Financial need, already a sensitive subject, can become a stressful factor in the process alongside other existential unknowns. Luckily, scholarship essays will not require you to go tiptoeing around the taboo topic of money. Furthermore, most scholarship essay prompts more or less resemble standard supplemental essay questions. The trick then is to make your scholarship essay stand out. The following article and scholarship essay example will offer up pointers for anyone striving to win a college scholarship.

Organizing Scholarship Essays by Prompt

You may feel like melting into a lump of despair when facing a browser full of tabbed scholarships. The best way to avoid getting overwhelmed is to organize and analyze a list of prompts. Why? Because your first goal is not simply to figure out how to write a scholarship essay. Rather, you’ll want to know how to save time while writing complex and relevant scholarship essays.

As you look over the various prompts, you’ll notice that some sound fairly open-ended, while others ask for something quite specific. In response, you should annotate each prompt with thematic keywords. This will help you figure out when you can use the same essay for several prompts.

How to Write a Scholarship Essay through Prompt Analysis

Let’s compare some prompts by keywords. You’ll notice that some prompts have a lot of overlap, such as prompts 1 and 4. Both have event, personal development, growth, and background as keywords . Prompt 4 includes the additional keyword challenge . This prompt explicitly asks you to explain how you have “overcome” a “personal hardship or catastrophic life event.” While prompt 1 is not so specific, it would be easy, even natural, to include this narrative arc in your response. This means depicting how you faced the thing that “made a big impact in your life.” In other words, these two essay prompts, though worded differently, allow you to tell the same story.

Other prompts provide potential overlap. In this case, it’s up to you to find and interpret these moments. You may consider the values, strengths, interests, and experiences you wish to relate. For example, prompts 7, 8, and 9 all mention community through different approaches. While prompt 7 focuses on one’s past involvement in a minority community, prompts 8 and 9 are more future-facing, and don’t mention minorities.

Scholarship Essay Examples (Continued)

Here, your best strategy involves answering prompts 8 and 9 together in a single scholarship essay. To do so, the essay would need to detail “a challenge or obstacle you have dealt with” (9) which has thus “shaped your perspective on humanity” (8). This narrative arc will thus inform your “future” educational and career plans (8 and 9). Note that prompt 9 allows you to mention extra-curriculars. However, I wouldn’t recommend it, since this would make your essay less relevant to prompt 8. After your essay is written, adapt it to align with prompt 7. Consider condensing the part about the future into one final sentence and focusing more on minority aspects of your community.

How to Scholarship Essay Avoid Burnout

The above tactic will allow you to avoid burnout by strategizing your essay approach ahead of time. In turn, you’ll be able to maximize your efforts from the get-go. You’ll also likely find that your essays become more complex and nuanced when you consider several prompts at once.

The next step involves editing. Refer back to the prompt, once you have a draft written. Ask yourself, did I answer the question fully? Do I need to edit this essay further to emphasize a particular point? Do I need to cut the essay down to fit a new word count? Contrarily do I need to bulk it up? If so, are there other essays in my portfolio from which I can borrow material? Strategic editing will allow you to respond to a large number of essays during peak essay-writing season.

Finally, you’ll notice that most essays require a word count between 250 to 600 words. It’s often easier to write a longer essay first. This will allow you to go into greater detail without censoring your ideas. You may find yourself including dialogue, scenery, emotions, and all sorts of other specifics that make an essay personal. As you whittle down this essay to comply with a similar prompt, you’ll want to identify which pieces of the essay do the most work to get your message across. Don’t simply condense everything by eliminating details, for details are often the most memorable aspects of an essay. More on this next.

The three Fs can be applied to any college essay, though they are particularily useful in scholarship essays. Why? Because the three Fs will enable you to impress readers and beat out other applicants. Ultimately, they’ll help you win financial support. Think of the three Fs as a checklist to go over, once you’ve completed an essay draft. Ask yourself, is my essay fabulous? Flawless? Fearless?

If your essay is fabulous , it glitters with personality. It is detailed, unique, and does its best to highlight your impressive journey. If your essay lacks a little fab, ask yourself, how can I make this essay more enjoyable and memorable to read? If your essay is flawless , it lacks all spelling, syntactic and grammatical errors. It answers every aspect of the essay prompt, and leaves no room for vagueness or misunderstandings. To avoid flaws, give your essay to several people to proofread. Finally, if your essay is fearless , it is not afraid to get a little vulnerable. This may sound contradictory to the first F. On the contrary, this fearlessness refers to the confidence to tell your own story. A fearless story isn’t afraid to go deep, add complexity, or get emotional. It is unafraid to show why its author deserves a financial boost.

Scholarship Essay Example

Now that we’ve established how to approach the scholarship essay, let’s dive into a scholarship essay example. The scholarship essay below stems from a prompt we saw above: Describe a change you would like to make in the world. Tell us about how you would plan to make that change, and what obstacles you might encounter along the way (500 words).

My generation is growing up in a time of increased global turmoil. We’ve witnessed Brexit, the Russian interference in the 2016 U.S. elections, a series of refugee crises, and the invasion of Ukraine. It’s easy to liken this moment to Europe in the 1930s, which saw a spike in fascism and propaganda (their version of fake news). Only now, my generation must also contend with the hottest summers on record, raging forest fires, and the beginning of the 6 th extinction. It’s no wonder we deal with it all through increased skepticism and existential dread.

While I don’t have a simple solution, I believe most problems stem from ignorance. Xenophobia and racism, offshoots of ignorance, can be overcome by exposing isolated groups of people to greater diversity. This begins in the classroom. While dictators are hard to dispose of, education provides critical thinking skills, which allow citizens to make informed decisions when electing officials. Finally, developing a willingness to learn at an early age creates an instinct to continue learning throughout life. We desperately need intellectual flexibility if we are going to adapt to the planet’s needs as a world population and put a stop to industry-led fossil fuel burning.

The change I’d like to make is free, enhanced education for everyone, at every level, from elementary school to post-doctorate research institutes. To do so, I suggest defunding national militaries and channeling this spending into schools. Imagine if 80% of the 877 billion dollars the U.S. military spends annually went into learning. Combating fascism and climate change would look more feasible. And yet, no leader would agree to making their country more vulnerable by relinquishing arms and armies. Change must come from the people.

As the planet continues to heats up, and conflict over land increases, we must work together. The first step towards increased education is communicating this need for education: through journalism, on social media, in the streets. Next, I suggest lobbying politicians for incremental change. Finally, I believe a global grassroots movement to implement future-focused education, led by activists, educators, and philanthropists, would make this theoretical idea a tangible reality.

Last year, my mother, who never received a college education, decided to offer free gardening courses in our backyard. I quickly joined in. While teaching a handful of neighbors how to provide year-round food for pollinators may seem trivial, I’ve already seen positive repercussions. One conservative neighbor has set up an organization that collects and redistributes leftover produce from the markets to refugees. Another neighbor is now teaching middle schoolers how to cook and compost. These efforts have brought unusual strangers together and given visibility to our movement, #futurefocusededucation. I’ve seen it firsthand. The more we educate, the sooner we can combine our knowledge to create solutions.

Finally, the author portrays herself as someone personally invested in the political, humanitarian, and environmental state of the world. She proves that she’s already begun to make the changes she wants to see at the microscopic level. Overall, readers of this scholarship essay can see that this student is invested in bettering the world. This student would make for a proactive participant in her academic environment.

For many, scholarships are a critical part of paying for your college education. That’s why you want to make sure your scholarship applications receive nearly as much of your care and attention as your college applications do. Essays are a huge component of this.

Many scholarships are competitive, drawing highly qualified applicants with excellent grades and test scores. Essays are a way of differentiating students, learning more about their interests, and determining to whom the organization should give the award.

Scholarships are also born out of organizational missions, and the committee wants to see how your values align with theirs. Essays help illuminate these values. 

Types of scholarship essays 

You’ll encounter several different types of scholarship essays during your search. These are some of the most common varieties you will find.

Career and education goals

Some scholarships target people with particular career ambitions and anticipated majors. This essay prompt is common for those types of awards, as well as more general ones. To approach your essay, you should be authentic, describing your true motivations and why this professional path appeals to you. Let your passion for the industry, sector, or discipline shine through.

Life experiences/qualities/group affinity

When a scholarship targets people of particular demographics, make sure you highlight your affinity with this group in your essay. Describe how these characteristics have contributed to and in some cases shaped your journey — and will continue to do so in your future.

Connection with the institution/organization

Your connection with the institution or organization offering the scholarship often plays a large role in determining winners — so much so that they may ask you to describe why that organization is important to you in your essay. It’s important to do your homework, considering why various aspects of the institution appeal to you and why you want a scholarship from them.

Past writing sample

You may not need to write a new essay at all. The organization could ask you to submit a past writing sample instead. If this is the case, choose a piece that shows your real personality and aligns with the message and mission of the organization offering the scholarship.

1. Understand your audience.

Scholarship committees want to see essays from students who share their organization’s values. Before you apply, you need to do some research to understand what those values are. Consider how your interests and experiences align with what the organization is looking for, and make them clear throughout your essay.

2. Show your personality.

You should also use your voice in your essay. Give the scholarship committee insight into who you are as a person — what drives you, what motivates you, and what interests you. This will allow them to understand you on a deeper level and see your words as genuine.

3. Use anecdotes and examples.

As with your college essays, you’ll bring your experiences to life by using plenty of anecdotes and examples. These will help ground your essay and make it more compelling for your audience.

You may encounter scholarships that don’t require essays. While the applications may be less time-consuming, for the most part, you will need to ensure that your GPA, test scores, and extracurriculars are strong because they will usually play a large role in assessing applicants.

How Long Should a College Essay Be? | Word Count Tips

Most college application portals specify a word count range for your essay, and you should stay within 10% of the upper limit. If no word count is specified, we advise keeping your essay between 400 and 600 words.

You should aim to stay under the specified limit to show you can follow directions and write concisely. However, if you write too little, it may seem like you are unwilling or unable to write a thoughtful and developed essay.

Each university has a different suggested or required word count depending on which application portal it uses.

Some application portals will allow you to exceed the word count limit, but admissions officers have limited time and energy to read longer essays. Other application portals have a strict limit and will not allow you to exceed it.

For example, in the Common App , the portal will not allow you to submit more than 650 words. Some colleges using the Common App will allow you to submit less than 250 words, but this is too short for a well-developed essay.

For scholarship essays , diversity essays , and “Why this college?” essays , word count limits vary. Make sure to verify and respect each prompt’s limit.

Don’t worry too much about word count until the revision stage ; focusing on word count while writing may hinder your creativity. Once you have finished a draft, you can start shortening or expanding your essay if necessary.

On some application portals, you can exceed the word limit, but there are good reasons to stay within it:

  • To maintain the admissions officer’s attention
  • To show you can follow directions
  • To demonstrate you can write concisely

Here are some strategies for shortening your essay.

Stay on the main point

It’s good to use vivid imagery, but only include relevant details. Cut any sentences with tangents or unnecessary information.

My father taught me how to strategically hold the marshmallow pierced by a twig at a safe distance from the flames to make sure it didn’t get burned, ensuring a golden brown exterior.

