What do you get?

Grants to fund research infrastructure projects, up to $3 million in Streams 1 and 2, up to $7 million in Stream 3 and up to $4 million in Stream 4.

Who is this for?

Eligible organisations that can support innovative medical research projects to improve health benefits for Australians.

The 2024 National Critical Research Infrastructure initiative invests in research infrastructure to ensure Australian researchers find innovative solutions to complex health problems in areas of unmet medical need. This grant opportunity has four streams.

Stream 1 – Innovation enablers

Addresses an area of unmet medical need by promoting the development and implementation of new research infrastructure by supporting development and/or expansion of research enablers such as biobanks, tissue repositories, novel research platforms, and secure health data environments to create valuable research resources.

Stream 2 – Digitisation of health care

Developing and translating into practice digital therapeutics, artificial intelligence enabled health interventions and technologies (e.g. wearables integrated into clinical practice), applications or other software for use in clinical practice.

Stream 3 – Co-investment partnerships

Utilising co-investment (cash only) with the research sector, state and/or territory governments, and industry, in significant critical research infrastructure (e.g. facilities, personnel and equipment):

  • to support development of research capacity, capability and/or effectiveness in an area of unmet medical need, or
  • to enable Australian research using new platforms, systems and services in an area of unmet medical need.

Stream 4 – mRNA technology enablers

Leveraging and enhancing emerging mRNA technologies, platforms, and/or equipment to accelerate development of mRNA-based vaccines and therapeutics in an area of unmet medical need.

An application may only be submitted to one of the above four streams only. Applicants must specify the stream to which they are applying in their application.

You can apply if you meet the eligibility criteria. The eligibility criteria are a set of rules that describe who we can consider for this grant.

You can apply if you:

  • are an eligible entity
  • have an eligible project
  • have eligible expenditure
  • includes at least one academic organisation and at least one other organisation which may be industry or state/territory government
  • contributes at least 34% of project costs in cash.

The rules are in the grant opportunity guidelines .

Eligible entities

  • have an Australian business number (ABN)
  • are incorporated in Australia

and in accordance with s24 of the Medical Research Future Fund Act 2015 , are one of the following entities:

  • a medical research institute
  • a university
  • a corporate Commonwealth entity
  • a corporation (including businesses and not for profits).

You can’t apply if you are:

  • an organisation, or your project partner is an organisation, included on the National Redress Scheme’s list of Institutions that have not joined or signified their intent to join the Scheme
  • an employer of 100 or more employees that has not complied with the Workplace Gender Equality Act (2012)
  • an individual
  • a partnership
  • an unincorporated association
  • a trust (however, an incorporated trustee may apply on behalf of a trust)
  • a non-corporate Commonwealth entity
  • any organisation not listed in the eligible entity list.

Partner with other organisations

Joint applications are encouraged.

You can partner with one or more other organisations but you must decide who the lead organisation is.

Stream 3 applications must be from a consortia (including the applicant):

  • of at least one academic organisation and at least one other organisation which may be industry or state/territory government
  • with combined cash contributions of at least 34% of the total eligible project costs.

The lead organisation must fill out the application form and enter into the grant agreement with the Commonwealth.

If we give your group the grant, the lead organisation:

  • signs the grant agreement
  • receives grant payments
  • is responsible for making sure your group follows all requirements in the grant agreement, including all reporting requirements.

Eligible projects

We can only accept applications that provide:

  • evidence from your board (or chief executive officer or equivalent if there is no board) that the project is supported, that you can complete the project and meet any costs not covered by grant funding
  • letters of support from each project partner/consortia partner
  • a list of up to 15 Chief Investigators using the template on business.gov.au (max 15 CIs and none listed on more than one application submitted per stream to this grant opportunity)
  • a detailed project plan (max 12 pages)
  • a detailed and itemised project budget
  • a one-page statement of how your project will contribute to the Measures of Success for the MRFF
  • a detailed risk management plan (max 2 pages)
  • details of IP arrangements
  • trust deed (if applicable).

When you're ready to apply

When the online form is available, you must submit your application through the online portal. You’ll need to set up an account when you first log into the portal. The portal allows you to apply for and manage a grant or service in a secure online environment.

How we assess applications

First we check that you meet the eligibility criteria. Eligible applications are then assessed against the assessment criteria by an independent committee of grant experts.

The amount of detail and supporting evidence you provide should be relative to the project size, complexity and grant amount requested. You should define, quantify and provide evidence to support your answers. The sample application form displays character limits.

The program delegate will make the final decision taking into consideration the recommendations from the independent committee of experts.

This grant opportunity has 4 streams with the following assessment criteria:

  • Assessment criterion 1: Project impact (40% weighting)
  • Assessment criterion 2: Project methodology (30% weighting)
  • Assessment criterion 3: Capacity, capability and resources to deliver the project (30% weighting)
  • Assessment criterion 4: Overall Value and Risk of the Project (non-weighted)

Significant milestone as BHP’s SA copper plan set for assessment

Bhp has reached a significant milestone on a pathway that could see a more than doubling of copper production in south australia by middle of the next decade..

