and Rehabilitation, less than a mile from his home. In a statement provided to USA TODAY on Sunday, Marcie Grimm, the facility's administrator, said she was "shocked and saddened to learn of his involvement."

Neighbor Dean Sierka, 52, has known Crooks and his parents for years. The families live a few doors apart on a winding suburban street, and Sierka’s daughter, who attended elementary, middle and high school with Crooks, remembers him as quiet and shy. Sierka said they saw Crooks at least once a week, often when he was walking to the nursing home from his parents' three-bedroom brick house.

"You wouldn’t have expected this," Sierka said. "The parents and the family are all really nice people."

"It's crazy," he added.

Secret Service role: Did they do enough?

Founded in 1865, the Secret Service is supposed to stop this kind of attack, and dozens of agents were present Saturday. As the former president and presumptive Republican presidential nominee, Trump's public appearances are managed by the Secret Service, which works with local law enforcement to develop security plans and crowd-management protocols.

In the days before the event, the agency's experts would have scouted the location, identified security vulnerabilities, and designed a perimeter to keep Trump and rally attendees safe. Congress and the Secret Service are now investigating how Crooks was able to get so close to the former president, and several witnesses reported seeing him in the area with the gun before Trump took the stage.

As the event doors opened at 1 p.m., the temperature was already pushing close to 90, and ticketed attendees oozed through metal detectors run by members of the Secret Service's uniformed division. Similar to airport security screenings, rallygoers emptied their pockets to prove they weren't carrying guns or other weapons.

Media reports indicate the Secret Service had in place, as usual, a counter-sniper team scanning the surrounding area for threats.

In an exclusive interview, former Secret Service Director Julia Pierson told USA TODAY that maintaining such a sniper security perimeter is part of the agency's responsibility for safeguarding protectees like Trump from harm. She said agents typically consider 1,000 yards to be the minimum safe distance for sniper attacks.

The Secret Service has confirmed that it is investigating how Crooks got so close to Trump, who took the stage shortly after 6 p.m. Officials say Crooks' rifle was legally obtained but have not yet released specifics.

Outside the venue at that time, Greg Smith says he tried desperately to get the attention of police. He told the BBC that he and his friends saw a man crawling along a roof overlooking the rally. Other witnesses said they also saw a man atop the American Glass Research building outside the official event security perimeter, well within the range of a 5.56 rifle bullet.

"We noticed the guy bear-crawling up the roof of the building beside us, 50 feet away from us," Smith told the BBC. "He had a rifle, we could clearly see him with a rifle."

Smith told the BBC that the Secret Service eventually saw him and his friends pointing at the man on the roof.

"I'm thinking to myself, why is Trump still speaking, why have they not pulled him off the stage?" Smith said. "Next thing you know, five shots rang out."

From his nearby deck, Trump supporter Pat English watched as the former president took the stage to Lee Greenwood's "God Bless the U.S.A.," and attendees raised their cell phones to record.

English had taken his grandson to see the rally earlier but left when it got too hot. From his deck, they listened as Trump began speaking at 6:05 p.m., backed by a crown of red-hatted MAGA supporters waving "fire Joe Biden" signs.

And then gunfire began.

Boom, boom, boom

"I heard a 'boom, boom, boom' and then screams,” English said Sunday. "I could see people running and the police run in."

Trump was saying the word "happened" as the first pop rang out. He reached up to grab his ear as two more shots echoed, and the crowd behind him – and Trump himself – ducked. Plainclothes Secret Service agents piled atop the president as a fusillade of shots rang out, apparently the Secret Service killing Crooks.

The crowd screamed, and the venue's sound system picked up the agents atop Trump planning to move the former president to safety. One yelled, "shooter's down. Let's move, let's move."

The agents then helped Trump back to his feet as they shielded him on all sides.

The sound system then picked up Trump's voice: "Wait, wait," he said, before turning to the audience and triumphantly raising his fist to yell "fight, fight" as the crowd cheered, blood streaming down his face.

By 6:14 p.m. Trump's motorcade was racing from the scene, and in a later statement, Trump's campaign said he was checked out at a local medical facility.

"I was shot with a bullet that pierced the upper part of my right ear," Trump said in a statement. "I knew immediately that something was wrong in that I heard a whizzing sound, shots, and immediately felt the bullet ripping through the skin. Much bleeding took place, so I realized then what was happening."

Firefighter 'hero' gunned down

Outside of the Butler Township Administration Office Sunday afternoon, Pennsylvania Gov. Josh Shapiro identified the rally attendee killed by Crooks as Corey Comperatore, a firefighter, father of two and longtime Trump supporter.

“Corey died a hero,” Shapiro said. “Corey dove on his family to protect them last night at this rally. Corey was the very best of us. May his memory be a blessing.”

Two other Pennsylvanians are still undergoing treatment for their injuries, Shapiro said.

Pennsylvania State Police identified two wounded attendees David Dutch, 57, of New Kensington, and James Copenhaver, 74, of Moon Township. Both are hospitalized and listed in stable condition. Shapiro said he spoke with the family of one victim and received a message from the other.

Biden spoke briefly with Trump on Saturday night, and the president condemned the assassination attempt as “sick.” He said there’s no place for political violence in the U.S. and called on Americans to unite together to condemn it.

But earlier in the week, Biden told campaign donors in a private phone call it was time to stop talking about his own disastrous presidential debate performance and start targeting Trump instead.

"I have one job and that's to beat Donald Trump," Biden said. "We're done talking about the (June 27) debate. It's time to put Trump in the bullseye."

Republicans across the country have used similar language to attack their opponents over the years, and political scientists say violent rhetoric used worldwide almost invariably leads to physical violence.

On Sunday, someone parked a truck-mounted electronic billboard at the gates to the Butler Farm Show grounds reading "Democrats attempted assassination," along with a picture of Trump clutching an American flag, his face overlaid with a bullseye crosshairs.

Authorities say they have not yet determined a motive for Crooks' attack. But in a statement, Trump declared the shooting an act of evil and thanked God for preventing the unthinkable.

"We will fear not, but instead remain resilient in our faith and defiant in the face of wickedness," Trump said.

And he said he'd be back on the campaign trail for the Republican National Convention in Milwaukee, which starts Monday.

"Based on yesterday’s terrible events, I was going to delay my trip to Wisconsin, and the Republican National Convention, by two days," Trump said on his Truth Social account Sunday, "but have just decided that I cannot allow a 'shooter,' or potential assassin, to force change to scheduling, or anything else."