Typically, my father is glued to his computer since he’s a software engineer at Microsoft. But that night, he was the marshmallow master. We waited together as the pillowy sugary goodness caramelized into gooey delight. Good example: Sticks to the point On our camping trip to Yosemite, my family spent time together, away from technology and routine responsibility.

My favorite part was roasting s’mores around the campfire. My father taught me how to hold the marshmallow at a safe distance from the flames, ensuring a golden brown exterior.

Eliminate wordiness

Delete unnecessary words that clutter your essay. If a word doesn’t add value, cut it.

Here are some common examples of wordiness and how to fix them.

Problem Solution
We had done a lot of advance planning for our science project. We had done a lot of planning for our science project.
I didn’t know whether or not I should tell the truth. I didn’t know whether I should tell the truth.
When I was a child, I came up with an imaginary friend named Roger to get away from my parents’ fighting. When I was a child, I invented an imaginary friend named Roger to escape my parents’ fighting.
Unnecessary “of” phrases The mother of my friend was Marissa, who was a member of our church. My friend’s mother Marissa was a fellow church member.
False subjects “There is/there are” There are many large-scale farms in America, but there is a local sustainable farm preserved by my family. America has many large-scale farms, but my family preserves a local sustainable one.
Unnecessary qualifiers I pretty much just wanted a mint chocolate chip ice cream cone from Baskin Robbins. I wanted a mint chocolate chip ice cream cone from Baskin Robbins.
Passive voice Most of the German chocolate cake was eaten by me. I ate most of the German chocolate cake.
Unnecessary helping verbs I am going to be attending my school’s annual carnival. I will attend my school’s annual carnival.

Use a paraphrasing tool

If you’re significantly under the word count, you’re wasting the opportunity to show depth and authenticity in your essay. Admissions officers may see your short essay as a sign that you’re unable to write a detailed, insightful narrative about yourself.

Here are some strategies for expanding your essay.

Show detailed examples, and don’t tell generic stories

You should include detailed examples that can’t be replicated by another student. Use vivid imagery, the five senses, and specific objects to transport the reader into your story.

My mom cooks the best beef stew. The sweet smell of caramelized onions and braised beef wafts from the kitchen. My mother attends to the stew as if it’s one of her patients at the hospital, checking every five to 10 minutes on its current state.
The shepherd’s pie reminded me of familiar flavors. Reminding me of the warm, comforting blanket from my childhood, the shepherd’s pie tasted like home.
His hands were cracked and rough. His hands were cracked and rough like alligator skin.

Reveal your feelings and insight

If your essay lacks vulnerability or self-reflection, share your feelings and the lessons you’ve learned.

Be creative with how you express your feelings; rather than simply writing “I’m happy,” use memorable images to help the reader clearly visualize your happiness. Similarly, for insight, include the follow-up actions from your lessons learned; instead of claiming “I became a hard worker,” explain what difficult tasks you accomplished as a result of what you learned.

After my best friend Doug moved away, it was really hard. Before, we used to always talk about video games, barter snacks during lunch, and share secrets. But now, I’m solo. Before my best friend Doug moved away, we used to do everything together. We would spend countless bus rides discussing and strategizing sessions. At lunch break, we would barter Oreos and Cheez-Its while confiding in each other about whom we wanted to ask to the school dance. But now, I’m Solo, like Han without Chewbacca.
My mother’s death was difficult. My father’s grief made it difficult for him to take care of me and my brothers, so I took care of them. After my mom passed, my grief was overwhelming, but my father’s was even deeper. At 13, I cooked, cleaned, and took care of my two younger brothers. Although the household responsibilities were tiring, I liked一and needed一the stability and purpose I derived from the new routine.

What’s the right scholarship essay format and structure?

Many scholarships require you to submit at least one essay – and maybe you’ve already got that covered . But now you’re wondering: how should your essay be formatted? Should it be double-spaced or single-spaced? Should you include a title? Should you include the prompt? What does a typical scholarship essay format look like?

Although you don’t have to worry about essay formatting at Going Merry ( we’ll structure and submit your application for you , with our pre-filled forms!), maybe you’re also applying to some other scholarships too. So we’re here to help you understand how to format your scholarship essay.

Where do I start? 

Does a scholarship essay need a title , how should a scholarship essay be formatted what font should i use , how should a scholarship essay be structured can i get a template or outline, scholarship essay format at a glance, should scholarship essays be double-spaced , start writing.

Scholarship essay format research

You’ll need to dive into a personal experience or tell your story of an accomplishment, a hobby, an interest to the scholarship provider, showing them your experience with a structured and descriptive essay. Create an outline of your essay (this can be old school, with pen and paper!), write it out, and then ensure you’re formatting it professionally and properly.  (Need more scholarship essay tips? This depends on the essay submission format.

If there is a text box entry, you can just copy and paste the body of your essay, without a title. This is the case, for example, when applying for scholarships through Going Merry .

If you’re attaching an essay as a Word or PDF document, you can optionally include a title, but this is usually unnecessary unless there are special scholarship essay format instructions to do so. (One popular reason you might need to do this is if the prompt is to write about any topic of your choice, or to choose your own prompt. In this case, to give the reader more context before you begin your essay, a title may be helpful.)

If you are required to create a title, we recommend doing one of two things:

  • Think of a title early on. Write down that title, write your essay, and then circle back to the title to tweak it as needed. -OR-
  • Write your essay and then come up with a title . Your creativity might be fresher once you’ve answered the prompt and included the meat and potatoes of the scholarship essay, which might help you come up with a suitable title at the end.

Also, don’t stress! While a clever title can improve your essay, it’s hardly a make-or-break. A very descriptive title that summarizes the prompt would work fine, as long as your essay is strong. 

Relatedly, you don’t need to include the essay question or prompt at the top of your essay. The scholarship committee will know what the topic or prompt is!

Scholarship essay format tips

If you’re writing your essay in a document to upload to your Going Merry profile , or to submit to a scholarship application on a provider’s website , and the scholarship provider doesn’t have explicit guidelines, it’s best to just follow a standard professional style and format. That means using 1-inch page margins, 12-point font size double-spaced (or 1.5 spaced), and a “standard” font like Times New Roman in classic (default) black. Don’t get creative with fonts or colors here. You want the content of your essay to be what stands out, rather than your unorthodox formatting.

There is no one-size-fits-all answer to how to best structure a good scholarship essay. In fact, you can see how wide-ranging these winning essays are. In fact, how to best answer and structure your essay depends partially on the essay and partially on your personal writing style. 

However, one pretty common way of structuring your scholarship essay is how Going Merry winner John Flowers Jr did it . Here’s the template/outline:

  • Introduction (1-2 paragraphs) : Draw the audience in with an attention-grabbing opening sentence related to the prompt. Introduce your main points that you’ll be sharing later in your essay.
  • Example of an opening sentence from a Going Merry scholarship winner: “My parents were never given a shot at having an education beyond high school.” This tells us about the student’s parents and how it might have influenced the student’s decision to apply to college, setting the tone for the essay.
  • Introductory paragraph: “My parents were never given a shot at having an education beyond high school. They were never given a shot to show their full potential and make a difference in the world. They had to start life at an early age. I want to succeed in college for them and for me. I want them to be proud of me for doing a task that they weren’t able to do.” – This expresses John’s understanding of what his parents had to do, and that they did not get a chance to attend college. John also expresses his determination, and his drive to attend college to do something for his parents.
  • Body (1-3 paragraphs) – Expand on your main points. Back up your information with evidence, examples, and facts. This is where you’re encouraged to share details of how you got to where you are today, what inspired your hobbies, interests, or drive to attend college, and how the scholarship will help you achieve your academic and/or personal goals. Remember to use specifics rather than make general statements!
  • Conclusion (1 paragraph): Explain how winning this scholarship would help support your goals (and maybe also have wider community impact) 
  • An excerpt from John’s conclusion: “Winning this scholarship will make a difference to me because it will allow me to cover college financial issues that may hold me back from reaching my career. Being less stressed about worrying about college fees will allow me to focus more of my attention in class to earn the credits, and not worry about how I’m going to pay for the class.” – John explains how valuable this scholarship is for him, not just monetarily, but also how it will help him achieve his goals.

  • Read the scholarship essay format guidelines carefully, to check if the scholarship includes instructions
  • If you’re submitting your scholarship essay outside of the Going Merry platform, set up your document with a 1-inch margin
  • Aim for a 12-point font
  • The best font to use is Times New Roman. Other good options include Arial, Calibri, Tahoma, and Verdana
  • Always get a second opinion on the scholarship essay format for grammar, punctuation, spelling, structure, etc.
  • Online form

You’re probably used to double-spacing your high school papers and essays. Since adding line spacing can make essays more readable, using 1.5-spacing or double-spacing is a good idea if you’re attaching an essay as a Word doc or PDF. But again, unless the scholarship provider has specified this information, it’s not mandatory.

More important is to not leave your essay as one block of text. Instead, we recommend separating paragraphs when you’re starting a new thought or idea.

Paying for college is a top concern for many students in America today. Even just a generation ago, a student’s primary concern was more about getting into the college they preferred, instead of about being able to afford college at all. Now, young students are trying their best to budget and save up in order to afford a college education, and are planning ahead for how they will pay off their student loans.

As important as FAFSA is for most students , there are other options available to help students pay for their college education: mainly scholarships and grants. The best thing about these options? They don’t require repayment plans.

Debt.org notes on scholarships for students: “Each year, an estimated $46 billion in grants and scholarship money is awarded by the U.S. Department of Education and the nation’s colleges and universities. In addition, about $3.3 billion in gift aid is awarded by private sources, including individuals, foundations, corporations, churches, nonprofit groups, civic societies, veterans groups, professional groups, service clubs, unions, chambers of commerce, associations and many other organizations.”

But how can you take advantage of this $49.3 billion dollar (and growing) pool of grants and scholarships? Scholarships require either proof of academic excellence or that students meet a financial threshold, as well as completion of an application and, usually, a scholarship essay. Just as some colleges and universities require an entrance essay to apply, many scholarships also require an essay along with the application.

Writing an essay for school is one thing, but writing an essay to help you pay for college is another. Financial stability is on the line when it comes to scholarship applications, so writing a winning essay is key to impressing those granting the scholarships you’re applying for. Here are some tips to help you better prepare for your scholarship application and essay.

What Is a Scholarship Essay?

Scholarships are a form of student financial aid that do not require repayment, as long as you meet the terms of the award and use it as directed. They are often gifted based on merit, either through academic excellence, financial need (also known as “need-based” aid), or by meeting specific requirements set by the organization awarding the scholarship; such as specific scholarships or grants for women .

Aid may come from federal scholarship funds, state or local scholarship funds, or private organizations, such as churches, nonprofit groups, and more. Additionally, almost every scholarship will require an accompanying essay along with the application.

The scholarship essay varies depending on the requests of the organization granting the essay. It may require a specific word count, or be based on a prompt. Whatever the requirements are, it is essential to follow the guidelines presented in order to qualify for the scholarship. Preparing your essay is like writing a resume for financial aid, and depending on which scholarship you’re applying for, the competition may be anywhere from minimal to fierce. It’s important to write an essay that can stand out amongst the crowd of applicants.

