Students in our Ph.D. program develop a deep understanding of policy analysis and its role in shaping policy decisions. Ph.d. curriculum.
Pardee RAND requires students to take a total of 18 units of core and elective courses and encourages students to follow an interdisciplinary path.

*Students may waive out of Statistics for Policy Analysis I and/or Microeconomic Theory I if they pass an exam at the start of the program. They will need to take another course (or courses) to fulfill the total unit requirements.
Electives, Distribution Requirements, and Analytic Concentrations
Students also have two distribution requirements, which they fulfill through their ten units of elective courses .
Students develop competencies in modeling human systems by completing at least two full units in conceptual modeling electives courses that explore
- computational modeling
- economic modeling
- operations research
- qualitative modeling
Students also develop empirical analysis competencies though at least two units of data collection or analysis electives courses, such as
- comparative historical analysis
- econometrics
- machine learning
- social network analysis
- survey analysis
- text analysis
Students may also focus their remaining electives and pursue one or more analytic concentrations .
On-the-Job Training
Pardee RAND Graduate School stands out from other programs by requiring Ph.D. students to complete 300 days of on-the-job training (OJT) as part of their doctoral degree. This experiential learning opportunity allows students to work on real-world research projects, both at RAND and with external partners.
As active members of multidisciplinary RAND project teams, students engage in research and data analysis while gaining a deep understanding of the role analysis plays in solving complex policy problems. This "learning by doing" approach provides students with hands-on experience and prepares them to make meaningful contributions to the field of policy analysis.

- Be available to participate in our full-time research-and-study program at RAND's headquarters in Santa Monica, California
- Have completed a bachelor's degree by the program start date; a master's degree or prior research or work experience is desired
- Demonstrate strong quantitative skills; all majors and disciplines are welcome

Pardee RAND's generously funded Ph.D. program is designed to enable students to cover their tuition while receiving a regular stipend for living expenses each year, potentially graduating debt-free.

School of Public Policy
College of arts, humanities, and social sciences, ph.d. in public policy.
The Ph.D curriculum for a student without a relevant master’s degree requires 48 hours of coursework and 18 hours of dissertation research. The curriculum is divided into core courses, disciplinary foundation courses and courses in a specific policy area or discipline. Students with a master’s degree will have fewer course requirements.
Core courses – 6 courses (18 credits):
- PUBL 600 Research Methodology
- PUBL 603 Theory and Practice of Policy Analysis
- PUBL 604 Statistical Analysis, plus two additional research method/quantitative analysis courses appropriate to student’s track such as: PUBL 607, 608, or 611; ECON 605 or 611; SOCY 619
- PUBL 609 Social Sciences Approaches to Policy Analysis
Additionally, Ph.D. students must sign up for 18 credits of PUBL 899 (Doctoral Dissertation Research).
Disciplinary foundation courses – 3 courses (9 credits):
- PUBL 602: Microeconomics for Public Policy (formerly ECON 600) or ECON 601 Microeconomic Analysis
- PUBL 601 Political and Social Context of the Policy Process

Study specialization courses – 5 courses (15 credits). Ph.D. students in all specializations except economics and policy history, are required to take a relevant economics course as part of their 5 track courses or 2 electives.

The PhD programme in Public Policy is a research degree that is normally undertaken full-time over 3-4 years (with a part-time option over a longer period).
This programme provides an interdisciplinary graduate learning and research environment for doctoral studies in the field of public policy. Pooling the resources of the UCD College of Social Sciences & Law and the College of Business, the programme provides doctoral training with considerable flexibility and breadth of interest.
Our Programmes form part of the UCD Structured PhD programme . Our expert faculty all conduct research in their own fields and welcome expressions of interest from prospective students wishing to study in areas including, but not limited to, those in the list below. Applicants should contact a member of faculty whose research interests match their own.
UCD’s PhD programme has been designed to not only provide first class supervision in relation to a student’s own research, but also to support that research through access to a broad range of taught modules covering both general research methods training and specific subjects.

As set out by the requirements of the UCD Structured PhD Programme (PDF) , candidates are required to complete a minimum of 30 credits of course-work, that is, three 10-credit modules. One of these should be the Research Design module provided jointly by the College of Social Sciences and Law and the College of Business. The other two modules should normally be chosen from among the core modules provided by the Master of Public Policy programme (unless the candidate has already completed this or an analogous degree programme, in which case the required modules will be decided in consultation with the student’s Doctoral Studies Panel).
It is also possible to take additional modules, depending on the training needs identified in consultation with the candidate's principal supervisor and the other two members of the Doctoral Studies Panel (DSP).
The PhD may take the form of a traditional thesis, or a collection of papers (including published papers or papers submitted or prepared for submission) describing a coherent programme of research which has been published or prepared for publication in peer-reviewed journals of international standing, accompanied by a critical and theoretical overview of the work presented in the papers.
A formal transfer assessment takes place after about 15 months (longer if part-time), in order to progress from Stage 1 to Stage 2 of the PhD. Students must submit a body of written work to a review panel, who will conduct an interview on the work submitted; students must have attained an average of B- in all modules, and must also complete a Research and Professional Development Programme (RPDP).
All students will submit their final dissertation to UCD and upon successful completion of their examination, will be awarded a UCD PhD.

Incoming Stage 1 undergraduates can usually select an Elective in the Spring Trimester. Most continuing undergraduate students can select up to two Elective modules (10 Credits) per stage. There is also the possibility to take up to 10 extra Elective credits.
