மத்திய லஞ்ச ஒழிப்பு ஆணையம் சார்பில் "லஞ்சம் கொடுக்க வேண்டாம்" , " லஞ்சம் வாங்குவதும் குற்றம் கொடுப்பதும் குற்றம்"  என்பதை பொதுமக்களுக்கு வலியுறுத்தும் வகையில் ஆண்டுதோறும் லஞ்ச ஒழிப்பு விழிப்புணர்வு வாரம் கடைபிடிக்கப்பட்டு வருகிறது.

அதன்படி வரும் அக்டோபர் 27ஆம் தேதி முதல் நவம்பர் 2 ஆம் தேதி வரை லஞ்ச ஒழிப்பு வாரம்  கடைபிடிக்கப்பட உள்ளது. இந்தாண்டு லஞ்ச ஒழிப்பு விழிப்புணர்வு வாரத்திற்கான மையக்கருத்து "விழிப்பான இந்தியா" "செழிப்பான இந்தியா"  என மத்திய லஞ்ச ஒழிப்பு ஆணையம் தலைப்பு அறிவித்துள்ளது. 

அதாவது  நாட்டில்  லஞ்ச லாவண்யத்தை ஒழிக்க விழிப்புடன் இருக்க வேண்டும், என்றும் அதன்மூலம் துடிப்பான இந்தியாவை உருவாக்க வேண்டுமென்ற மையக்கருத்து கொண்டு இந்த தலைப்பு அறிவிக்கப்பட்டுள்ளது. இந்நிலையில் மேற்கண்ட தலைப்பில் கல்லூரி மாணவர்களுக்கு கட்டுரை மற்றும் சுவரெட்டி போட்டி நடத்தவும் அறிவுறுத்தப்பட்டுள்ளது.

Q. Corruption destroys the moral fabric of society and erodes the faith of the common man in the legitimacy of the politico-administrative set up. What are the reasons behind corruption in India? Also, discuss the reform measures to eliminate corruption.

Corruption refers to the act of misuse and abuse of power especially by those in the government for personal gains either pecuniary or a favor. It promotes illegality, unethicality, subjectivity, inequity, injustice, waste, inefficiency and inconsistency in administrative conduct and behaviour.

Reason for corruption in India:

• Use of black money in elections: In the last 10 year the declared expenditure has increased by more than 400% for the LS elections with 69% of their income coming from unknown sources.
• Criminalization of politics: More than 30% of the legislators in the country have pending criminal cases against them.
• Crony capitalism: The economic reforms of 1991 has led to the growth of unholy nexus between Politicians and businessmen. 

  Economic:

• High inequalities: In India 1% of the rich hold about 60% of the total wealth. People at lower income levels are forced to pay bribes to officials even to get their basic needs fulfilled.
• High share of informal sector: In India more than 80% of the workforce is in the informal sector. Such enterprises usually bribe the officials to keep out of the ambit of laws where compliance is costly and complex.
• Low wages: The remuneration in the public sector remains below par with the private sector along with poor career growth opportunities and harsher working conditions.

Administrative:

• Politicization of bureaucracy: Example of honest officers being witch-hunted like Ashok Khemka and Amitabh Thakur are the indicators of the bigger malaise.
• Colonial bureaucracy:  The bureaucracy essentially remains colonial in nature characterized by 19th century laws e.g. Police Act 1861, complex rules, wide discretion, secrecy, moral responsibility devoid of legal accountability and the ivory tower attitude.
• Judicial failure: The judiciary has failed to bring to book the corrupt officials including politicians.
• Failed reforms: Lack of political will and resistance from within the bureaucracy has led to failure of major reforms like citizen charter, RTI and e-governance.

Social and Ethical:

• Changes in lifestyle: Increasing shift towards individualization and materialism has led to increased penchant for a luxurious lifestyle.
• Social discrimination: The poor and marginalized due to their lack of awareness and high dependence on the state become the easy target of exploitation by corrupt officials
• Failure of education system: The value education has failed miserably in India to inculcate the value of empathy, compassion, integrity, equity etc. in the young generation.

Measures taken by the government to tackle corruption:

Legal Steps:

• Prevention of corruption Act 1988 : Seeks to create a balance between the need to bring the corrupt to the books and protect honest officers. Its main thrust is to prohibit public servants from accepting or soliciting illegal gratification in the discharge of their official functions.
• Prevention of Money Laundering Act 2002: It seeks to prevent money laundering including laundering of property through corruption and provides for confiscation of such a property.
• Right to Information Act 2005: Makes disclosure of information a legal right of the public to promote transparency e.g. Vyapam scam of MP
• Lokpal and Lokayukta Act 2013: Appoints an independent authority Lokpal at center and Lokayukta at states to probe into the complaints of wrongdoing by the public servants.

I welcome you all present here. I am here to present a speech on Corruption. By corruption, we mean that any dishonest or immoral behavior or activities that result in the gain of some powerful organization or people. Thus, corruption often results in loss to the weaker section of the society or organization. There are different forms of corruption. It includes extortion, nepotism, parochialism, bribery, patronage, cronyism, etc. Corruption may lead to human and drug trafficking, money laundering, police brutality, repression of opponents, etc.

Forms of Corruption

A Bribe involves a payment made to any official for the exchange of use of his official powers. It involves two parties: the one who pays for any favor and the one who accepts the payment for official powers.

Influence peddling or trading in influence involves three parties to act. It means a person or organization selling their influence over the decision-making process so that a third party profits from it.

Favoring supporters (Patronage), favoring relatives (Nepotism) and favoring friends (Cronyism) of an official for private gain are forms of corruption. In these many incompetent people are leaders in the system over the able ones.

Illegal interference with the election process is Electoral fraud. The theft of entrusted public funds for personal benefit is Embezzlement.

Effects of Corruption

Political effect: Corruption becomes a major roadblock for the rule of law and democracy. The political system loose its legitimacy when power is used for private advantage.

Economical effect: It depletes national wealth. The betterment of the communities and societies are compromised for the benefit of the profit of some officials, therefore, leads to the misuse of national resources.

Social effect: The community or society gives up trust in the system. This makes it even more challenging to remove corruption from the system.

Environmental effect: Corruption results in the degradation and exploitation of precious natural resources. This results in turbulence in the ecological systems.

Ways to fight Corruption

There are five ways of fighting corruption.

Effective law enforcement is the key to ensure the corrupt culprit is punished. For this purpose, we need a strong legal framework.

Steps focussing on improving financial management and strengthening the role of auditing agencies will help in curbing corruption. This will include transparent and participatory budgeting by local communities and local governments.

The tradition of government openness, freedom of the press, transparency, and access to information help in curbing corruption.

Strengthening citizens’ demand and empowering them to make government accountable is a great approach to build mutual trust between the government and the citizens.

The international financial system should be under the scanner to stop money laundering by corrupt officials. Hence, major financial institutes need to put a check to stop their banks and allied financial centers across the globe from accepting illegal flows of money.

To sum it up, Corruption is the biggest evil of any society. All necessary steps must be taken to eliminate this evil. Not only the ones with power but at times even the weaker section of the society tend to become a culprit in this.

I hope that from now on every individual will strictly oppose and prevent corrupt activities from occurring anywhere around us. Thus, this will ensure the complete socio-economic and political development of our society and country at large.