Grant vs Scholarship

Although the terms “grant” and “scholarship” often refer to a similar idea — student financial aid that doesn’t require repayment — they are two fundamentally different awards. The key difference lies in how they are awarded, and where the funds are originating from.

Grants , such as Pell Grants, are typically awarded by the federal government and are generally awarded based on need rather than merit. There may be minimum requirements that recipients are required to live up to, such as family financial status limits, but these are often less specific than scholarship requirements are. Additionally, colleges and state agencies may also award grants based on need.

Scholarships on the other hand are often awarded based on merit. They may require that students meet (and sustain) a specific GPA in school, or that students with athletic excellence join the college’s sports team. Most scholarships will have rules that recipients are required to follow in order to continue to qualify for that scholarship. Many scholarships are funded by colleges, private organizations or donors, and some state or local programs.

Both grants and scholarships may require an accompanying essay with the application, although there are some rare cases of scholarships and grants that don’t require essays and are easier to obtain. Be cautious of fraudulent scholarships or online scams associated with “easy to obtain scholarships”, as they are becoming increasingly common online.

Steps for Writing a Scholarship Essay

Just as when applying to colleges, scholarship applications may require that you to send in your grades, academic achievements, test scores, and ambitions for the future. As such,  scholarship essays offer you the chance to speak to these accomplishments and ambitions. Here you can shine and win over the organization granting the scholarship.

Once you’ve found a scholarship that you qualify for or that interests you, it’s important to read over the instructions thoroughly to understand what is expected of you. Then, follow these steps to write the perfect application essay for the scholarship of your choosing:

The prompts can be anywhere from basic — “What was a challenging experience you faced in high school and how did you overcome it?” — to more complex or specific — “How has coffee helped you study for your SAT or ACT test?”

The prompt should help you start to formulate ideas on how you want to construct your essay. Be sure to fully understand what is expected of you by reading the instructions, and do your best to not stray from the topic being covered. Some essays may have a word or page count, while others may only request you answer the prompt.

Brainstorming is an important step to ensure your idea fits with the prompt and properly expresses what you are trying to communicate through your essay. You also want to make sure that you express what is meaningful and relevant about yourself that can help your essay stand out from all the others.

One of the best ways to start constructing and organizing an essay is to create a comprehensive outline. They serve as an essential tool to help you avoid structural mistakes, repetition, and to help you cover all your bases and ideas without rambling.

Your outline should read like a barebones argument for why you deserve this scholarship and how your idea relates to the prompt given. Once you start writing the essay in full, you can fill in more of the details needed to explain your point, or to describe yourself and your situation.

Scholarship Essay Formatting

Additionally, outlines can help you properly format your scholarship essay. Here are some essential tips for your scholarship essay format:

  • Introduction that ends with a thesis or idea
  • Explanation that supports and proves your thesis
  • Conclusion that reiterates your argument and thesis
  • 12 point font
  • Times New Roman, Arial, Courier, Helvetica, or Georgia font (whatever is standard on your preferred writing system, nothing too stylized)
  • Double spaced
  • 1 inch to 1 ½ inch margins
  • If there is no required word or page count, as a general rule, aim for ¾ to 1 full page in length.
  • Be sure to include your name and the name of the scholarship you are applying for near the top of the page (either as a header or simply above the optional title).

Once you’ve brainstormed and outlined your article, you can officially start writing the piece. Be sure to follow your outline and cover all of the key ideas that you came up with while brainstorming. Be concise, avoid rambling, and ensure your point is clearly stated. Also ensure you’ve formatted your essay correctly and stay true to the word or page count, if applicable.

Take a Break

Once you’ve completed your first draft, you should take a break from writing. Go outside and take a walk, or spend some time cleaning — anything to help you get your mind off the essay so that you can return later with fresh eyes. If you find it hard not to think about the essay, wait a day (or even a few days) before coming back to reread it.

In general, spending time away from your work can help you clear your mind. When you do come back, you may be more likely to notice mistakes or see gaps which require elaboration. For any essay you write, this is always a helpful tip.

As you return to your essay, go through and nitpick your work. Use your fresh mind to rewrite sections or include more (or less) context, as needed. Ask yourself if the core idea that you came up with during your brainstorm is still apparent in the article. Are you communicating your ideas clearly?

Additionally, keep an eye out for grammatical mistakes, such as missing or too many commas, misspellings, or other typos. If you notice repetitive words, utilize a thesaurus to find acceptable replacements. Once you’ve gone through your essay, you can submit it as is, or you can follow the optional next step.

Peer Review

For many people, it can be hard for them to revise their own work because they hold biases about their writing or are unaware of personal mistakes. Asking another person to review your work may help you refine your essay even more. Additionally, having another person read over your essay can help you determine the clarity of your point: do they understand the flow of your piece, or are they confused by any information? Does the context you provide make sense to the overall idea, or does the reader still have questions?

If you have a friend, relative, mentor, or peer that has editing experience — or that is simply a voracious reader — ask them if they can take a moment to look over your piece and make comments or suggestions. You may be surprised at what they find that you missed!

Your scholarship essay is going to be your primary (and sometimes sole) form of communication with the organization granting the scholarship. That’s why it’s so important to communicate directly and clearly through your essay in order to attract their attention and garner their support. Here are some additional tips to help you better communicate your intentions through your scholarship essay:

How To Start a Scholarship Essay

First impressions matter, and your introductory paragraph will serve as your first impression to the scholarship organization. Refer back to your brainstorm to help identify your message and consider how to attract the attention of the reader through your introductory paragraph. For some people, it may also help to construct or outline the body of the essay before you construct the introduction, so as to better understand how to concisely get your message across.

Once you’ve properly outlined the entirety of your essay, you can start writing. In your introductory paragraph you’ll want to state in clear and succinct language who you are, why you are interested in college and this scholarship (or your hopeful direction), and what the reader will find in your essay.

Be Personal

Another important point to keep in mind while you’re writing is that this essay isn’t a book report (unless otherwise stated in the prompt); this essay is about you. Don’t write impersonally, but take a personal tone: use “I, me, myself” or other personal pronouns and avoid general statements unless they relate to your situation.

Through your writing you should also be revealing some of your motivations pertaining to why you’re going to school and why you’re seeking out this scholarship. Discuss how you will become an effective student in the coming years, and how you’ll make good use of the money you may be awarded. You may have more freedom to write about yourself in detail for some scholarship prompts, and less of the same freedom for others. Use your discretion.

Stay Focused

When you originally brainstormed your essay topic, you should have been able to narrow down your topic to just a few key points that you could communicate and cover in detail. As you fully flesh out your essay, you should ensure that you stay focused on these core ideas. Try not to ramble or get side tracked. Every sentence in your essay should be related in some way to one of your core ideas. If it’s not, delete it or rewrite the sentence so that it does relate.

Be Succinct

It’s important to keep in mind that your essay most likely won’t be more than a page, double spaced. Since you don’t have a lot of room for fluff or non-essential information, it’s important to stay focused, to the point, and brief.

Additionally, the organization that is awarding the scholarship is most likely going to be reading hundreds (sometimes thousands) of scholarship applications and essays. Everyone will most likely be working off the same prompt, so you’ll want to ensure that your essay stands out, gets straight to the point, and doesn’t waste any of the reader’s time.

Follow Instructions

Finally, the most important tip is to simply read and reread the instructions multiple times to ensure you understand the prompt, what is expected of you, and all of the other essential guidelines pertaining to your essay.

While you should be sure to do this before you start writing, you should also do this after you’ve written the piece. Simply double check your work against the requirements set by the scholarship organization, and make sure you’re following the instructions to the letter. Essays that don’t follow instructions will most likely be thrown out first, and you don’t want your hard work to go to waste simply because you forgot something in the instructions.

Scholarship Essays for Online Students

If you’ve decided to pursue your education through an online bachelor’s degree or master’s degree program , it can be even more important to communicate effectively through your scholarship essay. It is entirely possible that you will never meet your collegiate benefactors or professors in person, and will only communicate with them via your writing online.

Luckily, there are some unique scholarships out there that are aimed just for online or “distance learning” students. Keep in mind, even some of the smaller scholarships (such as those for $50-$500) can still help you pay for books, online texts or subscriptions, or other essential learning materials.

Applying to colleges is a lot of work for high school students. Whether you have the help of friends and family or you’re going at it alone, completing applications takes a lot of time, effort and energy. So does finding ways to pay for school.

Scholarships and grants are free financial aid, meaning they don’t have to be paid back. The more free money you get to pay for college, the less you have to borrow through student loans. While grants are need-based awards, scholarships tend to be based on merit . Sometimes organizations use grants and scholarships interchangeably, so make sure you know the requirements before submitting your applications.

If you’re browsing through scholarships that require an essay, you might not even want to complete an application—especially if writing doesn’t come naturally to you. But there are ways to lessen the anxiety and complete a winning scholarship essay. Here’s how you can do it.

8 Tips to Write a Scholarship Essay

1. start early.

The sooner you start exploring scholarship opportunities, the more time you’ll have to get organized. It’s a common myth that you have to have top grades or be a star athlete to get a scholarship. There are many types of awards for all sorts of students.

Start by going through different topics of interest and those related to your background. For instance, there are scholarships based on:

  • Race and ethnicity
  • Military affiliation
  • Artistic or athletic ability
  • SAT or ACT scores
  • School location
  • Grade point average (GPA)
  • Student organizations
  • Community service
  • Disabilities

Start by finding the most relevant scholarships for you. These might be those based on your major or where you’re going to school. If you don’t have a potential major set yet, you might concentrate on your interests or background. Getting organized helps you stay on track and gives you time to complete all the applications available. The longer you wait, the more likely you are to miss out on scholarship opportunities.

When reviewing potential awards, organize your list by the ones that most align with your interests. The ones you’re knowledgeable and passionate about will likely be easier for you to apply to compared to others.

4. Read Those Directions (Again)

Taking a little time to go over the requirements will help you out in the long run. Check to see if you’re eligible for an award and what you need to do to submit your application. Check the deadline, submission page and any other pertinent information you need. Pay particular attention to the essay rules, and stick to the requested word count, prompt and other instructions.

Many organizations can weed out the submissions that don’t qualify pretty easily. Make sure your essay gets the chance it deserves by sticking to the assignment.

5. Use a Great Hook

Your introduction is how you grab onto the reader right out of the gate. Having a strong introduction can help you stand out among a crowded field of applicants.

Think about things you’ve read that hooked you right away, like books or articles that have stayed with you a long time. Starting your essay with a surprising fact, compelling anecdote or unexpected question can grab the reader’s attention and make a good impression right away.

The Best College Essay Length: How Long Should It Be?

Figuring out your college essay can be one of the most difficult parts of applying to college. Even once you've read the prompt and picked a topic, you might wonder: if you write too much or too little, will you blow your chance of admission? How long should a college essay be?

Whether you're a terse writer or a loquacious one, we can advise you on college essay length. In this guide, we'll cover what the standard college essay length is, how much word limits matter, and what to do if you aren't sure how long a specific essay should be.