The State Government has made a declaration calling in BHP's proposed development to increase copper cathode production, and associated products, as an ‘impact assessed development’.

If approved, the proposed project would see a new, second copper smelting furnace built, which would augment and expand the existing facilities at Olympic Dam.

This upgrade would facilitate the processing of more materials from BHP’s portfolio of copper assets across South Australia, including Olympic Dam, Prominent Hill and Carrapateena.

In its FY24 full year results released this week, BHP also made a significant public statement about the size and quality of its mineral resource at its Oak Dam prospect, reinforcing the potential for South Australia as a leading copper jurisdiction.

BHP has outlined a strategy to further increase BHP’s copper production from South Australia from 322,000 tonnes of copper last financial year, up to 650,000 tonnes a year by the mid-2030s.

The assessment processes in place for impact assessed developments allow for the highest level of scrutiny under South Australian law, and can be aligned with the Commonwealth’s environmental assessment processes to ensure a robust scientific and technical assessment.

This declaration marks the beginning of a robust consultation and decision-making process.

It’s an opportunity for BHP to make a case for this proposal, and allowing the South Australian community to weigh up the benefits the project could bring against any economic, social and environmental impacts it could have.

It’s very encouraging to see BHP planning for ongoing significant investment in South Australia – as we’d expect, they’ve done a mountain of work before reaching this point and their public statements about the potential of this copper plan are significant.

However, we’ve been down this path before, and South Australians have a right to be sceptical. Following the assessment process, BHP’s final investment decision rests with them, and they have advised they plan to make a decision in the first half of FY27.

But we do know that this proposed development comes at a time when our state is ideally positioned to capitalise on the massive opportunity emerging in the global effort to decarbonise.

This proposed investment would align with the copper opportunity the Malinauskas Government has already outlined in the State Prosperity Project. Our state is home to more than two-thirds of Australia’s total copper resources, and its emergence as a Tier One copper province could ensure we have a significant role in meeting the predicted surge in international demand for copper required by the global energy transition.

For BHP, the proposal represents an opportunity to consolidate the huge investments the company has already made in South Australia’s copper assets and make significant returns to shareholders.

For South Australia, it could mean a huge boost to the value we add to the state’s natural resources right here in this state, meaning greater opportunities for South Australians.

Australia’s economic and fiscal outlook

While there remains considerable uncertainty around the outlook, the Australian economy is well placed to navigate the economic challenges ahead. Domestically, inflation has moderated substantially from its peak in 2022, the unemployment rate remains near historical lows, annual real wages are growing and business investment, though moderating recently, has been strong. However, the combination of elevated inflation and high interest rates has resulted in lower growth over the past year and flatter household consumption. Although the labour market has proven highly resilient, there are signs that labour market conditions are softening and will continue to ease over 2024–25.

Looking forward, the government’s cost-of-living relief measures announced in the 2024–25 Budget are expected to support real household disposable incomes and a recovery in household consumption. The improvement in household consumption is expected to be complemented by an elevated level of business investment and a gradual pick-up in dwelling investment as cost pressures ease and asset returns improve.

Key risks include weak household consumption, particularly if households, facing budget constraints, instead seek to replenish savings or if employment growth is slower than forecast. Inflation could also be more persistent than expected.

There are also global factors that pose downside risks to the outlook, including global growth which is expected to remain subdued over the next few years as the effects of high inflation, restrictive macroeconomic policies, geopolitical tensions, and challenges in the Chinese economy weigh on the outlook. While developments such as the global transformation to net zero and rapid shifts in the geostrategic landscape are creating challenges, they also present opportunities for Australia’s economic prosperity and security.

The department supports the government to deal with these economic challenges and position the Australian economy to capitalise on the opportunities. PM&C will continue to support the development of policies to provide cost-of-living relief to all Australians and facilitate the transition to a net zero economy.

The department also continues to support the government’s objective of responsible fiscal management. The government’s economic and fiscal strategy aims to make the economy more resilient and put the budget on a more sustainable footing. In the short term, efforts are underway to keep pressure off inflation while continuing to provide targeted cost-of-living relief to those most in need. Over the medium to longer term, the strategy will be supported by reducing gross debt as a share of the economy, returning tax upgrades to the Budget, and supporting sustainable economic growth and responsible use of public finances.

In addition, the Australian economy continues to witness a range of broader structural shifts, with significant forces expected to reshape Australia’s economy in coming decades. These forces include an aging population, rising demand for care and support services, climate change and the net zero transformation, technological and digital transformation, and continued geopolitical risk and fragmentation. PM&C will continue to work to support the government in navigating the complex policy challenges ahead.

The plan marks 50 years of the Indigenous Home Ownership Program. Since inception, the program has written over 21,000 home loans, improving the lives of thousands of Aboriginal and Torres Strait Islander families, while contributing to the overall housing assistance framework in Australia.

It outlines what we will do to deliver on the second year of our five-year strategy out to 2028.

During the year will deliver our next groundbreaking impact study, which explores the role financial wellbeing plays at the individual, family, and community levels.

Our 2028 strategy takes a wellbeing approach and places impact at the centre. This shows how we understand where our target outcomes fit within the broader needs of the people we serve.