How Long Is a College Essay? First, Check the Word Limit

You might be used to turning in your writing assignments on a page-limit basis (for example, a 10-page paper). While some colleges provide page limits for their college essays, most use a word limit instead. This makes sure there's a standard length for all the essays that a college receives, regardless of formatting or font.

In the simplest terms, your college essay should be pretty close to, but not exceeding, the word limit in length. Think within 50 words as the lower bound, with the word limit as the upper bound. So for a 500-word limit essay, try to get somewhere between 450-500 words. If they give you a range, stay within that range.

College essay prompts usually provide the word limit right in the prompt or in the instructions.

For example, the University of Illinois says :

"You'll answer two to three prompts as part of your application. The questions you'll answer will depend on whether you're applying to a major or to our undeclared program , and if you've selected a second choice . Each response should be approximately 150 words."

As exemplified by the University of Illinois, the shortest word limits for college essays are usually around 150 words (less than half a single-spaced page). Rarely will you see a word limit higher than around 650 words (over one single-spaced page). College essays are usually pretty short: between 150 and 650 words. Admissions officers have to read a lot of them, after all!

How Flexible Is the Word Limit?

But how flexible is the word limit? What if your poignant anecdote is just 10 words too long—or 100 too short?

Can I Go Over the Word Limit?

If you are attaching a document and you need one or two extra words, you can probably get away with exceeding the word limit by such a small amount. Some colleges will actually tell you that exceeding the word limit by 1-2 words is fine. However, I advise against exceeding the word limit unless it's explicitly allowed for a few reasons:

First, you might not be able to. If you have to copy-paste it into a text box, your essay might get cut off and you'll have to trim it down anyway.

If you exceed the word limit in a noticeable way, the admissions counselor may just stop reading your essay past that point. This is not good for you.

Following directions is actually a very important part of the college application process. You need to follow directions to get your letters of recommendation, upload your essays, send supplemental materials, get your test scores sent, and so on and so forth. So it's just a good general rule to follow whatever instructions you've been given by the institution. Better safe than sorry!

Can I Go Under the Word Limit?

If you can truly get your point across well beneath the word limit, it's probably fine. Brevity is not necessarily a bad thing in writing just so long as you are clear, cogent, and communicate what you want to.

However, most college essays have pretty tight word limits anyways. So if you're writing 300 words for an essay with a 500-word limit, ask yourself: is there anything more you could say to elaborate on or support your points? Consult with a parent, friend, or teacher on where you could elaborate with more detail or expand your points.

Also, if the college gives you a word range, you absolutely need to at least hit the bottom end of the range. So if you get a range from the institution, like 400-500 words, you need to write at least 400 words. If you write less, it will come across like you have nothing to say, which is not an impression you want to give.

What If There Is No Word Limit?

Some colleges don't give you a word limit for one or more of your essay prompts. This can be a little stressful, but the prompts generally fall into a few categories:

Writing Sample

Some colleges don't provide a hard-and-fast word limit because they want a writing sample from one of your classes. In this case, a word limit would be very limiting to you in terms of which assignments you could select from.

For an example of this kind of prompt, check out essay Option B at Amherst :

"Submit a graded paper from your junior or senior year that best represents your writing skills and analytical abilities. We are particularly interested in your ability to construct a tightly reasoned, persuasive argument that calls upon literary, sociological or historical evidence. You should NOT submit a laboratory report, journal entry, creative writing sample or in-class essay."

While there is usually no word limit per se, colleges sometimes provide a general page guideline for writing samples. In the FAQ for Option B , Amherst clarifies, "There is no hard-and-fast rule for official page limit. Typically, we anticipate a paper of 4-5 pages will provide adequate length to demonstrate your analytical abilities. Somewhat longer papers can also be submitted, but in most cases should not exceed 8-10 pages."

So even though there's no word limit, they'd like somewhere in the 4-10 pages range. High school students are not usually writing papers that are longer than 10 pages anyways, so that isn't very limiting.

Implicit Length Guideline

Sometimes, while there's no word (or even page) limit, there's still an implicit length guideline. What do I mean by this?

See, for example, this Western Washington University prompt :

“Describe one or more activities you have been involved in that have been particularly meaningful. What does your involvement say about the communities, identities or causes that are important to you?”

While there’s no page or word limit listed here, further down on page the ‘essay tips’ section explains that “ most essay responses are about 500 words, ” though “this is only a recommendation, not a firm limit.” This gives you an idea of what’s reasonable. A little longer or shorter than 500 words would be appropriate here. That’s what I mean by an “implicit” word limit—there is a reasonable length you could go to within the boundaries of the prompt.

But what's the proper coffee-to-paragraph ratio?

Treasure Hunt

There is also the classic "treasure hunt" prompt. No, it's not a prompt about a treasure hunt. It's a prompt where there are no length guidelines given, but if you hunt around on the rest of the website you can find length guidelines.

For example, the University of Chicago provides seven "Extended Essay" prompts . You must write an essay in response to one prompt of your choosing, but nowhere on the page is there any guidance about word count or page limit.

However, many colleges provide additional details about their expectations for application materials, including essays, on FAQ pages, which is true of the University of Chicago. On the school’s admissions Frequently Asked Questions page , they provide the following length guidelines for the supplemental essays: 

“We suggest that you note any word limits for Coalition or Common Application essays; however, there are no strict word limits on the UChicago Supplement essays. For the extended essay (where you choose one of several prompts), we suggest that you aim for around 650 words. While we won't, as a rule, stop reading after 650 words, we're only human and cannot promise that an overly wordy essay will hold our attention indefinitely. For the “Why UChicago?” essay, we suggest about 250-500 words. The ideas in your writing matter more than the exact number of words you use!”

So there you go! You want to be (loosely) in the realm of 650 for the extended essay, and 250-500 words for the “Why UChicago?” essay.

Help! There Really Is No Guidance on Length

If you really can't find any length guidelines anywhere on the admissions website and you're at a loss, I advise calling the admissions office. They may not be able to give you an exact number (in fact, they probably won't), but they will probably at least be able to tell you how long most of the essays they see are. (And keep you from writing a panicked, 20-page dissertation about your relationship with your dog).

In general, 500 words or so is pretty safe for a college essay. It's a fairly standard word limit length, in fact. (And if you're wondering, that's about a page and a half double-spaced.) 500 words is long enough to develop a basic idea while still getting a point across quickly—important when admissions counselors have thousands of essays to read!

The Final Word: How Long Should a College Essay Be?

The best college essay length is usually pretty straightforward: you want to be right under or at the provided word limit. If you go substantially past the word limit, you risk having your essay cut off by an online application form or having the admissions officer just not finish it. And if you're too far under the word limit, you may not be elaborating enough.

What if there is no word limit? Then how long should a college essay be? In general, around 500 words is a pretty safe approximate word amount for a college essay—it's one of the most common word limits, after all!

Here's guidance for special cases and hunting down word limits:

If it's a writing sample of your graded academic work, the length either doesn't matter or there should be some loose page guidelines.

There also may be implicit length guidelines. For example, if a prompt says to write three paragraphs, you'll know that writing six sentences is definitely too short, and two single-spaced pages is definitely too long.

You might not be able to find length guidelines in the prompt, but you could still hunt them up elsewhere on the website. Try checking FAQs or googling your chosen school name with "admissions essay word limit."

If there really is no word limit, you can call the school to try to get some guidance.

Coming from a Venezuelan family, I have always been able to connect with total strangers through Spanish. After my freshman year of high school, my frustration with my community’s lack of priority for second language learning culminated in my desire to take some sort of action to promote foreign language education. In my sophomore year, a classmate and I created and ran an introductory Spanish program, Spanish in the Spring, at my local library for young children in the district. I spent hours at home creating lesson plans, activities, themes, and advertisements for the program. I placed heavy emphasis on cultural aspects and the importance of the Spanish language in America and the world as a whole.

My purpose for this program was to introduce children at a young age to learning a foreign language, so their desire to learn would continue throughout their life. Through the program, I was also able to share my belief of the importance of learning a second language with the children, as well as their parents. After the final day of the program, I was thrilled when one parent mentioned their desire to learn a foreign language program themself. I felt that if I made an impact on one person or family, the entire program was worthwhile. 

Unfortunately, this past spring I was unable to continue the Spanish in the Spring program due to library scheduling restraints. However, I hopefully plan to offer the program again this spring with some changes that will improve and expand the experience. One of these changes will include the immersion of parents into the experience to encourage foreign language education as a family activity.

While this program was only offered once, the impact was immeasurable, for the children, for the cause of foreign language education, and for me.

I am grateful to realize how fortunate I am today. All the loved ones around me and their acts of kindness have given me such a great life. I also realize the sacrifices that those around me have had to give up in order for me to succeed. It is because of this that I have realized what “paying it forward” truly means. I have been a volunteer for the Buddyball Sports Organization, which is a non-profit sports organization dedicated to providing the opportunity for children with developmental disabilities to play sports.

Growing up, watching and playing sports has been one of my greatest pleasures of life, so teaching these less fortunate kids has been something I have enjoyed doing every single weekend. On top of this, I am also both a volunteer at the South Orangetown Ambulance Corps and the Nyack Hospital. With the desire to pursue a career in the medical field, volunteering at these places has given me a great idea of what my career could look like in the near future. While all of these volunteer activities have had a significant impact on me, little did I know that this summer would truly make a lasting difference in my life. 

This past summer, my family decided to go on a vacation to India to visit my relatives. This was the first time in my life that I was going to India and this was only because my grandmother came down with Parkinson’s disease and was extremely sick. Little did I know at that time that my visit to India would be a life-changing experience. Never could have I imagined such a filthy village. Everywhere I looked, there was garbage and to make matters worse, no one seemed to do anything to try to ameliorate the repugnant image of my home country.

While I realized on my flight home that I was not going to be able to make a difference and help my community back in India, there was nothing stopping me from doing so right here in Rockland County, New York. When I was told that I would have the opportunity to help organize and direct “Make a Difference Rockland,” I joyfully accepted! Make a Difference Rockland is a free public meet and greet for all local non-profits and other government agencies in an attempt to promote different community service opportunities within the public. By gathering all the local non-profit organizations and giving them a chance to present themselves, people learn more about all of the local community service opportunities that are available to them. This way, the community will be able to recruit volunteers and will not have to suffer through calamitous conditions.

As one of the people in charge of organizing, it was my responsibility to adequately contact, invite and help prepare for hundreds of people. Once I gathered their contact information, I had to ask each one of these places if they would be interested in joining the fair. If interested, I had to also prepare a table for them to present themselves at the fair. The feeling of bringing all of these community service groups together brought me a feeling of happiness that I will never forget.

Community-focused scholarship essay example #1.

“What are the boys like in high school?” “Is it easy to get a boyfriend?” Sighing, the other frustrated leaders and I look at each other as we read the questions posed by the younger girls. Every year at Girls’ Night Out (GNO), a program that introduces and prepares eighth-grade girls for high school, the girls question the leaders about relationships and dating ad nauseum, irritating other leaders to the point of ignoring the questions. 

Giving each question a careful and deliberate answer is often difficult, but instead of disregarding the issue, I try to offer my most sincere and honest advice. Originally, when I began as a group leader in the program I would give the same response, “You shouldn’t worry about boys. Instead, enjoy your friends, and do things you enjoy.” While that advice is true, it is often not the answer that will satisfy the girls. Through many years in the program, I have learned that advice is not “one size fits all”; it must be individualized to the person’s needs. Now, when faced with a question about dating, I respond with more questions before giving “words of wisdom”.

Many times I am able to understand the perspective of the middle school student, allowing me to give advice accordingly. Supplying proper advice about sensitive topics is one of the most impactful parts of GNO. As a role model and positive influence for the girls, I largely impact their ideas and perception of the environment when entering high school. In addition to teaching the students valuable lessons, volunteering at GNO has taught me that various perspectives may present themselves identically. To better understand those around me, it is important that I look beyond the surface for the other person’s viewpoint.

Beyond understanding other viewpoints from GNO, I have learned from other service that understanding a person’s situation is essential for providing exceptional assistance. Through Key Club, I volunteer many times a year at the local food pantry. As a volunteer, I help the recipients “shop” at the small grocery store using a point system. The process takes up a lot of time because shoppers do not always know what they want. Originally I  thought this was a poor design. I believed it would be much more efficient to just hand out the food rather than giving out points and shopping with the food pantry recipients.

Upon expressing my opinion to one of the adult food pantry staff, he explained to me that the grocery store aspect of the store taught the recipients life skills. Additionally, by giving them autonomy over what food they “bought”, they retained a sort of independence, an important skill to have if they find themselves above the income level required to use the food pantry.

The next time I volunteered I took note of the skills presented. Budgeting of points, deciding whether or not they needed something, determining the quality of the fruit, and decision-making of choosing extra food or toiletries, were all skills that those above the poverty line have ingrained. For those who have been using food pantries and other assistance for prolonged periods of time, these skills are not so natural. As a result, teaching the people means after they no longer need the services of the food pantry, they have valuable skills necessary for their independence.

From this experience, I learned an important lesson: helping people is not just giving them what they need at the moment, but understanding what they will need in the future and providing that as well. After realizing this, I emphasize the abilities that the food pantry teaches whenever I dedicate my time. By doing that, I am positively affecting the development of those skills. 

When reflecting on the various ways I have served my community, one thing stands out to me: I always understand another viewpoint or gain a new perspective afterwards. For me, the ability to look at something from different angles is an unparalleled talent, and one of the most important skills a person can have.

In SHPE, I have been involved in planning the Penn State College of Engineering STEP-UP (Student Transition Engineering Program at University Park) Program as a chair. The STEP-UP program helps students from Penn State branch campuses smoothly transition to the University Park campus through a 3-day program in the spring. The program introduces them to engineering resources, other engineering students, and provides professional development. Due to COVID-19, this year it was held virtually. 

Within the Society of Women Engineers and the Women in Engineering Program, I have volunteered at different STEM events in the community for elementary school students. I am also currently serving as an Envoy (a mentorship and logistical position) for the Women in Engineering Program Orientation. Additionally, I participate in many of SWE’s service events, such as donating and collecting donations, cleaning up areas on and around campus, and visiting nursing homes.

On campus, I am also involved with Engineering Ambassadors (EA), a group that does STEM outreach around Pennsylvania from the elementary school to high school level. EA goes virtually or in person to schools, does engineering presentations and activities, and answers questions.

Prior to COVID-19, I had secured an internship with Pratt and Whitney, however, they had to cancel their internship program. As a result, I was fortunate enough to obtain a Process Quality Engineering internship at Brentwood Industries for summer 2020.

  • When you write a solid essay, you can repurpose some of your key points, including specific anecdotes and details, in other scholarship applications.
  • Writing a good essay helps you solidify who you are and what you want. This sets you up for success in the scholarship application process and beyond. 

Three essential elements to include in your essay:

  • State your goals. Scholarship committees are investing in your future and your potential. To take a chance on you, they need to know your plan and what you want to do with your award. 
  • Establish an implicit or explicit link between your goals and the scholarship you are applying for. Describe to the committee how the specific scholarship will help you attain your goals. Give them a tangible reason as to why you deserve their investment.

Your essay will be unique to your experiences, but there are some general guidelines you should follow. Here are tips for writing a “why I’m deserving scholarship” essay:

  • Explain how the scholarship money would contribute to your long-term goals. You’re asking the scholarship committee to invest in your future. They want to ensure their investment goes to a worthy cause. Explain how your education will play a role in your career and overall goals after graduation.
  • Focus on the purpose of the scholarship. While writing your essay, keep in mind what the scholarship is for and where it comes from. Tailor your response to the scholarship so it resonates with the review committee.
  • Don’t be afraid to promote yourself. This may be your only chance to tell the committee about your achievements. Showing your past success will instill confidence about your future success.
  • Use a thesis statement, just like you would with any other essay. You should refer back to the thesis throughout the essay and tie it into the conclusion. One of the most debated topics in America is how to provide affordable healthcare to the masses. I believe the answer lies in accessible healthcare providers. Nurse practitioners often go unappreciated and unrecognized for their versatility and value in the medical profession. With this scholarship, I could continue my training to become a nurse practitioner and provide attainable medical services to underserved communities. Growing up in a small Montana farming town, the closest hospital was 45 minutes away. The only local family doctor charged whatever he wanted because he was the sole provider. My parents relied on home remedies to treat any ailment my brother and I developed. This is when my passion for medicine first took form. Minimal medical care was not a concern until my father went to the hospital for severe stomach problems. These were the result of Crohn’s disease, a condition that can be managed with treatment. Because my father had not been to the doctor in years, the flare up was highly aggressive. It took months to get it under control and get him on preventative medication. I decided to go to college to help people like my father. As a nurse practitioner I can practice medicine without charging a fortune for my services. I plan to serve in rural communities where hospitals and doctors are limited or non-existent. I am grateful to be considered for this scholarship opportunity, and should I be selected, I will use it to advance my medical education.

With a 500-word scholarship essay, you have room to tell your story and create an experience for the reader. Use several introductory sentences to lead into your thesis and set the tone for the essay. The body paragraph should flow in a logical manner, most often chronologically. Then the conclusion should re-emphasize the thesis and leave the scholarship committee with something to remember.

Winston Churchill once said, “Success consists of going from failure to failure without loss of enthusiasm.” And while I never define my obstacles as ‘failures,’ I mark my success by my repeated perseverance through adversity. I have faced several challenges over the years, from dyslexia to homelessness; yet I continued to earn exemplary grades and graduate at the top of my class. I deserve this scholarship because I have the strength and determination to achieve my goals, no matter what hurdles I have to overcome. I was not born a gifted student. Testing and assignments were always difficult for me, whether I studied or not. In second grade, my parents had me tested for learning disabilities. The psychologist said that I had a hyperactivity disorder and prescribed medication to suppress my energy. After two years abiding by that treatment, I was re-evaluated and diagnosed with dyslexia. This helped me get the treatment I needed, and I finally made progress in school. Shortly after I learned how to study with dyslexia, my father lost his job. He was the sole breadwinner for the household, and I was soon on the street with my mother and two younger siblings. I got a job in newspaper delivery, one of the few fields that will hire a 12-year-old. My father found odd jobs to bring money to the family, and together we were eventually able to pay for a two-bedroom apartment to live in. I was valedictorian that school year, and I maintained a perfect attendance record. Like my father, I knew I had to do whatever was necessary to succeed and thrive. In high school, I developed an interest for psychology. I noticed patterns in behaviors, both in myself and in the people around me. I asked my child therapist, the one who officially diagnosed me with dyslexia, if I could work at his clinic over the summers. He allowed me to intern at his counseling center my junior and senior year, and I gained valuable insight into the business side of psychology. I am now entering the second year of my psychology degree. I plan to complete my bachelor’s degree and earn a Doctorate of Neuropsychology in the years that follow. My focus is on psychological testing, specifically for children with autism or learning disabilities. I spent years struggling in school because of a preventable misdiagnosis.  I want to ensure that other children do not face the same struggles in their future. Why do I deserve this scholarship? Because I have the passion and determination to become a trusted member of the psychological community. With my education, I can help children get the treatment they need at an early age, giving the best chance at finding their own success. You’re not just helping me get through college. Essay titles.

Should you begin your essay with a title? In my experience reading essays of all types, a title is very optional. If it is an especially clever or necessary title, then sure, go for it!

Otherwise, I would recommend saving your valuable word count and put it towards the actual essay. If you write your essay and are feeling stuck on a title, let it go and don’t worry about it. Font size & style

The MLA recommends using size 12 font, and that’s what we’d recommend using. As far as the style of the font, you should stick to something that is legible and easy to read. Times New Roman or Arial are both going to be good bets. The scholarship essay is not the best place to get creative with a funky, hard-to-read font.

Should I single or double space the essay?

We know that most of your essays for school are probably double spaced. This is usually a good call for scholarship essays as well, because it makes the essay easier to read. In addition to spacing, you want to make sure that your scholarship essay is broken down into paragraphs and is not one single block of text.

Are page numbers required?

On many school papers, you may have to put a page number on each page. This is not necessary for your scholarship essays unless it is a clearly stated requirement.

Does proper scholarship essay formatting require citations?

If you are citing other sources, it is a good idea to use citations. It does not matter whether you are using MLA, Chicago, or some other type of citation (unless it is specifically required). Instead, it is important to simply be consistent in how you cite your sources. Most essays probably will not require outside sources or research, but if you are applying to certain research-based or STEM scholarships you may want to brush up on your citations.

The U.S. Copyright Office is creating a new group registration for frequently updated news websites. This option will enable online news publishers to register a group of updates to a news website as a collective work with a deposit composed of identifying material representing sufficient portions of the work, rather than the complete contents of the website. The final rule is nearly identical to the provisions set forth in the January 2024 notice of proposed rulemaking, with one modification in response to public comments and one to reflect a technical change in the process for submitting these claims.

The Copyright Act authorizes the Register of Copyrights to specify by regulation the administrative classes of works for the purpose of registration and the deposit required for each class. [ 1 ] In addition, Congress gave the Register the discretion to allow registration of groups of related works with one application and one filing fee. [ 2 ] This procedure is known as “group registration.”  [ 3 ] Pursuant to this authority, the Register has issued several regulations permitting group registrations for certain types of works, including newspapers, newsletters and serials, unpublished works, unpublished and published photographs, contributions to periodicals, secure test items, works on an album of music, short online literary works, and database updates. [ 4 ]

This rulemaking expands the available group registration options because of several factors specifically impacting news websites. Along with receiving requests from online publishers, the Office observed the increase in news content offered online and the dynamic nature of such material. [ 5 ] It also reviewed stakeholder comments in prior proceedings that discussed the challenges associated with registering online news content, including those submitted in response to its 2022 Copyright Protections for Press Publishers report. [ 6 ] Finally, the Office acknowledged the deposit challenges associated with websites, particularly news websites, in its 2011 publication titled Priorities and Special Projects of the United States Copyright Office (October 2011-October 2013) . [ 7 ]

On January 3, 2024, the Office published a Notice of Proposed Rulemaking (“NPRM”) to establish a new group registration option for frequently updated news websites. [ 8 ] The proposed rule would allow an applicant to register a news website as a collective work (including any individual component works it fully owns, such as literary works, photographs, and/or graphics)  [ 9 ] with a deposit composed of identifying material, rather than the complete contents of the website. The proposed rule would also allow registration of the news website and any updates published within one calendar month, if the deposit evidences a sufficiently creative selection, coordination, or arrangement within each collective work to constitute a copyrightable compilation. [ 10 ] Each Start Printed Page 58992 collective work must have been created as a work made for hire, with the same person or entity named as both the author and copyright claimant. The proposed rule stated that applicants would be required to submit their claims through the online copyright registration system, using the application currently in use for a group of newspaper issues. [ 11 ]

The Office received twenty comments in response to the NPRM. [ 12 ] All but one  [ 13 ] supported the Office's proposal to create the new group registration option, though the majority requested various modifications. Two commenters, however, expressly conditioned their support on substantive changes to the rule, which would substantially change its scope. [ 14 ] In general, commenters were interested in expanding eligibility for this option to a greater number of works and changing the deposit requirement. Proposals included revising the definition of “news website,” removing the work made for hire and author/claimant requirements, increasing the time limitation for updates to the news website, clarifying the “home page” deposit requirement, and asking the Office to confirm the scope of remedies for copyright infringement of a collective work. [ 15 ] Finally, one commenter encouraged the Office to “identify opportunities for improvement” and to remain “adaptive to technological changes.”  [ 16 ]

Having reviewed and carefully considered each of the comments, the Office now issues a final rule that is nearly identical to the proposed rule, with one modification reflecting concerns raised by some commenters regarding the “home page” deposit requirement and one modification concerning the application form for this option. These modifications are discussed in more detail below. With respect to requests that we received to expand the scope of the rule, the Office will closely monitor how the new group option performs, including the number and complexity of the claims submitted, the amount of time needed to examine these claims, and the modest filing fee for this option. The Office remains open to revisiting these issues in the future based on this rule's performance.

In the NPRM, the Office proposed to limit this group registration option to updates to a “news website,” defined as “a website that is designed to be a primary source of written information on current events, either local, national, or international in scope, that contains a broad range of news on all subjects and activities and is not limited to any specific subject matter.” As described in the NPRM, the proposed rule stems from the rapid development and predominance of news websites over print newspapers, [ 17 ] and requests from news publishers for a feasible way to register “newspaper websites” that are “updated frequently.”  [ 18 ] Thus, the proposed rule is an extension of the existing group newspaper option that has been available for decades. [ 19 ] Consistent with the Compendium of U.S. Copyright Office Practices, the proposed rule defines a “website” as “a web page or set of interconnected web pages that are accessed using a uniform resource locator (“URL”) organized under a particular domain name.” A number of commenters encouraged the Office to expand the type of works eligible under the rule and recommended revisions to both definitions.

Before turning to the requests to expand the rule, the Office addresses the argument made by a small number of commenters that the proposed group registration option would violate the First Amendment by limiting the option to a particular type of work. In a joint comment, NWU, NPPA, and NASW stated that restricting the option to “news” websites constitutes “[c]ontent-based discrimination,” which they considered “[c]onstitutionally suspect and subject to strict scrutiny” that the rule “cannot meet.”  [ 20 ] In support of this argument, they cited Arkansas Writers Project v. Ragland, 481 U.S. 221 (1987), which reviewed a state sales tax scheme that taxed general interest magazines, but exempted newspapers and religious, professional trade, and sports journals. Because Arkansas “advanced no compelling justification for selective, content-based taxation of certain magazines,” the Supreme Court held the tax scheme invalid under the First Amendment. [ 21 ] Analogizing the tax scheme in Arkansas Writers Project to the proposed registration option, NWU, NPPA, and NASW argued that the exclusion of any web content that does not meet the “news website” definition is unconstitutional. [ 22 ]

Aligned with NWU, NPPA, and NASW, another commenter, Gordon Firemark, contended that, by limiting the group option to updates to news websites, the proposed rule “excludes other types of content from [its] benefits” and denies content creators “relief from the burdens of the current system.”  [ 23 ] He argued that recent Supreme Court precedent concerning trademark registration requires a content-neutral approach. [ 24 ]

The Office disagrees with these arguments. It is correct that the Supreme Court has held that content-based laws—laws restricting or compelling Start Printed Page 58993 speech based on its communicative content—are presumptively unconstitutional, [ 25 ] and subject to strict scrutiny, under which the government must show that the law is the “least restrictive means” of advancing a “compelling” governmental interest. [ 26 ] A regulation can be content-based “on its face,” if its text applies to speech based on the subject matter, topic, or viewpoint of that speech. It can also be content-based if it has a discriminatory purpose that “cannot be justified without reference to the content of the regulated speech” or was “adopted by the government because of disagreement with the message” conveyed. [ 27 ] However, a regulation that places “a differential burden on speakers is insufficient by itself to raise First Amendment concerns.”  [ 28 ] The tax scheme in Arkansas Writers Project was found to violate these principles by being directed at particular subjects, thus targeting a small group within the press. [ 29 ] That is not the case here.

The Office's proposed group registration option is not analogous to the unconstitutional tax statute in Arkansas Writers Project for multiple reasons. First, the option does not restrict or compel speech based on its communicative content. Nor does it favor or disfavor particular topics or subjects, or exclude a small group of the press. [ 30 ] Instead the option is available for updates to news websites that contain a broad range of topics regardless of the content of the speech involved.

Second, the registration option is viewpoint neutral and operates not as a restriction on speech, but as a condition for qualifying for one of many options available to register copyrights, including online websites and other publications. The Standard Application is available to any type of author for any type of work within the statutory categories. [ 31 ] Group registration options are discretionary accommodations offered by the Office in a number of areas. Currently, the Office administers ten group options covering unpublished works, short online literary works, works on an album of music, serials, newspapers, newsletters, contributions to periodicals, published and unpublished photographs, automated databases, and secure test items. [ 32 ] For online publications, group serials and group newsletters are other registration options for publications that fall outside of the “newspaper” or “news website” definitions.

The Supreme Court's recent ruling in a case involving trademark regulations supports the Office's view. There the Court reviewed a rule of the U.S. Patent and Trademark Office (“USPTO”) barring the registration of trademarks that use the names of particular living individuals without their written consent. [ 33 ] The Court held that this bar, though content-based, is viewpoint neutral and does not violate the First Amendment. [ 34 ] The Court noted that while its precedents “distinguish between content-based and content-neutral regulations of speech,”  [ 35 ] they further distinguish “a particularly `egregious form of content discrimination'—viewpoint discrimination,” which targets not merely a subject matter, “but particular views taken by speakers on a subject.”  [ 36 ] The Court identified “[s]everal features of trademark [law]” that “counsel against a per se rule of applying heightened scrutiny to viewpoint-neutral, but content-based trademark regulations.” Most notably, it found that “trademark rights have always coexisted with the First Amendment, despite the fact that trademark protection necessarily requires content-based distinctions.”  [ 37 ] Accordingly, the Court held that USPTO's “content-based, but viewpoint-neutral, trademark restriction [ ] is compatible with the First Amendment.”  [ 38 ]

Similarly, copyright registration, and the broad administrative classification authority Congress granted to the Register, necessarily requires content-based distinctions. Indeed, since its passage in 1976, the Copyright Act has authorized the Register “to specify by regulation the administrative classes into which works are to be placed for purposes of deposit and registration” and to permit “ for particular classes, the deposit of identifying material instead of copies or phonorecords, the deposit of only one copy or phonorecord where two would normally be required, or a single registration for a group of related works.”  [ 39 ] Like the USPTO's name bar, these administrative distinctions are not based on the particular views taken by authors and have always coexisted with the First Amendment. The addition of an administrative classification for this new group registration option, which adopts near-identical criteria for determining “news” content to that of the existing group option for newspapers, is “a matter of policy and discretion”  [ 40 ] fully compatible with the First Amendment.

Further, unlike the viewpoint-based trademark provisions held unconstitutional for barring registration of scandalous or disparaging marks, [ 41 ] the Office's viewpoint-neutral administrative classification does not bar registration for non-news content or websites. Quite the opposite: to increase participation in the registration system, the Office has created several group options for the registration of works that are published online. [ 42 ] The Standard Application also remains available to any type of author for any type of work within the statutory categories. This rule does not prevent anyone's ability to register non-news works.

Multiple commenters urged the Office to expand the rule's definition of “news website” by removing the condition that the website must contain news on all subjects and activities. [ 43 ] In encouraging Start Printed Page 58994 the Office “not to exclude . . . specialized websites,” the ABA-IPL noted that the “proposed rule may provide especially meaningful benefit to smaller news websites—including those that focus on certain `specific subject matter.' ”  [ 44 ] HBP argued that “websites, like HBR.org, that focus on a particular area of news . . . still face the same registration problems afflicting all news websites.”  [ 45 ] The Authors Guild also expressed concern that the rule would exclude more specialized news publications, such as those that focus on political news. It argued that “these publications clearly qualify as news websites under any ordinary understanding of that term.”  [ 46 ] Relatedly, commenters claimed that content restrictions “put[ ] examiners in an untenable position of deciding what is or is not `news.' ”  [ 47 ] Finally, four commenters asked the Office to abandon the “news website” definition and extend the group option “to any periodically-produced content distributed through the internet.”  [ 48 ]

After considering this request and in the interest of implementing this final rule as quickly as possible, the Office declines to revise the definition at this time. As an extension of the newspaper group option, the “news website” definition is modeled on the Office's longstanding regulation defining a “newspaper” as a publication that is “mainly designed to be a primary source of written information on current events, either local, national, or international in scope,” that “contains a broad range of news on all subjects and activities and is not limited to any specific subject matter.”  [ 49 ] This definition is very broad and it is intended to “make any newspaper eligible for a group registration.”  [ 50 ] It is also intended to distinguish a “newspaper” from a “newsletter,” which is defined elsewhere in the regulations as a publication that contains “news or information that is chiefly of interest to a special group, such as trade and professional associations, colleges, schools, or churches.”  [ 51 ]

Under this definition, newspapers are aimed at any member of the general public who may be interested in newsworthy information or events that are reported on a given day. [ 52 ] By applying a similar definition to websites, the final rule recognizes that “news websites” are also intended to have universal appeal.

This definition would encompass news websites that cover current events and provide information on diverse topics, including some political websites like those identified in the Authors Guild's comment. [ 53 ] Although these sites focus primarily on issues involving politics and events with political implications, they do not limit their coverage to a particular subject matter nor are they directed at narrow or discrete groups of readers. [ 54 ]

The Office also disagrees with commenters that the “news website” eligibility requirement places a burden on examiners. Indeed, the definitions for “news website” and “newspaper” are similar, in part, to enable consistent application of both rules. Examiners are accustomed to assessing eligibility based on this definition.

However, if the definition proves too rigid or unworkable, the Office is willing to revisit this issue based on its experience in administering this rule. Importantly, however, this new group option is not intended to extend to the websites of all serials or newsletters, which in print or ePrint form have the benefit of separate group registration options. [ 55 ]

The Office received requests to expand the rule beyond websites. Commenters recommended that the proposed rule be amended to include mobile applications (“apps”) in the definition of “website.”  [ 56 ] They argued that “[m]any news publishers encourage users to access content on an app rather than a website.”  [ 57 ]

The Office declines to amend the definition. It considers an app to be “a computer program that is used directly or indirectly in a computer or handheld electronic device.”  [ 58 ] The Office has a procedure for registering the underlying code that operates the app. [ 59 ] To the extent that news publishers seek to register the works published on the app, a registration for a newspaper or a news website would protect those works if they contain the same content.

AIPLA encouraged the Office to revise the definition of “website” to clarify that a website is not limited to content accessed using a single domain name. [ 60 ] It explained that “web pages are composed of various elements, like text, images, and videos” that “might be hosted on a different server than the one hosting the main web page for reasons such as efficiency, speed, and cost.”  [ 61 ] The Office appreciates this distinction but declines to revise the definition. To qualify for this option, each collective work in the group must be published under one particular domain name. For registration purposes, the Office does not assess eligibility based on where component digital works may be stored. The Office believes the “particular web page” requirement is necessary to prevent applicants from using the option to register collective works published under different domain names on the same application, which would make it difficult to identify the website that is covered by the registration. Therefore, the final rule retains the definition proposed in the NPRM.

The proposed rule provides that claims registered under this option will be limited to the collective work authorship based on the selection, coordination, and/or arrangement of the individual component works, and that all parts of the collective work will constitute one work for purposes of 17 U.S.C. 504(c)(1) . [ 62 ] Additionally, the Start Printed Page 58995 Office made clear that the registration will also cover the individual contributions contained within the collective work if they are fully owned by the copyright claimant and were first published in that work.

NPR asked the Office to confirm that “the scope of the collective work will explicitly include all copyrightable contributions made by the claimant, not just textual works.”  [ 63 ] As noted above, a “news website” is defined as “a website that is designed to be a primary source of written information.”  [ 64 ] If the collective work contains individual contributions that are fully owned by the copyright claimant and were first published in the work, then the registration will cover those contributions, so long as they are copyrightable subject matter. However, a component work “that is perceptible to the user only by downloading or separately purchasing that particular work is not considered part of the website for registration purposes and must be registered separately.”  [ 65 ] Additionally, any “externally linked content [ i.e., content residing on another website] is not considered part of the website's content for registration purposes.”  [ 66 ]

HBP recommended that the Office permit applicants to disclaim content that is licensed and not owned by the applicant. As with group newspapers, the Office does not see the need for a limitation of claim for news websites, because the proposed rule expressly states that “[e]ach update to the website must be [an original] collective work.” A registration issued by the Office pursuant to this rule will only cover the new contributions owned by the copyright claimant. Consistent with any collective work registration, any articles, photos, or other contributions included in the collective work that were previously published, previously registered, owned by another party, or in the public domain are automatically excluded from the claim. As a practical matter, therefore, a disclaimer to expressly exclude material in the application is unnecessary.

Port. Prerogative Club asked the Office to “[c]larify whether updates to numerical information, such as prices, volumes, retweets, or other metrics, qualify as registrable under the rule, and whether the Office has changed its policy on the registrability of short phrases and headlines.” The Office states that its longstanding regulation denying protection for words and short phrases has not changed. [ 67 ] Regarding “prices, volumes, retweets, or other metrics,” it is unclear whether the commenter is referring to individual works of authorship, or whether these items appear in a compilation. Individual numbers and short phrases are not copyrightable. However, a copyrightable compilation of these items may be registrable.

The proposed rule permits an applicant to include updates published on the same website within the same calendar month. Three commenters urged the Office to remove the limitation, arguing that it is too “onerous.”  [ 68 ] NPR recommended that the Office allow for the option to cover “three months, or six months, or a calendar year” to “reduce registration costs.”  [ 69 ] Noting that “attorneys' fees and statutory damages can be awarded as long as copyright is registered within three months of first publication,” NWU, NPPA, and NASW requested that the rule be amended to allow registration of updates published “during any specified three-month period.”  [ 70 ]

At this time, given administrative capabilities, the Office cannot expand the option to cover more than one month of updates. As the NPRM explained, to deliver the option promptly, and to minimize development time, the Office is adapting the existing group application for newspapers, which is used to register up to one month of newspaper issues and contains technical validations that prevent applicants from entering publication dates that are more than one month apart. Changing the limit would require additional modifications to the application and delay implementation of the final rule. Further, the Office seeks an appropriate balance between the interests of copyright owners and the administrative burden to the Office. Based on the modest fee set for this option, some limit on the number of works included in each claim is necessary. The Office will reassess whether the limit can be increased after it has gained sufficient experience administering the rule.

Under the proposed rule, to be eligible for the option, each collective work in the group must have been created as a work made for hire, with the same person or entity named as the author and copyright claimant. Multiple commenters questioned this requirement. [ 71 ] The Authors Guild argued that the work made for hire requirement “arbitrarily and unfairly confines the benefit of the rule to corporate entities even where other creators are producing substantially the same type of content.”  [ 72 ] While they recognized that this requirement reflects practical and technical limitations, NMA and AIPLA noted that “there does not seem to be a fundamental reason for such a limitation in principle, and in many business cases, the work may be fully owned by the publisher, or obtained via assignment or operation of law.”  [ 73 ]

The Office acknowledges that the work made for hire requirement may not reflect every business case of ownership. However, this requirement streamlines the registration procedures, which, as noted above, will adapt the existing group application option for newspapers. Under that option, the same person or entity must be named as the author and copyright claimant, and each issue must be a work made for hire. The Office retains the same requirements for the news websites option to minimize the need for additional development time that would otherwise be required. Start Printed Page 58996

Additionally, under general Copyright Office practice, if the author and claimant are not the same person, the applicant is statutorily required to provide a transfer statement explaining how the claimant acquired all of the rights initially belonging to the author. [ 74 ] If an applicant names a third party as the copyright claimant, but fails to provide a transfer statement, then the Office must correspond to determine whether the claimant actually owns all of the exclusive rights in the works, which delays the registration decision. The corresponding additional time and costs that the Office would incur are inconsistent with the reduced fee for examination of multiple collective works.

Moreover, imposing a work made for hire limitation is consistent with the goal of this rulemaking, which is to address obstacles to registering online news content produced by news publishers, who often also publish newspapers. Based on its experience with the existing group newspaper registrations, the Office expects that this requirement will produce an optimal public record, while reducing the administrative burden that these claims impose. The final rule accordingly retains the work made for hire requirement. Applicants who do not qualify for the option may still register their works individually using the Standard Application.

The Office invited public comments on whether it should give applicants the opportunity to provide additional information, such as individual article or photograph titles, as part of this group registration option. Commenters expressed support for the implementation of an opportunity to include granular information concerning individual component works at the applicant's discretion. [ 75 ] The Authors Guild noted that “in the event an individual article is the subject of a later infringement action, the applicant may need to rely on its own recordkeeping to establish that the article was on the website during the period covered by the registration.”  [ 76 ] It concluded, “[t]he listing of individual titles or other information on the application may provide additional evidence relevant to that showing.”  [ 77 ] The Office agrees and will provide instructions on its website explaining how applicants may submit additional information regarding component works on an optional basis. [ 78 ]

The Office also invited public comments on the availability and effectiveness of technological solutions for saving or archiving websites that could assist or supplement news websites' recordkeeping efforts while also informing the public of the contents of the website and/or any updates registered. The Office suggested that applicants may provide in the “Note to Office” field additional information regarding the contents of the work, such as archived URLs that capture the complete content of each collective work submitted for registration. The Copyright Alliance expressed support for this suggestion, provided that doing so is voluntary. [ 79 ] Therefore the Office encourages applicants to submit archived URLs in the “Note to Office” field on a voluntary basis.

The NPRM provided that the filing fee for this option will be $95, the same fee that currently applies to a claim in a group of newspapers. It noted that the Office believes it is reasonable to charge the same fee as for the group newspaper option, given the similarities in expected workflow associated with examining these claims. The NMA expressed support for this modest fee, describing it as “reasonable and unarbitrary.”  [ 80 ] The final rule establishes this fee.

The NPRM proposed that for each collective work submitted under this group registration option, applicants must “submit a deposit that is sufficient to identify some of the updates that were made to the website.”  [ 81 ] The Office specified that “applicants will need to submit separate PDF files that each contain a complete copy of the home page for the site. Each PDF must show how the home page appeared at a specific point during each day of the calendar month when new updates were published on the site.”  [ 82 ] Additionally, the NPRM required that each deposit demonstrate “that the home page contains a sufficient degree of selection, coordination, and/or arrangement to be registered as a collective work.”  [ 83 ] Several commenters requested that the Office consider different deposit requirements, though commenters varied on the specific changes they requested or discussed deposits generally. The Office addresses each suggested change below.

After considering NMA's request to resolve a purported ambiguity in the proposed rule regarding the time of day for daily deposits of home pages, the Office is clarifying the time period for capturing deposits. [ 84 ] The language within section (m)(6)(i) requiring “[e]ach PDF [to] show how the home page appeared at a specific point during each day of the calendar month” does not require applicants to capture PDFs of home pages at the same exact time every day. [ 85 ] Instead, PDFs of home pages must show how the home page appeared at some point during each day, in addition to satisfying other applicable deposit requirements.

Three commenters specifically requested that the Office expand the identifying material it will accept to encompass more than “a complete copy of the home page for the site.”  [ 86 ] The NAB stated that “the Office should amend the deposit requirements proposed in § 202.4(m)(6)(i) to allow for the submission of a copy of identifying material in lieu of a complete copy of the home page.”  [ 87 ] It explained that “many news websites utilize an `infinite scroll' feature that automatically and continuously loads more content as users scroll down the web page” making Start Printed Page 58997 it “technologically impossible for an applicant to satisfy the deposit requirement of providing a PDF of the home page in its entirety.”  [ 88 ] Copyright Alliance echoed this sentiment stating “a user is able to continuously reveal additional content on the web page without having to leave the page to view the content on a separate web page. For such web pages, it is not possible to capture an `entire copy' of the page since the user can endlessly reveal the contents of the page.”  [ 89 ] Similarly, NMA noted that, due to the difficulties posed by “extensive or close-to-infinite scroll,” the Office should clarify that an applicant could meet the deposit requirement “as long as [the PDF] captures the masthead, URL identifier, and a defined minimum amount of the homepage (which in most cases will encompass all of it), including representative updates from the previous deposit copy.”  [ 90 ]

After considering these comments, the Office concludes that the requested modification to the proposed rule is reasonable and supports the overall goal of this group registration option. Accordingly, the final rule includes an alternative to the “complete copy of the home page” requirement where submitting a complete copy is not feasible due to the size or continuous nature of the home page. In such circumstances, applicants may “submit the first 25 pages of the home page that demonstrates updates from the previous deposit copy.” This portion of the rule is designed to decrease the burden on applicants that wish to utilize this group registration option, but are unable to satisfy the “complete copy” deposit requirement. The Office believes that this modification will facilitate registration, while also ensuring that the deposit provided is sufficient to identify the work and the copyrightable authorship covered by the registration. Applicants utilizing this provision are advised that any deposit should only include updates within the time period covered by the application. In the event that an applicant includes updates outside the time period, they would be considered previously published material, and would not be covered by the registration. Additionally, as stated in the NPRM, if a copyright owner is required to prove to a court or an alleged infringer “the specific contents of a website at any particular point in time, it will need to preserve and maintain its own copy of the site and rely on its own recordkeeping to provide such proof.”  [ 91 ]

NWU, NPPA, and NASW disagreed that a home page would constitute sufficient identifying material for registration. [ 92 ] They asserted that “requiring deposit of PDFs of images of the home page is disconnected from the reality that updates aren't necessarily visible on the `home page' of a website.”  [ 93 ] While “[u]pdates appear on the home pages of some—but far from all—newspaper publishers' websites,” the home pages of other websites, such as self-published or references websites, are “mostly or entirely static,” with updates occurring on other “inside” pages that are not indexed or referenced on the home page. [ 94 ] Instead, NWU, NPPA, and NASW suggested that the Office accept a “sitemap page or set of sitemap pages,” “as the way to indicate which pages of a site have most recently been added or modified, and when.”  [ 95 ] Sitemaps, they alleged, “are structured, standardized, machine-readable, and human-readable” and “all updates in a given period can be identified by a single sitemap or set of sitemaps,” which the Office could “use[ ] immediately.”  [ 96 ]

The Office declines to permit applicants to submit a sitemap page or a set of sitemap pages as identifying material for several reasons. First, it is not clear that sitemaps themselves provide information that would allow an examiner to determine whether each collective work within the group application contains sufficient creative selection, coordination, or arrangement. [ 97 ] Second, sitemaps do not satisfy the public notice function that deposits serve, as they do not display the work requested for registration and are not sufficient to identify the updates made to the websites. [ 98 ] As explained in the NPRM, any deposit requirement must “satisfy the public notice function of capturing, and making available for public inspection, a deposit that should be sufficient to identify” the work covered by the application. [ 99 ] Lastly, accepting sitemap deposits would likely not aid in efficiency as suggested. [ 100 ] If an examiner receives a sitemap, they would likely need to correspond with the applicant to determine what exactly the application covers. For these reasons, the Office declines to modify the final rule to include sitemaps.

Commenters also suggested that the Office accept deposits comprised of annotated Portable Document Formats (“PDFs”)  [ 101 ] or PDF deposits of apps. [ 102 ] Specifically, one commenter encouraged the Office to consider accepting annotated PDFs of a single web page, where “[a]nnotations could circle content that is not included in registration, such as licensed content as compared to original news organization content” or “content already registered.”  [ 103 ] Other commenters, including Copyright Alliance, NMA, and the Authors Guild, proposed that the Office should accept PDFs that “contain a complete copy of the home page of . . . mobile application[s]. ”  [ 104 ] Start Printed Page 58998 They discussed the ease with which applicants could submit app PDFs  [ 105 ] and how PDFs address record-keeping concerns and “concerns over whether the collective works stem from the same source.”  [ 106 ] Copyright Alliance and NMA also suggested that the absence of a uniform resource locator (“URL”) from app PDFs, a requirement of the proposed rule, is immaterial because apps “generally prominently feature the logo or other visible identifier of the publication in question” and news content on an app is “organized and contained,” similar to a website. [ 107 ] NMA further recommended that because the USPTO has “long accepted” app screenshots for trademark specimens, subject to certain requirements, the Office should adopt similar standards. [ 108 ]

The Office declines to permit parties to submit annotated PDFs of a single web page. As discussed above, each update will be registered as a collective work. For that reason, there is no need to identify component works that are not owned by the claimant or component works that have been previously registered, because as a general rule, a registration for a collective work does not cover this type of preexisting material.

The Office also declines to accept PDF deposits of apps to represent a news website. Initially, it is unclear whether the selection, coordination, and/or arrangement of material encompassed within the PDFs would be identical to the selection, coordination, and/or arrangement of a website's home page, regardless of whether the same content is present on both. [ 109 ] Further, the Office continues to believe that the rule's deposit regulations offer flexibility, while still satisfying the public notice function of deposits. The regulation will permit applicants to submit a complete copy of the website's home page, and when that is not feasible due to the size or continuous nature of the home page, applicants may submit the first 25 pages of the home page demonstrating updates from the previous deposit copy.

Commenters made additional suggestions and remarks on the proposed rule's deposit requirements and the Office's deposit requirements generally. With respect to the Office's modernization efforts, ABA-IPL suggested that the Office consider generally expanding the “format of deposit copies accepted” and regularly reviewing and updating registration regulations. [ 110 ] ABA-IPL stated that the Office should accept deposits in .xml format for regularly updated news content, such as content covered under the proposed rule, “as [.xml] and similar formats are widely used in digital content creation and management.”  [ 111 ] The University of Michigan Library (“UM-Library”) expressed concerns with the proposed regulations regarding fixation and preservation. [ 112 ] They asserted that the proposed deposit requirements are not “sufficiently fixed for copyright purposes” and that if deposit “materials are not collected and preserved—even as facsimiles or through emulation—then as a practical matter there will be a huge gap in the possibilities for research, scholarship, and understanding.”

The Office is sympathetic to commenters' desires to expand the file formats accepted for deposit purposes generally, including regularly updated news content. As stated above and in the NPRM, the current registration system only accepts certain file types. [ 113 ] The Office anticipates revisiting its acceptable file formats in connection with ongoing improvements to its technology systems. Until then, the Office continues to actively engage in research about the suitability of other file formats. [ 114 ]

The Office appreciates the fixation and preservation concerns about the proposed deposit requirements, codified in the final rule. It continues to believe, however, that the deposit requirements are sufficient. As stated above and in the NPRM, the Copyright Act imbues the Register with broad authority to accept identifying material in lieu of complete copies or phonorecords  [ 115 ] where such copies or phonorecords are “bulky, unwieldly, easily broken, or otherwise impractical to [serve] . . . as records identifying the work[s] registered.”  [ 116 ] This provision, and its legislative history, give the Register flexibility in determining the deposit requirements when identifying material is involved, and the Office has used this authority in the past. Within this rulemaking, the Office believes the proposed deposit requirements are appropriate, and less burdensome than general deposit requirements for websites. [ 117 ] As the Office discussed in the NPRM, the proposed deposit requirements satisfy the public notice function and still require that deposits sufficiently “identify some of the updates” made to the website. [ 118 ] Any fixation concerns may be alleviated by the fact that the proposed regulations are merely registration deposit requirements. They do not relieve a registrant from complying with other legal obligations, such as the obligation to maintain and preserve copies of a website, including its content, in the context of an infringement claim. [ 119 ]

The NPRM explained that the Office planned to use one of its existing group registration application forms to process these claims. Specifically, it said applicants would be required to submit their claims through the current electronic registration system using the application designated for a group of newspaper issues. None of the commenters objected to this proposal.

After consulting with the Library of Congress's Office of the Chief Information Officer, the Office determined that it would be feasible to create a separate application for news website claims that will be cloned from the corresponding application that is used for group newspaper claims. This should simplify the registration process for both applicants and Office staff by preventing potential confusion between claims involving newspaper issues and claims involving updates to a news website. The cloned application will include the same technical specifications and system validations that appear in the group newspaper Start Printed Page 58999 form. The final rule has been modified to reflect this change. Information and instructions on how to submit these claims will be provided in the application itself and on a dedicated page on the Office's website.

Based on requests from affected parties for the expeditious implementation of the rule  [ 120 ] and the absence of arguments supporting a delay, the Office finds that good cause exists to issue these regulations as a final rule with an immediate effective date. Commenters have presented a record supporting “the demonstrable urgency of the conditions [the rule is] designed to correct.”  [ 121 ] Finally, the registration option authorized by the final rule will be available to registrants at or near the rule's publication date.

Pursuant to the authority granted by 17 U.S.C. 408(c)(1) , the Register of Copyrights has determined that a group of updates to a news website may be registered with one application, the required deposit, and the filing fee required by § 201.3 of this chapter, with each update being registered as a collective work, if the following conditions are met:

(1) Definitions. For the purposes of this paragraph (m):

(i) News website means a website that is designed to be a primary source of written information on current events, either local, national, or international in scope, that contains a broad range of news on all subjects and activities and is not limited to any specific subject matter.

(ii) Website means a web page or set of interconnected web pages that are accessed using a uniform resource locator (“URL”) organized under a particular domain name.

(2) Requirements for collective works. Each update to the website must be a collective work, and the claim must be limited to the collective work.

(3) Author and claimant. Each collective work in the group must be a work made for hire, and the author and claimant for each collective work must be the same person or organization.

(4) Updates must be from one news website; time period covered. Each collective work in the group must be published on the same news website under the same URL, and they must be published within the same calendar month. The applicant must identify the earliest and latest date that the collective works were published.

(5) Application. The applicant must complete and submit the online application designated for a group of updates to a news website. The application may be submitted by any of the parties listed in § 202.3(c)(1).

(6) Deposit. (i) For each collective work within the group, the applicant must submit identifying material from the news website. For these purposes “ identifying material ” shall mean separate Portable Document Format (PDF) files that each contain a complete copy of the home page of the website. In case a complete copy is technically unfeasible due to the size or continuous nature of the home page, the applicant may submit the first 25 pages of the home page that demonstrates updates from the previous deposit copy. Each PDF must show how the home page appeared at a specific point during each day of the calendar month when new updates were published on the website.

(ii) The identifying material must demonstrate that the home page contains sufficient selection, coordination, and arrangement authorship to be registered as a collective work If the home page does not demonstrate sufficient compilation authorship, the deposit should include as many additional pages as necessary to demonstrate that the updates to the news website can be registered as a collective work.

(iii) The identifying material must be submitted through the electronic registration system, and all of the Start Printed Page 59000 identifying material that was published on a particular date must be contained in the same electronic file. The files must be submitted in PDF format, they must be assembled in an orderly form, and each file must be uploaded to the electronic registration system as an individual electronic file ( i.e., not .zip files). The file size for each uploaded file must not exceed 500 megabytes, but files may be compressed to comply with this requirement.

(7) Special relief. In an exceptional case, the Copyright Office may waive the online filing requirement set forth in paragraph (m)(5) of this section or may grant special relief from the deposit requirement under § 202.20(d) of this chapter, subject to such conditions as the Associate Register of Copyrights and Director of the Office of Registration Policy and Practice may impose on the applicant.

(r) The scope of a group registration. When the Office issues a group registration under paragraph (d), (e), or (f) of this section, the registration covers each issue in the group and each issue is registered as a separate work or a separate collective work (as the case may be). When the Office issues a group registration under paragraphs (c), (g), (h), (i), (j), (k), or (o) of this section, the registration covers each work in the group and each work is registered as a separate work. When the Office issues a group registration under paragraph (m) of this section, the registration covers each update in the group, and each update is registered as a separate collective work. For purposes of registration, the group as a whole is not considered a compilation, a collective work, or a derivative work under section 101, 103(b), or 504(c)(1) of title 17 of the United States Code.
